Recruitment Number 26-004TO, InformationTechnologySpecialist VI (COBOL and Oracle SQL), $6,535 to $7,351 per month (SR-26, step D to G)*, Honolulu, Oahu. * The starting salary may be at the minimum and maximum salary listed above and will be determined by the hiring program based on qualifications This position is located in the Applications Production Support Branch which is responsible for the creation, enhancement and maintenance of the Judiciary's statewide integrated case management system. The position is responsible for overseeing the day-to-day functional and technical support of the production environment for the statewide court system, Judiciary Information Management System (JIMS). The assigned duties include analysis, system specifications, design, programming, conversion, testing, implementation, and on-going support services for the various Judiciary applications and system of applications; and perform other related duties as assigned.
In order to satisfactorily perform the duties and responsibilities at job entry, candidates must possess knowledge and experience with COBOL and databases using SQL for relational databases such as Oracle, DB2 or SQL Server.Education Requirement: Graduation from an accredited college or university with a Bachelor's degree, or
Excess experience of the types and quality described below or any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level, and quality as to assure the possession of comparable knowledge, skills and abilities.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
Specialized Experience Requirement: Three and one-half (3½) years of progressively responsible professional work experience in informationtechnology which involved the analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, web or network infrastructure equipment. The work must have demonstrated knowledge and understanding of informationtechnology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and/or mainframe operating systems.
Selective Certification Requirement - COBOL and Oracle SQL: Of the required three and one-half (3-1/2) years of specialized experience, one (1) year of experience must have included work with a database such as Oracle, DB2 or SQL Server using SQL; and two (2) years of specialized experience in COBOL.
The experience should include analyzing SQL code; data correction and database updating; and the extraction of data to create database reports. The COBOL experience should include analysis, design, coding and testing; solving problem tickets; code review and testing of other developer's code; and creating detailed documentation.
Staff Specialist Experience: One (1) year of professional work experience as a staff specialist in a highly specialized area of informationtechnology which involved providing services for a variety of programs and systems; such as database management, telecommunications, networking, operating systems, IT security or other comparable area, or for a highly complex and major system involving integrating multiple systems and/or multiple system components that have a major effect on the work of the organization; the delivery of multiple purposes or functions, servicing multiple users and/or jurisdictions with differing needs, is utilized by large groups of users, requires on-line (real-time) interfaces, etc.,; and is regarded as the technical expert by other agencies for the specialized IT area or system in resolving or assessing controversial or precedent setting issues concerning the specialty area.
Supervisory Aptitude: For the IT Specialist VI level, supervisory aptitude rather than actual supervisory experience may be accepted. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Substitutions Allowed:
1) Possession of a bachelor's degree from an accredited college or university in computer science or in another major which included completion of course work comparable to a major in computer science may be substituted for six (6) months of the required Specialized Experience.
2) Partial completion of a master's degree program in computer science from an accredited college or university may be substituted on a month-for-month basis up to a maximum of one (1) year for the required Specialized Experience.
3) Possession of a master's degree in computer science from an accredited college or university may be substituted for one and one-half (1½) years of the required Specialized Experience.
4) Possession of a Ph.D. in computer science from an accredited college or university may be substituted for two and one-half (2½) years of the required Specialized Experience.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for InformationTechnology (IT) Management Series, 2210 (Alternative A).
BASIC REQUIREMENTS:
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GS-09: Master's degree or equivalent graduate degree or two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
GS-11: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
OR

The assignments must have shown completion of the following, or the equivalent: Analysis of the interrelationships of pertinent components of the system; planning the sequence of actions necessary to accomplish the assignment; and personal responsibility for at least a segment of the overall project.
For GS-11: One year of specialized experience equivalent to the GS-09 that demonstrated accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques. For example, experience in developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development. Accomplishments, in addition to those noted for the GS-9, normally involve the following, or the equivalent: Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; and adaptation of guidelines or precedents to the needs of the assignment.

Seeking a specialized Target Digital Network Analyst (TDNA) to join our team in Fort Shafter, Hawaii. The TDNA performs the full spectrum of SIGINT analysis from various sources to answer senior decision maker and war fighter Priority Intelligence Requirements (PIRs). Applies technical, regional, and consulting skills and SIGINT expertise as part of a team that provides SIGINT reporting to our client's Requests for Information (RFIs). This position requires a minimum of 3+ years of applied SIGINT experience with a bachelor's degree or 6+ years of applied SIGINT experience with HS equivalency. Total years of relevant experience in the Intelligence Profession will be considered. NCS Courses and MCCEP phase completions can be used to supplement degrees/experience.
* Travel may be required inside of the U.S. (CONUS) as well as internationally (OCONUS).
Required Qualifications:
Proven experience using Digital Network Intelligence (DNI) and Dialed Number Recognition (DNR) analytic techniques.
Experience using Analysis and Production tools such as Haven, DX TP, IDS, GV.
Experience researching, developing, and analyzing target networks.
Ability to work flexible hours to meet mission requirements.
TS/SCI clearance with CI Polygraph.
Bachelor's degree and 3+ years of focused SIGINT experience or HS diploma/GED and 6+ years of focused SIGINT experience.
Applicants must be able to obtain pertinent security clearance. Position requires Top Secret/SCI clearance.
Desired Qualifications:
Experience with the INDOPACOM Area of Responsibility (AOR).
Experience working in an NSA facility or COCOM (CENTCOM, EUCOM, INDOPACOM, AFRICOM).
Experience authoring and editing product reports.
Completion of a military service MOS 35N/AFSC/NOS or IC trade-craft-recognized SIGINT analyst certification course
Military Cryptologic Continuing Education Program phase II-IV
Physical Requirements:
Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Requires the ability to walk short distances.
Exerting up to 15 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
