Job DescriptionPetroleum Inspector - II Performs sampling, pipeline transfers, inventories and barge inspections including line condition surveys. Performs vessel inspections under the direct supervision of a Senior Inspector. Certifies that field assignments conform to company policies and procedures as well as job specific instructions supplied by the Operations Department. As company field representative, acts in a professional and dignified manner to maintain the company's respected and trusted reputation. Minimum Requirements Requires a High School Diploma (or equivalent) with good math skills and a minimum three months of inspection experience. Must complete Inspector level training and pass corresponding theoretical tests and field evaluations. Must have or obtain IFIA certification after gaining at least six months of industry experience. Must maintain a valid Transportation Worker's Identification Card (TWIC). Possess and maintain a vehicle in good working order, a valid driver's license, vehicle insurance and registration. Must be dependable, able to work independently and be able to effectively communicate and maintain professional relationships with numerous clients (i.e., terminal and vessel/barge personnel). Must pass company defined physical requirements. Must meet and maintain site-specific requirements mandated by customers and/or terminals to have access to all facilities. Effectively communicates all aspects of assigned job duties. Maintains regular contact with Operations Department, terminals, and vessel to avoid delays or conflicts. Obtains, labels and transports samples to the laboratory in a timely manner as required by each specific job assignment. Maintains assigned inspection equipment in good working order and ensures equipment is properly calibrated and stored. Measures (gauge and temperature) products and performs all required field calculations per the API Standards, completes all required field documentation and submits reports to the Operations Department in a timely manner. Performs specialized inspection services such as loss control, wall washings or confined space entry upon receiving required training. Assists in the training of Probationary and Junior Inspectors. Summary The Petroleum Inspector performs testing of bulk liquid or gaseous hydrocarbon or chemical cargo supervision services, such as but not limited to, gauging, sampling and reconciliation of transfer from shore tank, barge or ship to shore tank, barge or ship. Job Functions Physically samples, measures, and takes the temperature of vessel's tanks and shore tanks utilizing a variety of methods dictated by company and American Petroleum Institute (API) procedures. Calculates and reports quantities of the bulk liquid or gaseous hydrocarbon transferred and performs full reconciliation. Completes all required reports and forms, using the SGS propriety Ship Inspection Report (SIR) and / or Site Acceptance Test (SAT) systems. Works in cooperation with client's representatives, US Customs, vessel personnel, government agents and shore facility personnel. Maintains regular communication with the business unit office staff with reference to job status, problems, concerns, etc. Maintains knowledge and adheres to the latest industry, client and SGS internal standards, policies and procedures. Operates to the highest standards of ethics, in accordance with the SGS Code of Integrity including adhering to all company safety practices. The duties of the SWPPP Inspector will be to inspect construction activities to ensure compliance with environmental features of project plans and environmental commitments made to our customer with respect to the project construction and potentially impacted environmental features reporting observations orally and in writing to customer site contact. Other duties will include: Inform Environmental Compliance Inspectors and/or other members of the Environmental Compliance Team of observations, violations, activities, etc. Contact supervisor for priorities and deadlines in the field. Resolve differences in the interpretation of plans and specifications. Ensure the safe utilization, storage and maintenance of all documents and tools. Update Direct Report on progress and delays on every task or assignment. Ensure safe usage and maintenance of individually assigned company vehicle and field equipment. Meet established project deadlines. Carry out assigned duties in accordance with established procedures. Prepare and submit accurate, legible, comprehensive and complete inspection reports on a daily basis in accordance with established quality procedures. Review plans, specifications, and shop/working drawings for project activities. Meet with contractor's supervisors or other project leaders on assigned project sites to discuss and coordinate environmental compliance activities, corrections to existing controls, and implementation of additional controls. Prepare reports on findings to ensure compliance with applicable state and federal environmental laws, rules, regulations, and policies. Evaluate environmental impact of construction activities including water quality/wetland/hazardous material geological, cultural or historic resources. Keep abreast of current environmental developments to include laws, regulations, policies and procedures. Responsible for maintenance and update of water quality records such as Storm Water Pollution Prevention Plans. Monitor and evaluate the effectiveness of environmental controls. SUMMARY: Oil and Petroleum Inspectors access client facilities (refineries, terminals, truck racks, tank farms, etc) to perform sampling and quantity surveys of shore tanks, barges, ocean vessels, railcars, and trucks. O&P Inspectors collect a variety of petrochemical samples including, but not limited to, crude, gasoline, diesel, jet fuel, VGO, fuel oil, etc. for laboratory analysis. The ideal candidate for this role is a critical thinker, problem solver, and takes pride in their work and reputation. ESSENTIAL DUTIES AND RESPONSIBILITIES: * Receives orders, obtains information, and gathers paperwork from Operations Supervisor(s) on commodity movements. * Ensures that all equipment is in good operating condition - clean and calibrated. This includes safety and monitoring equipment appropriate for the job. * Reports to job-site punctually and observes all Bureau Veritas applicable federal and state regulations and standards, Terminal, Refinery, and/or vessel requirements, including safety and measurement standards. * Attends "Key Meetings" with external personnel ashore and/or abroad. * Represents Bureau Veritas by appearance and conduct. * Behaves ethically at all times. * Communicates any problems, discrepancies, or other noteworthy incidents to the Operations Supervisor and/or Dispatcher without delay. * Obtains samples, gauges shore tanks, vessel(s), barge(s), railcar(s), and/or tank truck(s) as specified per job order. * Labels sample containers with full and correct identifying data, including location of sample, material, type of sample, safety information, time collected, etc. * Promptly and accurately calculates quantities and completes all required paperwork and distributes copies appropriately from the field. * Promptly and safely delivers samples to a Bureau Veritas laboratory or client facilities for analysis. * Reviews any discrepancies with Operations Supervisor, signs and returns job order form. * Must pass company defined physical requirements. Must meet and maintain site-specific requirements mandated by customers and/or terminals to have access to all facilities. * Maintains a 24-hour on-call status. * Attends company meetings as required. The API Inspector is responsible for performing inspections on pressure vessels, piping, tanks, and other static mechanical equipment in accordance with applicable API codes (e.g., API 510, API 570, API 653).
