The position focuses primarily on cybersecurity operations, risk mitigation, and ensuring the security of the Judiciary's infrastructure and network. Under general supervision, the work involves senior level technical planning, implementation, support, and troubleshooting of high complexity. Key responsibilities include cybersecurity analysis and planning, secure architecture design, implementation of security measures, and the day-to-day operation of cybersecurity functions.
The role encompasses developing security project plans, conducting vulnerability assessments, and coordinating mitigation strategies. It involves designing and deploying secure infrastructure aligned with standards such as CJIS, NIST CSF, PCI DSS, supporting system upgrades and migrations, and training users and staff on cybersecurity best practices. The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
Specialized Experience Requirement: Three and one-half (3½) years of progressively responsible professional work experience in informationtechnology which involved the analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, web or network infrastructure equipment. The work must have demonstrated knowledge and understanding of informationtechnology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and/or mainframe operating systems.
Selective Certification Requirement - Cybersecurity: Of the required three and one-half (3 ½) years of Specialized Experience, at least 2 years must have included experience conducting cybersecurity analysis which involved the application of cybersecurity first principles (Confidential, Integrity, Availability) on enterprise systems (hardware and software).
Examples of cybersecurity systems include: Active Directory, Entra, SIEM (IBM Qradar, Splunk, Mandiant SecOps, GrayLog, Microsoft Sentinel), Linux, Windows.
Supervisory Aptitude: For the IT Specialist V level, supervisory aptitude rather than actual supervisory experience may be accepted. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Substitutions Allowed:

Qualifications

Information technology specialist job in Urban Honolulu, HI
About Aviation Electronics, Electrical, and Computer Systems Technicians (AV) work with some of the most advanced aircraft systems in the world. They repair and maintain electrical and electronic systems ranging from radar and communications to navigation and weapon systems. AV Sailors may also volunteer as Naval Aircrewmen, performing in-flight duties and operating radar and weapon systems.
Responsibilities
Depending on your rating (AE or AT), you may:
Troubleshoot and repair complex aircraft systems, including digital computers, fiber optics, infrared detection, radar, and laser electronics.
Maintain electrical power generation and distribution systems.
Test and calibrate aircraft instruments and automatic flight controls.
Perform micro-miniature module repair on circuit cards.
Install modifications to aircraft electronics systems.
Operate diagnostic equipment and read electrical diagrams.
Work Environment
AV technicians serve at sea and ashore worldwide. Work may be performed in hangars, onboard aircraft carriers, in labs, or outdoors on flight lines. Youll work closely with other technicians, often with minimal supervision, in both technical and operational settings.
Training & Advancement
Class A Technical School Pensacola, FL (1826 weeks) Covers aviation theory, electrical systems, electronics theory, and technical skills. After training, Sailors are assigned to AE or AT
ratings and may serve at naval air stations, squadrons, or aboard carriers. Advanced training is available for specific aircraft and systems.

Duties and Responsibilities (*Denotes essential functions)
* *Performs technical advisement and problem resolution for local area network (LAN) and Windows-based and Apple hardware and software, including operating system (OS) management, installations, configurations and maintenance.
* *Researches, recommends, supports, tests, and maintains various software applications essential to the work and studies of University of Hawaii (UH) faculty, staff, and students.
* *Utilizes the InformationTechnology Services (ITS) ticket tracking system to ensure user requests, responses and incidents are addressed and tracked to closure in a timely and efficient manner.
* *Provides consultation to the UH Community in the selection of optimal hardware and software based on specified needs, and assist in initial implementation and application of selected solutions.
* *Develop test methodologies, complete quality assurance testing, and document new applications or new versions of software.
* *Prepares written documentation, procedures and standards to assist users the application of computer technology to their needs.
* *Assists with development, formulation, and documentation of operating procedures for the Client Services and Operations Center (CSOC).
* *Assists with username creation and password management issues for UH accounts.
* *Assists with the training of student personnel in CSOC operations.
* *Monitors the status, performance, and availability of essential production resources, including the UH network, enterprise systems, ITS Data Center facilities, and scheduled jobs.
* *Prepares communication to the University community regarding various ITS services, announcements, updates and issues.
* Keeps current on statutes, policies, guidelines, and best practices related to individuals with disabilities and UH s commitment to accessibility.
* Collaborates with ITS information security staff to respond to reports of security policy violations, including remediation of those violations.
* Keeps current on rapid developments and emerging technologies by researching articles in trade journals, periodicals, technical manuals, newsletters, etc. and by attending classes, conferences, presentations and self-directed study methods.
* Other duties as assigned.
Minimum Qualifications
* Possession of a baccalaureate educational degree in Information & Computer Sciences or related field, and 0 year(s) of progressively responsible professional informationtechnology experience with responsibilities for personal computer technical troubleshooting; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
* Functional knowledge of personal computers, mobile computing devices, and peripheral equipment demonstrated by knowledge, understanding and ability to apply principles, concepts, methodology and terminology.
* Functional knowledge and understanding of technology, systems, hardware and software associated with online applications and information systems.
* Demonstrated ability to recognize problems, identify possible causes and resolve routine problems in the area of online applications and information systems.
* Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
* Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
* Ability to accept and follow simple and complex instructions.
* Ability to recognize problems, identify possible causes and resolve routine problems.
* Ability to learn and apply new technologies independently and in a timely manner using books, manuals, online research and other resources.
* Demonstrated knowledge of troubleshooting procedures and practices for hardware, software and networks in a distributed computing environment.
* Demonstrated proficiency in Windows-based and Apple computer support and troubleshooting.
* Knowledge of the limitations, capabilities, and uses for ITS supported computer applications such as Microsoft Office, Adobe Reader, Chrome, Safari, Firefox, etc.
* Demonstrated ability to speak, read, comprehend, interpret and write fluently in English.
* Ability to work outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed.
Desirable Qualifications
* Experience and understanding of the technology, systems, and applications used in the University of Hawaii system.
* Knowledge of various electronic accessing methods, including file servers and services, data/knowledge bases, and Internet-related services such as web servers and clients.
* Knowledge in administering a Windows or Apple server Local Area Network using TCP/IP.
* Knowledge of programming or scripting languages, e.g. Java, SQL, XML, Microsoft Active Server Pages, PHP, or HTML.
* Ability to competently mentor and train others in general IT-related functions.
* Knowledge of student information systems and their integration into a central identity management or directory system.
* Experience supporting users in a higher education environment.
