Molecular Diagnostic Basic Instructor

Background: The analytical devices (NGDS, NGDS2, and CALS) Training Programs are on-going SME support and training programs comprised of government microbiologists and contractor scientists (SME/instructors) using the instructional materials and curriculum developed by this training team in accordance with Course Director guidance and MEDCoE/U.S. Army Training and Doctrine Command (TRADOC) policies & regulations. Officer, enlisted, and civilian personnel from all services attend the training to become certified operators of the laboratory analyzer systems which use complex molecular methods to rapidly identify microorganisms in clinical and environmental samples. The instructors/SMEs develop and update instructional materials and provide SME support to the program offices and to laboratories employing or developing these devices and tests.
Objectives: The primary objective is to provide SME support and training services for the analytical devices (NGDS, NGDS2, CALS) and related programs with tasks including assisting in the development of curriculum and instructional materials, conducting training, and providing subject-matter expertise to the analytical devices' (NGDS, NGDS2, and CALS) users and program offices. Specific objectives are to assist in developing accurate and effective instructional and technical support materials, achieve student success through the conduct of the training, and provide accurate and timely technical information and support to leadership.
Hours of Operation: The contractor is responsible for conducting business, between the hours of 0700 and 1800 CST Monday through Friday except Federal Holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings. Workdays will be 40 hours in the work week and generally not exceeding 8 hours per day. Occasionally, the workday may be shifted into the evening or require more than 8 hours on asingle day, or the training schedule may require instructors to work on a holiday or weekend, in which case the COR will coordinate with the contractor to plan an off-setting work schedule. Any alternate work schedule must be approved by the government COR. There is no paid overtime, so on the rare occasion in which a contract instructor must work hours outside of the typical workday.
Place of Performance: The work to be performed under this contract will be performed at government facilities. The primary duty site will be at U.S. Army Medical Center of Excellence - 3599 Winfield Scott Road, Building 2841,STE 0310 Fort Sam Houston, TX. 78234; however, occasionally other sites such as Fort Sam Houston (FSH), Camp Bullis, Joint Base San Antonio (JBSA), and other local government locations.

Responsibilities
The Basic Instructor shall perform the duties and tasks of a Basic Instructor and subject matter expert (SME) in a manner that establishes and maintains a good learning and working environment, including assisting in developing and revising instructional materials, instructing students, administering the course, in concert and coordination with government instructors (i.e. training team), according to criteria and guidance established by the MEDCoE and Molecular Analytics Training Course POI. The duties and task include the following:
Assist in development and updating assigned Analytical Devices (NGDS/NGDS2/CALS) instructional materials (such as lesson plans, student notes with illustrations, visual aids, and examinations) incorporating current technical subject matter, DoD doctrine, policies, guidelines, lessons learned, and current work practices into the instructional materials and training program in accordance with the POI, policies, and guidelines provided.
Conduct classroom and laboratory instruction (i.e. teach) for assigned lesson topics in the Analytical Devices (NGDS/NGDS2/CALS) courses using the approved course materials and methods that are likely to ensure that students meet established learning objectives. Prepare samples, set up, and administer/conduct laboratory exercises. Set up, administer, and grade written and laboratory practical examinations as well as perform appropriate statistical analysis on exam results in accordance with the curriculum, policies, and guidelines provided.
Provide SME support/technical support
Provide SME support to the Computer-Based Training (CBT) instructional designers and programmers developing interactive multimedia training, and review/edit storyboards and draft computer-based training materials.
Provide SME/scientific technical support that is technically accurate; contribute to technical scientific discussions in a manner that is positive contribution to group/teamwork; and perform technical laboratory procedures regarding molecular test devices for biological threat agents to evaluate and establish NGDS/NGDS2/CALS-related protocols, procedures, analyzer software, manuals, and kits.
Provide SME and laboratory support to the Analytical Devices (NGDS/NGDS2/CALS) Program Management Office, DoD Test & Evaluation Organizations, and Services regarding development of Analytical Devices (NGDS/NGDS2/CALS), CONOPS, and developmental and operational testing, e.g. technical working groups, design & develop test events/test plans, carry out the plans in the test settings (Camp Bullis, shipboard, other field locations), and provide SME support to the testers.
Perform course administrative functions including maintaining student and course administrative records, organizing training materials, identifying supply needs, and providing information for course attendance. Perform typical training logistics activities such as using supplies and equipment in accordance with guidance and budget, maintaining supply inventories, maintaining the order and cleanliness of the training facility as needed, and assisting with setting up and moving laboratory furniture and equipment within the facility and/or to/from Camp Bullis.

The Molecular one (1) Diagnostics Basic Instructor / Subject Matter Expert must have:
Bachelor's degree in microbiology, biochemistry, chemistry, or closely associated field with at least two (2) years of experience. At least 1 year of teaching experience including designing/developing instructional materials is highly required OR - At least 60 semester hours in medical laboratory science subjects that include microbiology, biochemistry, chemistry, plus at least four (4) years of experience as a military medical laboratory technician, and one (1) year of teaching experience. (GS-0403-09 equivalent.)
Molecular biology laboratory skills and teaching skills are required (e.g. ability to communicate clearly and concisely, explain complex procedures and concepts simply and clearly, multitask, etc.)
Background or experience in biological defense or a military medical field such as medical laboratory, preventive medicine, food inspection, or other field involving infectious diseases is preferred, but not required.
Successful completion of the Analytical Devices (NGDS/NGDS2/CALS) Training Course and Instructor Training Course (or equivalent) at MEDCoE is required.
Able to stand and walk around classroom/laboratory for two (2) hours continuously and intermittently for eight (8) hours. Able to individually lift 45-pound instrument three (3) feet and lift 110-pound instrument with assistance.
United States citizenship is required. Security clearance of SECRET is required.

Monitors participants to ensure safe workout; responds to and reports, accidents and incidents.

Responsible for maintenance of current Group Exercise certification.
COMMUNICATION
Regular communication with supervisor on schedule, attendance, changes, updates on certification status and general work in the Fitness Center.
Receive, adhere to and respond to email, text and phone communication from supervisor and other staff members regarding schedule, attendance, changes and general work in Fitness Center.
Follow standard course of action as set out by JCC for reporting absences.

Responsibilities include: Prepare syllabi, lectures, assignments, and assessments, as appropriate to the course under the supervision of a lead professor who will provide a sample syllabus and select the textbook(s) for the course. Be available for individual student assistance (outside class time) at least one hour per week per section, and/or respond to telephone or electronic communication from students within 24-48 hours. A virtual classroom is provided for all sections through Blackboard and faculty are encouraged to utilize this technology
Requirements:
Minimum- Master's degree in the specific field(s) of Business, Management, Finance, Accounting, Economics, Marketing, Project Management, and Healthcare Administration or related discipline; experience working and/or teaching in one or more of the topic areas and course formats described above; commitment to excellence in teaching, student-centeredness, and (where applicable) classroom use of technology.
Preferred- Doctoral degree in one of the fields listed above and/or certification in related area(s).

You just might be the person we are looking for if you have:
Bachelor's degree from accredited university, Masters preferred.
Valid Texas teaching certificate
One of the following is required: Special Education Certificate, Licensed Dyslexia Therapist (LDT), or Certified Academic Language Therapist (CALT)
Reading specialization, preferred
Training in Dyslexia Intervention Program, preferred
Four plus years of experience teaching reading, preferred
The mission of this role:
Provide dyslexia intervention to identified students and conduct dyslexia assessments. Communicate with campus staff, district special education staff, and parents/guardians on information pertaining to student needs.
What success looks like for this role:

Deliver evidenced based dyslexia program with fidelity to eligible students.
Collaborate with regular education teachers and special education staff to develop PLAAFP and annual goals/objectives for IEPs and to assist in providing an appropriate education for eligible dyslexia or related disorders students.
Participate in MTSS, Section 504, and ARD committees to collaboratively make decisions about dyslexia.
Administer and interpret comprehensive dyslexia assessments.
Attend on-going staff development in the area of dyslexia and related disorders as appropriate.
Compile, maintain, and file all physical and computerized reports, records, and other documents required.
Collect, maintain, and report data related to student progress.
Create classroom environment conducive to learning and appropriate for the physical, social, and emotional development of students.
Manage student behavior and administer discipline according to board policies, administrative regulations, and IEPs.
Maintain a professional relationship with colleagues, parents, and students.
Ability to communicate the evidenced based dyslexia program and student progress to parents.
Use acceptable communication skills to present information accurately and clearly.
Demonstrate behavior that is professional, ethical, and responsible, including student confidentiality.
Demonstrate the use of appropriate and effective techniques for community and parent involvement.
Ability to adhere to local, state and federal guidelines in the delivery of service to eligible students.
