Mastercard's Corporate Solutions team seeks a Senior Technical Program Manager to lead complex, cross-functional initiatives that drive innovation and execution within our organization.
This position is for a project, Embedded Finance application, that is establishing a Java, Spring, and Hibernate-based technology stack on a service-oriented architecture, supporting multiple Mastercard commercial products with enriched data. This platform consolidates transaction details from Mastercard issuers alongside data from third-party vendors (such as airlines and hotels) to deliver actionable insights.
There are multiple teams as part of Corporate Solutions, across (Pune) India, (Dublin) Ireland and (St. Louis) USA Tech hubs. Team members may be developers, testers, analysts, architects, project managers and product owners. The team is cross-functional and follows the agile SAFE methods to deliver the work.
This role requires strong leadership, a deep understanding of technology, and exceptional program management skills.
Role:
• Collaborate with Product Managers to translate business needs into detailed product requirements, managing comprehensive product documentation for clear understanding across engineering teams.
• Work closely with Agile development teams to evaluate application impacts and determine optimal functional solutions.
• Lead backlog creation and refinement sessions, defining user stories and acceptance criteria to ensure clarity on functional and non-functional requirements.
• Define acceptance criteria, review deliveries, and provide sign-off based on demo sessions, ensuring they meet the required standards.
• Conduct impact assessments on new projects, facilitating accurate estimations and breaking down stories into manageable pieces for sprint planning and retrospectives.

All About You:
• Experience with JIRA or Rally for Agile project tracking and management.
• Experience with MVC frameworks like Spring (Batch, Boot) and ORM frameworks such as Hibernate.
• Strong proficiency in JMS/Messaging, with hands-on experience in middleware such as WebSphere MQ or Apache Kafka (a must).
• Proficient in Oracle database management and SQL query writing.
• Skilled in breaking down high-level requirements into detailed functional and non-functional requirements with minimal oversight.

Develop and manage project schedules, ensuring timely delivery while maintaining quality standards.
Oversee project budgets, procurement, and contracts, ensuring efficient use of resources and materials.
Ensure compliance with all safety regulations, local zoning codes, building codes, and environmental standards.
Conduct regular site inspections and progress meetings to assess project status, resolve issues, and make necessary adjustments.
Communicate effectively with stakeholders, providing updates on progress, risks, and any changes in scope.
Foster positive relationships with municipal clients, contractors, and project teams to facilitate smooth project execution.
Qualifications:
Bachelor's degree in Construction Management, Civil Engineering, or a related field.
3-10+ years of experience managing ground-up commercial construction projects, with a focus on municipal projects.
Strong knowledge of municipal construction processes, codes, and regulations.
Proven ability to manage budgets, schedules, and project teams.
Excellent communication, leadership, and problem-solving skills.
Familiarity with construction management software and tools.
PMP or similar project management certification is a plus.
