Position Summary
Performs sampling, pipeline transfers, inventories and barge inspections including line condition surveys. Performs vessel inspections under the direct supervision of a Senior Inspector. Certifies that field assignments conform to company policies and procedures as well as job specific instructions supplied by the Operations Department. As company field representative, acts in a professional and dignified manner to maintain the company's respected and trusted reputation.
Minimum Requirements
Requires a High School Diploma (or equivalent) with good math skills and a minimum three months of inspection experience.
Must complete Inspector level training and pass corresponding theoretical tests and field evaluations.
Must have or obtain IFIA certification after gaining at least six months of industry experience.
Must maintain a valid Transportation Worker's Identification Card (TWIC). Possess and maintain a vehicle in good working order, a valid driver's license, vehicle insurance and registration.
Must be dependable, able to work independently and be able to effectively communicate and maintain professional relationships with numerous clients (i.e., terminal and vessel/barge personnel).
Must pass company defined physical requirements. Must meet and maintain site-specific requirements mandated by customers and/or terminals to have access to all facilities.
Responsibilities
As instructed by the Operations Department and under the strict guidelines described in the Inspection and ASTM/API manuals:
Acts as a Company representative in the field. Must be able to perform duties and responsibilities as per company policies and procedures. Maintains regular contact with Operations Department to receive work orders and schedules.
Effectively communicates all aspects of assigned job duties. Maintains regular contact with Operations Department, terminals, and vessel to avoid delays or conflicts.
Obtains, labels and transports samples to the laboratory in a timely manner as required by each specific job assignment.
Maintains assigned inspection equipment in good working order and ensures equipment is properly calibrated and stored.
Measures (gauge and temperature) products and performs all required field calculations per the API Standards, completes all required field documentation and submits reports to the Operations Department in a timely manner.
Performs specialized inspection services such as loss control, wall washings or confined space entry upon receiving required training.
Assists in the training of Probationary and Junior Inspectors.
Fitness for Duty - Physical Demands
Workday may consist of 8-12 hours; however, this can vary day to day or shift to shift. Much of the work is performed outdoors, wearing full Personal Protective Equipment (PPE) and could include possible exposure to high and low temperatures for prolonged duration of time. Our Strategic Plan is designed to meet unprecedented levels of state and federal funding opportunities and programs. The Agency plans to leverage these to reduce harmful greenhouse gas and other air pollutant emissions with a focus on communities overburdened by the cumulative impacts of air pollution, social inequities, and poor health outcomes.
The Puget Sound Clean Air Agency (Agency) is seeking a fulltime Inspector to assure the Agency continues to meet our EPA inspection commitments, support the Agency's Strategic Plan, promptly respond to citizen complaints, address significant air quality compliance problems in our region, provide technical assistance to our sources and community partners to reduce emissions, and maintain a sufficient field presence to conduct enforcement activities. This position is part of the Compliance Division and reports to an Inspection Manager. The Agency also seeks to establish an eligibility list for future Inspector II opportunities.
The Position
The job duties include inspecting and investigating a variety of air pollution sources to determine compliance with air quality regulations, responding to citizen complaints, providing technical assistance to businesses, educating, and interacting with our community partners about reducing emissions; promoting compliance with air quality regulations pursuant to agency policies and procedures; and determining violations of air quality regulations and making recommendations on civil penalties.
The Agency has specific delegated mandates as required by the federal and state Clean Air Acts. This includes activities such as regulating businesses which have the potential to cause air pollution and providing technical assistance to assure compliance with federal, state and agency regulations. The Compliance and Legal Division and the activities of field inspectors directly support the Agency's Strategic Plan, including Objectives 1.3, 1.4, 1.6, 3.1, 3.2 and 3.3.
There are both internal and external customers for this work. Internal customers are agency staff who support the activities of the field inspectors and staff who rely on information from inspectors, such as source evaluation reports, and information used in assessing annual source registration fees. Inspectors also work with internal staff assisting in outreach plans, efforts, and implementation.
External customers are agency-registered sources, Title V sources, sources subject to the asbestos and emission control standards; community-based groups; EPA, Washington Department of Ecology, other governmental entities such as fire and building departments; and complainants and citizens who ask questions and/or seek information about regulatory compliance.
The Inspector II position is a unique opportunity for a dedicated individual to use their skills to help support the Puget Sound Clean Air Agency's goals to protect public health and the environment from air pollution and become the most climate-friendly region in the United States.
