**Compensation**

The Workforce Development Instructor develops and teaches courses and training workshops in the North Slope villages, in Utqiavik, and via distance delivery throughout the North Slope Borough (NSB) using a combination of direct instruction, cooperative learning and computer-based interactive instruction.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develops and teaches courses on instruction in some or most of the following areas: Professional Skills (i.e., office skills, employment readiness, and/or financial literacy etc.), and basic software use for professionals (i.e., Microsoft Office Suite, QuickBooks, basic Adobe).
Is responsible for all aspects of the training schedule, including curriculum, location, time, trainer selection (if necessary) and marketing.
Promotes education and training for organizations to meet the human resource needs of North Slope employers.
Prepares, maintains, compiles and updates instructional and training materials, general course information and outlines, curricula and other course records.
Tracks course expenditures and helps Workforce Development team coordinate payments to contractors, consultants and adjunct instructors.
Maintains appropriate student and applicable grant performance records.
Develops and maintains strong relationships with NSB village organizations and employers; plans and implements training projects designed to meet identified training needs.

Summary of Job Responsibilities:
The Southcentral Foundation (SCF) Learning and Development Clinical Training Specialist is responsible for the investigation/identification, development/selection, maintenance, measurement/evaluation, and improvement of clinical learning and development (L&D) systems at SCF. Primary focus is on the delivery of a variety of clinical L&D solutions that improve and/or enhance overall workforce performance.
This position has two (2) levels designed to provide progressively more responsible and independent work experiences. Progression between job levels is based on the demonstrated ability to successfully handle more progressively responsible assignments.
Qualifications:
SCF programs are established to serve a primary population comprised of Alaska Native people who are affiliated with Cook Inlet Region, Inc. (CIRI) and Alaska Native and American Indian people within SCF's geographical service area. Employees should have a thorough understanding of the cultures and the needs of this population. Such knowledge is critical to ensure the achievement of SCF's vision of a Native Community that enjoys physical, mental, emotional, and spiritual wellness, and mission of working together with the Native Community to achieve wellness through health and related services:
1. Bachelor's degree in medical or mental health field, including nursing, dental, social work, counseling, psychology; OR equivalent combination of education, training and experience.
2. Two (2) years of experience in medical or mental health field, including nursing, dental, social work, counseling, psychology.
3. Two (2) years of experience in the field of adult learning, training and development, education, vocational/occupational counseling, human resources, organizational development, or related field. This includes being a preceptor, mentor, or supervisor for students or medical or mental health professionals.
4. One (1) ATD Master Certificate or equivalent, OR ability to obtain within one (1) year of hire.
Additional Qualifications for Learning and Development Clinical Specialist II:
1. Three (3) years in L&D and demonstrated competency as an L&D Clinical Specialist I.

The Learning Circle Specialist serves as a subject matter expert to learning circle leaders corporate-wide and is also responsible to develop and conduct public awareness activities about FWWI and learning circles.

Must meet the following conditions to qualify as an approved SCF driver:
Valid Alaska driver's license that meets State of Alaska Division of Motor Vehicles (DMV) license requirements to include:
o May drive in Alaska for up to 90 days with a valid out-of-State license, then must obtain an Alaska driver's license.
o For Commercial driver licenses, you must obtain an Alaska CDL within 30 days of becoming a resident.
No more than three (3) moving traffic violations (as defined by Alaska Statutes Title 28); OR two (2) at-fault traffic accidents in the previous three (3) years.
The driver must not have had ‘Driving Under the Influence' (DUI); OR ‘Driving While Intoxicated' (DWI); OR ‘Operating Under the Influence' (OUI) violations as follows:
o Zero (0) violations in the past five (5) years.
o No more than two (2) violations in the past ten (10) years.
Drivers must be at least 18 years of age. Drivers 18 through 20 years of age may only transport equipment, materials, and employees. Drivers who transport customers must be 21 years of age or older and must have completed the probationary period of license requirements for Alaska.
Prior to hire date, must provide current copy no more than 60 days old of driving record from issuing State.
Additional Qualifications for Learning Circle Specialist II:
Two (2) additional years of small group work, learning circles, or public awareness activities; OR demonstrated proficiency as a Learning Circle Specialist I at SCF.
