At the Sarpy County Department of Corrections, the Strategic Inmate Management (SIM) model serves as the philosophical foundation for operation. The primary goal of every correctional facility is to ensure a safe and secure environment for staff, inmates, and visitors. Properly managing inmate behavior is key to achieving this. SIM focuses on maintaining safety and security by using the most effective practices for direct supervision and inmate behavior management.
A Corrections Officer's role in SIM involves a range of responsibilities, with a primary focus on establishing and maintaining positive supervisory relationships with inmates. This includes providing timely and courteous responses to inmate concerns and questions, as well as actively engaging with inmates throughout their housing unit during their shift. Officers must become familiar with all inmates under their supervision, identifying and addressing potential issues early on. Additionally, they are responsible for offering direction and coaching to inmates, encouraging participation in programming activities, and organizing events within the housing unit.
SELECTION GUIDELINES

Maintain custody and control of assigned inmates in order to ensure a safe and secure environment.
Establish and maintain effective working relationships with inmates, supervisors, County employees, attorneys, law enforcement, other agencies, and the general public.
Enforce standard operating procedures, rules, and regulations governing inmate conduct in a fair and consistent manner; apply disciplinary action per outlined procedures.
Monitor inmates to identify potential problems or conflicts and alert supervisors to impending problems.
Prevent and control volatile situations among inmates.
Conduct routine security and health inspections to detect contraband, hazards, damage, or potential breaches of security.
Review, search, and remove personal property from detainees; provide clothing and hygiene articles; and assign beds.
Respond immediately to emergencies; securing facilities and restraining or restricting the actions of combative or disruptive inmates following outlined procedures.
Identify serious or life threatening medical conditions and make the appropriate notifications; may administer basic first aid, perform CPR, or utilize an AED as needed.
MINIMUM REQUIRED QUALIFICATIONS
Education and Experience
High school diploma or equivalent required; Post-secondary education in Criminal Justice or related field preferred.
One (1) year of work experience in corrections, detention facility, criminal justice or security preferred.
Certification as a Correctional Officer or the ability to become certified within one (1) year from the date of hire required.
Special Requirements
Must be at least 19 years of age at the time of application.
Must have and maintain throughout employment a valid Driver's License, as well as meet eligibility requirements of "acceptable driver standards" as defined by the County.
Must maintain required certifications (e.g. Defensive Tactics, CPR, Oleoresin capsicum- OC and Taser) throughout the course of employment. Exposure to OC and Taser are required as part of this qualification.

Manages correlation and analysis of cybersecurity events to identify anomalous/malicious activities.
Works with systems and network administrators in support of the CSSP mission to protect, monitor, analyze, detect, and respond to cybersecurity events.
Maintains situational awareness of CSSP capabilities and functions and provides notification of degradations and unscheduled outages.
Manages team to proactively troubleshoot, analyze, identify, deconflict, and isolate RCA of problems that arise relating to CSSP functional capabilities impacting operations.
Recommends courses of action to return impacted systems, functions, and capabilities to full operational status and then implement those selected by USSTRATCOM.

Job Description and Tasks:
The government requires Advisory and Assistance Support (A&AS) to assist the Government in creating, maintaining, and enhancing the ability to produce accurate and timely current and long-term all-source intelligence to satisfy Indications and Warning (I&W), Situational Awareness (SA), Joint Intelligence Preparation of the Operational Environment (JIPOE), and Target Systems Analysis (TSA) requirements levied by the USSTRATCOM planning and operations communities. The focus of this task order is both strategic deterrence and Nuclear Command and Control Communications (NC3) functional analysis aligned against peer and near-peer adversaries (Russia, China, North Korea, Iran) as outlined in the National Defense Strategy. Analysts shall conduct analysis/fusion of all-source intelligence, establish and maintain relationships with Intelligence Community (IC) analysts, and support visualization of a current operational picture for the Command. This PWS describes the intelligence requirements for this contract.
Job Requirements/Required Skills:
Security Clearance: Top Secret Clearance with SCI, NC2/ESI, SAP and STO eligibility. May be required to pass a Counter Intelligence (CI) Polygraph
At least ten (10) years of relevant experience providing support for plans and JIPOE analysis. Critical duties include providing situational awareness of adversary threat capabilities to support I&W, authoring strategic regional and global JIPOE products to enable planning, and authoring intelligence products for the USSTRATCOM HQ Staff, assigned Component Commands and Task Forces, and the Intelligence Community
At least ten (10) years of relevant experience preparing, integrating, briefing and publishing broad and complex all-source intelligence studies, papers, briefings, and assessment in coordination with other Agency elements and IC components on adversary regional issues.
At least ten (10) years of relevant experience supporting the development of intelligence collections requirements and providing feedback and evaluations to IC reporting.
At least ten (10) years of relevant experience providing analysis supporting Target Systems Analysis and target folder development for nuclear, kinetic, and non-kinetic targeting efforts.
At least ten (10) years of relevant experience maintaining Government furnished databases and software applications, to include the use of visualization tools, in support of strategic intelligence analysis to include support to briefings, papers, and presentations.
At least ten (10) years of direct intelligence analysis experience at an IC or DoD Intelligence Agency, Combatant Command or DoD intelligence unit, of which at least eight (8) years are on the adversary function, or 12+ years of civilian intelligence analysis experience or equivalent academic experience. Credentialed SME or recognized expert who has authored/published intelligence products or civilian/academic pieces on the adversary function.
At least ten (10) years of relevant experience conducting near-term, mid-term, and long-term analysis supporting the JIOC's mission of providing current intelligence to senior leadership as well as support to deliberate and operational planning.
At least ten (10) years of relevant experience providing analytical support for the development, validation, implementation and modification of current and evolving Command and DoD planning documents requiring insight into foreign strategic forces, policy, intentions and technology.

ESSENTIAL JOB FUNCTIONS/DUTIES:
Practices, supports, and maintains the Mission, Vision and Values of WarHorse Gaming Omaha, LLC
Monitors activities of guests and employees via closed-circuit television (CCTV) system and personal observation, for criminal activities and/or violations of regulations, policies and procedures, or internal controls.
Captures, tracks, and documents video evidence for risk management, compliance, and criminal activity. Video records questionable activities and makes written reports to appropriate personnel.
Monitors alarm system.
Reviews video to settle patron disputes, locate illegal activity, participate in investigations, or assist other departments.
Maintains strict confidentiality of all property related issues.
Operates monitor room equipment, including basic computer functions.
Participates in court actions relating to gaming violations.
Responds to surveillance supervision, management, and regulatory requests. Responds to requests of all other departments when applicable and necessary.
Prepares and writes daily reports and logs.
Audits procedures performed by other employees including count rooms, slots, food and beverage, cage, and security. Documents findings from these observations.
Ensures all surveillance equipment is working correctly throughout their shift.
Conducts routine surveillance video recording and complete documentation to detect suspicious activities and behavior throughout casino and gaming areas.
Monitors property and casino operations to ensure adherence to the state regulations and company policies and procedures.

JOB SPECIFICATIONS:
Must be 21 years or older.
High school diploma/ GED or equivalent experience required.
One (1) year of experience in casino gaming preferred.
Ability to perform basic math, English composition skills, and computer functions.

Contractor personnel shall support, establish, and maintain a network of contacts for all-source analysis and reporting, ensure analytical findings are based upon multi-layered research and multiple sources, and provide a functional perspective with regional emphasis on relevant existing and emerging threats.
Contractor personnel shall participate in teams for special projects and/or studies of considerable scope and depth critical to the resolution of strategic deterrence issues and problems, and interpret complex legislative, regulatory, and policy guidance to prepare recommendations for the Commander at the United States Strategic Command and Senior Staff.
Contractor personnel shall serve as the focal point in the area of responsibility (AOR) where they are assigned to support Command exercises, training events, war games, and crisis response operations as required.
Contractor personnel shall support all assigned staffing tasks, including those from informal and formal tasking mechanisms (i.e., COLISEUM, Task Management Tool (TMT), e-Task) for coordination and action. The Contractor shall prepare staff action packages in accordance with United States Strategic Command procedures.
Contractor personnel shall provide inputs to Government administrative products including production reports and statistics, trend data, maintaining web-based sites and portals, maintaining mission databases and analytical visualization tools, weekly activity reports, and other documents indicated by the Government.
Contractor personnel shall support building and maintaining continuity books, standard operating procedures (SOP), spreadsheets and visualization charts to ensure all research and background knowledge is documented. Continuity books record and document research, search queries, and intelligence analysis techniques and shall include area of responsibility points of contact. At the instruction of the Government, Contractor shall provide training as needed covering the following topics: Microsoft Office databases, MARS, RMT (WISE and M3 successor), Cedallion, CHROME, CIA WiRE, OMAR, Palantir, Analyst Notebook, NSA Pulse, CIA Lucky, GOSSIP, Modernized Integrated Database (MIDB), TAC, WIDOW, Proton, ROCKSTAR, SNAPGLASS, FounDRI, DataXplorer, Strategic Missile and Relocatable Targets (SMART), MIST, CED, Dataminr, Quellfire, and Talon Thresher.
Contractor personnel shall coordinate with the Government representative to plan, prioritize, and forecast analytic projects.

* TS/SCI
Job Duties:
* The Contractor shall provide advisory and assistance in support of strategic and operational analysis of intelligence production. The contractor shall understand and maintain an in-depth knowledge of national and theater analysis and production standards, analytic product lines, defense warning strategy and processes, and indications and warning (I&W).
* Contractor shall research all-source reporting to produce predictive and timely finished intelligence products, coordinate all analytical products, and support national level organizations and Command staffs for dissemination across strategic and operational environments. The contractor shall employ research and analytic methodologies to ensure all-source information is appropriately considered, logically structured, and that rigor is applied to all analysis. The contractor shall also employ appropriate knowledge of IC and Defense Intelligence Enterprise analytic standards and production guidance.
* Contractor shall conduct All-source intelligence to identify the operational readiness and disposition of adversary strategic air, naval and fixed silo forces to support the Command's requirements.
* Contractor shall conduct All-source intelligence using a whole-of-government approach to identify adversary strategic intent and objectives, decision-making processes and influences, capabilities, strategy, and operational plans to support the Command's requirements for integrated deterrence analysis.
* Contractor shall provide A&AS for Intelligence Community emulations including identifying adversary courses of action; red lines and thresholds; employment tactics, techniques, and procedures; and escalation and de-escalation strategies.
* Contract personnel shall function as a Red Cell and support United States Strategic Command/Strategic Initiative exercises, war-games, and tabletop exercises.
* Contractor shall provide A&AS for developing, producing, and presenting SI products to include well researched, in-depth multi-source analytical reports, studies, papers, senior leader-level executive summaries, briefings, and charts/graphics.
* Contractor shall provide analytical support for the development, validation, implementation, and modification of current and evolving United States Strategic Command/Strategic operational planning documents, including support to Joint Intelligence Preparation of the Environment efforts (JIPOE).
* Contractor shall identify SI related intelligence gaps; developing appropriate collection and production strategies, requests for information (RFIs), and requirements to address information shortfalls; and submitting, tracking, and reporting on the status of requirements.
* Contractor shall assist the United States Strategic Command/Strategic with its collaboration efforts including developing and maintaining appropriate Intelligence Community contacts, attending designated conferences and strategic initiative events, and updating, posting, and managing on-line collaborative forums such as the United States Strategic Command/Strategic Microsoft SharePoint Portal and Integration Space.
Qualifications
Experience Requirements:
* More than five (5) years of demonstrated relevant experience utilizing analytical research collaboration tools, resources, associated equipment and software.
* More than five (5) years of demonstrated relevant experience and knowledge of the IC, its primary members, the intelligence process, evaluation, and analysis of intelligence data and J2 functions and capabilities, to include collections and requirements processes.
* More than five (5) years of demonstrated relevant experience with intelligence information flow and other governing regulations, including IO classification guidelines requirements as needed to ensure a timely response to meet customer requirements.
* More than five (5) years of demonstrated relevant experience in joint and combined operational planning and intelligence methodologies (e.g., Joint Operational Planning and Execution System, Joint Intelligence Preparation of the Operational Environment), and tactics, techniques and procedures involved in fusing intelligence into operational planning.
* More than five (5) years of demonstrated relevant experience in All-Source intelligence processes, data evaluation, and analysis, to include alternative analysis techniques.
* More than five (5) years of demonstrated relevant experience in analytical writing, IC tradecraft (writing) standards; producing relevant charts, graphics, or visual aids; and presenting materials to different audience levels, including senior leaders.
