Program Integrator 3 (PI3)

This new Program Integrator 3 will be involved in the following on a very important and vital contract.

Provide support for cost, schedule, and performance of multiple Processing and Analytic Capabilities' programs.

Duties include:

  • Assist individual program managers, initiative leads, and PEO leadership with monitoring and reporting on the overall health of programs, initiatives, and/or a portfolio.
  • Perform holistic analysis across multiple contracts and government activities to identify cost, schedule and performance concerns for a program or initiative.
  • Perform cross-program analysis to assist in responding to Investment Portfolio (IP) actions and producing execution reports. Draft acquisition and program documents such as TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies.
  • Prepare presentations to report analysis findings as well as program/portfolio status.

Qualifications:

Clearance: TS/SCI w Polygraph

  • Twelve (12) years of demonstrated combined experience in DoD/IC program management, contract management, and/or financial management, and a Bachelor's Degree with a business or technical focus is required.
  • In lieu of a degree, Project Management Institute PMP certification, Certified Federal Contracts Manager (CFCM) certification, or DAWIA Level III in any focus area, and an additional three (3) years of directly related experience for a total of fifteen (15) years may be substituted.
  • Familiarity with Plan-It is preferred. In lieu of certification, an additional three (3) years of directly related experience for a total of eighteen (18) years may be substituted.
  • Intermediate proficiency with MS Excel is required to include demonstrated use of pivot tables, slicers, and pivot charts.

Job Description

HII has an opportunity available for a Program Integrator (Military Operations Analyst 4) who is familiar with relationships between the Office of Secretary of Defense (OSD), the Joint Staff, and/or other high-level DoD organizations.

Essential Job Responsibilities

* Plan, develop, coordinate, and direct large projects and/or several small complex projects.
* Establish and monitor standards for the quality of programs and documents.
* Conduct studies of work processes, functions, and procedures that may include:
* Management Analysis: review regulatory data and policies to determine if proposed policy/recommendation statements are within local authority.
* Advisory service: Conduct special studies or surveys requested by government officials and prepare reports advising on practices and improvements.
* Technical Analysis: Review proposed changes to determine impact; evaluate current methods and procedures for regulatory compliance, duplications of effort, costs, etc.
* Methods and Procedures Analysis: Reviews drafts of proposed methods/procedures.

Minimum Qualifications

* 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
* Experience with assessment and monitoring of DoD programs including conducting studies of work processes, functions, and procedures.
* Working knowledge of Joint Exercise Life Cycle, Simulation Federations, and Budget Processes.
* Clearance: Active secret security clearance.
