Overview The Operational Evaluation Division (OED) of the Institute for Defense Analyses (IDA) has an immediate career opening for an Analyst supporting the Department of War's (DoW) assessment of the survivability of Navy ships and submarines, and the lethality of Navy missiles and torpedoes. Responsibilities The Analyst will be part of a team that is required to evaluate aspects of surface ship and submarine survivability, which include detecting and avoiding threats (susceptibility), withstanding hits (vulnerability), controlling damage, reconfiguring systems, and restoring mission capabilities (recoverability), and protecting crew and passengers (force protection). Additionally, the Analyst may participate in the end-to-end evaluation of the lethality of missiles and torpedoes. The Analyst will support test planning, observe live fire testing both at sea and at DoW ranges, review modeling and simulation results, conduct independent analyses, and provide written assessments and recommendations to the Director, Operational Test and Evaluation in the Office of the Secretary of War. The Analyst will work independently and in small teams. The position involves close interaction with mid- and senior-level civilian and military officials responsible for the planning, development, and execution of live fire tests. Travel is required. What will you do in this role?
The IDA Security Officers are responsible for the physical security at the IDA Systems and Analyses Center in Alexandria, VA. This position is a physical security role in which security guards are required to observe and report as they patrol the premises and monitor CCTV feeds. Through instruction and on-the-job training, you will become familiar with all normal and emergency IDA Security Officer Procedures, each duty post assignment, and the physical layout of the facility.
Key Responsibilities
* Visually check for appropriate security access badges.
* Escort scheduled, unscheduled, and uncleared personnel or visitors around the facility.
* Perform checks of safes containing classified documents; look for safety hazards, security violations, or unauthorized activity; and report to the appropriate supervisor.

What We Do: The Software Solutions Division (SSD) comprises a large part of the Software Engineering Institute (SEI), a Federally Funded Research and Development Center (FFRDC) operated by Carnegie Mellon University (CMU) in Pittsburgh, Pennsylvania and Arlington, VA. At SSD our teams engage in ground breaking software research, development, and transition for the US Government.
Position Summary:
Do you love working and collaborating with some of the brightest minds in software engineering research? As the primary SSD Pittsburgh based Business Development Manager for DoW & Federal Agencies, you will be responsible for active identification, qualification and pursuit of new research opportunities within the DoW (focusing on Headquarters) and Intelligence Community (IC) along with other federal government agencies. Through in-depth analysis of acquisition and research needs and building trusted relationships with the acquisition and research community, you will recognize relevant connections to our research, then cultivate the relationships that bring SSD value to the forefront.

In this position you will:
* Assist the SSD Director Strategic Initiatives & Program Development as a strategic advisor in developing strategies and market analysis for the DoW Headquarters & IC and other Federal groups as necessary.
* Establish strategic business development goals and objectives focusing principally on the DoW Headquarters & IC as well as other Federal Agencies
* Develop and implement action plans to achieve goals
* Represent SEI products and services at meaningful forums, seminars, technical programs and trade shows

* Eight to ten years of progressively responsible experience in business development activities relating to software engineering technologies and research in related areas across the Federal Government (with emphasis on the DoW & IC).

The IDA Data Science Fellowship provides recent graduates a unique opportunity to develop and apply data science skills to important issues in national security. The Data Science Fellowship is a project-based learning experience within a variety of research areas. In a collaborative team environment, Fellows perform data manipulation and statistical, econometric, predictive, descriptive, and other quantitative analyses to help answer important sponsor-funded research questions as well as internal-funded business operations questions. In the course of research, Fellows will apply advanced data science tools, possibly including machine learning, artificial intelligence, statistics, or various big data methodologies. Fellows should expect to learn while using their critical thinking, creativity, and analytic skills to contribute to interdisciplinary project teams.
Fellows will have opportunity to work on several research questions during their 3-year terms. Specific future research projects are unpredictable, subject to ever-changing analytical needs of sponsors and/or internal business operations questions. However, example projects include:
* Appraisal of current Department of War (DoW) investments in a broad range of areas: from human factors to autonomous systems, from materials science to nuclear weapons effects, from social behaviors to quantum computing.
* Analyze and research questions on DoW personnel, military readiness and efficacy, and organizational efficiency topics.
* Assessment of federal agency information and computing architectures that support data science applications (i.e., large, distributed data sets and computational assets).

We are looking for a creative engineer to design and develop software prototypes and research methods for software resilience. We are seeking a technology-focused team member who has experience with software engineering, RTOS scheduling, and memory management. You'll develop tools, techniques, and processes to solve some of the most difficult software problems that our government faces.
What you'll do
Design and analyze embedded software tools and capabilities, including software exception handlers, inter-process communication mechanisms, and software fault monitors.
Use static, dynamic, and complexity analysis software tools to identify software weaknesses and areas that need additional design and refactoring.
Ensure deterministic performance by architecting and developing software using state-of-the-art techniques.
Lead a team of developers while fostering a culture of continuous improvement and innovation, taking ownership of high-visibility tasks and deliverables for customers.
Who you are
Candidates must possess an active TS/SCI DoW security clearance issued by the U.S. government. A counterintelligence polygraph is required or must be obtained upon request. Applicants must also meet additional customer-specific security requirements.
You have a BS in Computer Science, Electrical Engineering, or related disciple with ten (10) years of experience; OR MS in the same fields with eight (8) years of experience; OR a PhD in the same fields with five (5) years of experience.
You have extensive experience with ground and space systems, including software acquisition, architecture, systems/software engineering, testing, and operations, with a deep understanding of the complexities involved in acquiring large, legacy-dependent systems.
You have demonstrated experience collaborating with senior customers, program managers, internal staff, and SEI leadership to assess and address customer needs effectively.
You've worked in a collaborative team environment as a software developer, software engineer, or verification engineer.
You understand the Department of War Systems Engineering lifecycle.
You're proficient in one or more of the following: C and C++, Python, MATLAB, C#, or JAVA.
You've worked with modern RTOSes, such as VxWorks and Integrity, and developed and analyzed embedded software.
You've developed embedded software and performance tests and interpreted the results.
You are willing to work 100% of your week onsite at either SEI or a customer facility.
You're willing to travel (25%) outside your office location to other SEI offices, sponsor sites, conferences, and offsite meetings.
