Responsibilities


GovCIO is seeking an Instructional Systems Specialist (ISS) with previous Navy training experience developing courseware using Content Planning Module (CPM), Learning Object Module (LOM), Authoring Instructional Materials (AIM), and Adobe Captivate. The ISS will work with Subject Matter Experts (SME) and conduct analysis, design, and development in support of the Navy's Sailor 2025 Ready, Relevant Learning (RRL) initiative. NETC E2E and Analysis, Design, Development, Implementation, and Evaluation (ADDIE) experience are preferred. This is a Newport, RI Center for Services Support (CSS) opportunity that requires onsite presence for regular work hours and active secret security clearance.


Specific Duties/Job Requirements


Perform and support Naval Education and Training Command (NETC) Fielding Plan analysis and evaluation of curriculum documents for the local NAWC TSD Learning Center Using Government Furnished Information (GFI) and approved analysis and design products develop Interactive Courseware (ICW) according to the RRL/Sailor 2025 standards Proficient use of CPM, AIM, LOM, and Adobe Captivate for ICW curriculum development Ability to work in a production-driven environment and meet deadlines Ability to work collaboratively with the NAWC TSD development team Develop consistent, well-written, and technically accurate RRL/Sailor 2025 ICW course material to include video and audio scripts, storyboards, and test questions in accordance with the Sailor 2025/RRL Style Guide and Contract Data Requirements Lists (CDRL) Work as a member of a courseware development team and attend working group meetings and conferences as required. Assist with updating analysis, design, and development of products to include: Job Duty Task Analysis (JDTA) Training Project Plan (TPP) Course Training Task List (CTTL) Training Course Control Document (TCCD) Course Master Schedule (CMS) Instructional Media Design Plan (IMDP) Instructional Media Materials Testing Plan

Required Skills and Experience

Experience analyzing, designing, and developing courseware in accordance with NETC E2E Training Process Experience working in CPM, AIM, and LOM Experience working in a collaborative environment supporting instructional analysis, design, and development Active Secret Security Clearance Bachelor's with 5 - 8 years (or commensurate experience)

Preferred Skills and Experience

Prior Navy experience Experience with DOD Instructional Theory and Development to include working knowledge of NAVEDTRA 130 series instructions

We are seeking an Instructional Specialist to be a key member of the Academic team. The Instructional Specialist reports to the building principal. This is a 12 month position.
SUMMARY OF POSITION:

The Instructional Specialist is someone whose primary responsibility is to bring evidence-based practices and 21st Century skills into classrooms by working with teachers and other school leaders. The Instructional Specialist will develop the proficiency of all teachers through a focus on individual and group professional learning that will expand and refine the understanding about research based effective instruction for teachers specifically focused on the implementation of the ELA and Math curriculum. Supporting teachers in differentiating instruction and adapting grade level materials to appropriately meet IEP goals in ELA and Math is a critical function of this position.

Your Impact:

* Improve teachers' level of rigor through use of the Navigator Math and EL curriculum and authentic student engagement by developing instructional delivery through modeling, co-teaching, regular observation, one-on-one coaching, co-planning and feedback to teachers.
* Cultivate strong, purposeful relationships with all school stakeholders, including all teachers, school leaders, and other instructional staff to better leverage influence and support.
* Facilitate and support data collection in a variety of metrics, using formative assessment data to provide differentiated, targeted support to struggling teachers and to support tracking and evaluation of program implementation.
* Establish the trust and credibility necessary to build leadership's capacity to observe, support, and allow staff to reflect on their practices.
* Cultivate communities of adult learners in the process of deep thinking, intentional planning and pedagogy, and the deliberate use of data to enhance instructional practices and student achievement.
* Coordinate and deliver professional development designed to develop deeper understanding of Research Based Instructional Strategies.
* Performs other related duties as assigned or requested.

QUALIFICATIONS AND REQUIREMENTS:

* Minimum of a Bachelor's Degree required; Master's degree preferred
* Minimum of four years of teaching in urban public school setting preferred, but not required
* Active MO teacher certification is required upon hire

License and Certification Qualifications: Eligible for Georgia Teacher Certification in Special Education preferred.

Education Qualifications: Bachelor's degree in related field required. Master's degree in related field preferred.

Experience Qualifications: Three years of successful teaching experience with an emphasis in special education required. Experience delivering professional learning opportunities and experience teaching professional learning teams preferred.

Primary Responsibilities: Support, develop, and coach special education teachers on content knowledge and skills for effective teaching and learning.

1. Design and deliver professional learning for the special education program.

a. Provide professional learning opportunities by modeling and facilitating instruction with special education teachers.

b. Demonstrate practical application of research based, learner-centered instructional strategiesincluding the Quality-Plus Instructional Strategies.

2. Demonstrate content knowledge and professional growth.

a. Engage in continual learning to deepen content and pedagogical knowledge in special education(current and emerging trends/needs).

b. Develop and improve knowledge through professional development, conferences, publications,and collegial networks.

3. Support local schools in the district.

a. Provide support and assistance to principals, assistant principals, department chairs, and other appropriate personnel who create and implement interventions and extensions in special education programs.

b. Support special education classroom teachers with effective classroom instruction, ongoing assessments, and effective classroom management.

c. Provide information to appropriate personnel regarding current research, knowledge, and trends in special education.

4. Model student support and provide guidance in classrooms as appropriate.

5. Perform Title II allowable duties as assigned.
