Job Description
EXL Risk Control is looking for self-directed independent contractors who possess excellent
communication skills, computer proficiency, and a commitment to meeting client quality and
timeliness standards. You will work from your own home or office, and service onsite
survey/inspection assignments in the Portland, OR area, and other locations within approximately 45 miles of Portland.
Responsibilities
You will be responsible for scheduling on-site surveys and providing risk control reports to
insurance industry clients. These reports contain information necessary to underwrite a
commercial insurance policy and may include recommendations to control and/or correct
potential loss producing conditions associated with that policy. You will be expected to
manage assignments you accept, successfully secure customer appointments within a
local territory and complete work assignments on time.
Our Risk Control Inspectors evaluate businesses behind the scenes to identify hazards and
improve safety, mitigating risks for our insurance company clients. The type of businesses
we survey are commercial operations, including retail, restaurants, hotels, apartments,
construction jobsites, churches, schools, etc. Most surveys are focused on assessing the
business for Property and General Liability coverage, but we also service other commercial
insurance lines of business including Workers Compensation, Auto/Fleet, Products Liability,
Inland Marine and Builders Risk.
Qualifications
Preferred experience in commercial insurance, real estate, inspection, construction, claim,
loss control, underwriting, and/or fire and safety experience is a plus, but all interested

Certification Pay
1) To reach top step in the Structural/Mechanical Inspector range, an employee must hold A-level certifications in both Structural and Mechanical specialties. If an employee holds only one A-level Structural or Mechanical certification, they will only be eligible to earn up to step 4 of the pay range.
2) Employees in the Structural/Mechanical Inspector, Residential Inspector, Electrical Inspector, Plumbing Inspector, and Lead Structural, Mechanical, Electrical and Plumbing Inspector classifications are eligible for certification pay in accordance with this section.
3) Each classification includes minimum State certifications and training requirements. Employees who hold additional certifications, as defined in Table 1 below, may be eligible to receive certification pay.
4) The purpose of the certification pay incentive is to encourage Building & Permit Services employees to maximize the number of current certifications held in building inspection, and to provide additional staff resource depth and flexibility to meet business objectives to efficiently provide inspections services. Employees that receive compensation for holding additional approved certification above those required by their job descriptions are subject to being required to perform all assigned duties covered by the approved certification for which they are being compensated.
5) Employees are required to notify supervisor, in writing, prior to obtaining additional certifications that may lead to additional certification pay. Supervisor will determine if additional certification meets a business need and will qualify for additional certification pay prior to obtaining certification. All inspectors will have the opportunity, should they choose, to obtain certifications and be eligible for the minimum certification pay range for 2+ points shown in Table 2.
6) It is the employee's responsibility to maintain certifications. Failure to maintain additional state certification or satisfactorily perform inspections or meet other requirements under the designated certification may result in loss of certification pay.
7) Each November the Building Official and Building Inspection Supervisor will establish a list of needed certifications for the upcoming year that reflects the business need for the City of Eugene's ability to provide timely and effective inspections. This list will indicate certification types and number of slots available to meet the business need. This list will be shared by December 1st of each year. Employees will have 10 business days to indicate their interest in utilizing held certifications for the listed certifications needs for the coming year. In the case that there are more employees interested than need, the City will use seniority to determine eligibility. Employees are eligible if they have completed the training program for their position and are meeting performance expectations. Employees will not be eligible for the list if they are on a performance improvement plan. Once an employee begins receiving certification pay based on tables 1 and 2 for a certification, they will continue to receive compensation for that certification, except as provided in section 6 of this MOU. Lapse in certification will result in immediate review of certification pay eligibility.
8) The amount of certification pay will be based on assigned points in Table 1. The amount of certification pay shall be added to the employees monthly base pay according to the schedule in Table 2.
9) For an employee to receive certification pay the employee must notify the supervisor and provide proof of certification. Certification pay shall begin on the first day of the next pay period after supervisor approval.

Per the AFSCME contract, the City shall pay an employee an additional 5% for a required intermediate or advanced level competency. + Read blueprints and specifications to thoroughly understand engineering drawings and technical specifications and verify that each fabricated part adheres to the intended design.
+ Identify potential quality issues such as misalignment, warping, scratches, dents, improper welding, and other imperfections during inspection.
+ Document inspection findings on quality control forms, noting any non-conforming parts and documenting corrective actions taken.
+ Communicate with production teams by reporting identified issues to production personnel and providing feedback to improve manufacturing processes and prevent future quality problems.
+ Implement corrective actions by working with operators to address quality issues by adjusting machining parameters, re-working defective parts, or implementing process improvements.
+ Maintain quality standards by ensuring adherence to established quality control procedures and industry standards, including safety regulations.
Essential Skills
+ Strong understanding of metal fabrication processes, including cutting, welding, and bending.
+ Proficiency in reading and interpreting blueprints and technical drawings.
+ Attention to detail with the ability to check large quantities of documents to ensure they meet code specifications.
+ Expertise in using both standard and precision measuring tools, such as tape measures, levels, calipers, micrometers, and gauges.
+ Excellent communication and problem-solving skills.
+ Familiarity with quality control methodologies and documentation practices.
+ Proficiency in working with computers, including Word, Excel, Adobe, and Outlook.
Work Environment
The role involves splitting time between the office and the shop floor, looking at parts, reviewing documentation specific to each build, and interacting with machine operators, welders, and inspectors. Flexible start and finish times for scheduling are offered, and the company supports obtaining a CWI certification if not already held. Upon conversion, 100% of medical benefits are paid for the employee and all family members, and the 401k employer contribution is based on profitability, not dropping below 15% in the past five years.
