Background of this Search:

The Social Protection and Health Division (SPH), in coordination with the Migration Unit (MIG), is looking for a consultant to conduct preliminary assessments on migrants flows and legislative regulations, to support the design and pilot implementation of a Smart ID solution for frequent border crossers between Haiti and the Dominican Republic. The work is expected to be completed by the end of Q1 of 2022.

The Team's Mission:

The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean (LAC). Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. The Social Protection and Health (SPH) Division is tasked with the preparation and supervision of IDB operations in borrowing member countries in the areas of social protection (safety nets and transfers and services for social inclusion which include: early childhood development, youth programs, care services for dependency, among others), health (health capital investment strategies, health networks strengthening, health system financing, organization and performance, etc.) and nutrition.

The Migration Unit (MIG) is tasked with supporting LAC countries receiving large and sudden intraregional migration flows, as well as countries of destination and transit migration, and host communities through lending operations; regional, subregional and national dialogues; regional cooperation to generate public goods; capacity building and training; and applied research.

The border between Haiti and the Dominican Republic, is characterized by important flows of border crossers, mostly merchants, that import and export goods between the two countries. Most crossers live in the areas by the border and most of the time they enter the neighboring country without a formal ID validation process or ID check. Such informal migration crossings are often fertile ground for criminals willing to fraud migrants, or other actors willing to take advantage of migrants, and foster the informality of the economy and limit the traceability of transactions, among other challenges.

Conscious of the fact that trade and border crossing is crucial for the two neighboring countries sharing the same island, the IDB is exploring the feasibility of a Smart IDs, issued by Haiti and the Dominican Republic to respective citizens that are borders crossers, and mutually recognized by both countries, that can be: (i) a formal ID, (ii) a travel permit, (iii) a payment solution (debit card) tied to an account of a financial institution in the country of origin of the holder.

For instance, as made-up exemple, Haitian Citizen Jacque Lamothe, who crosses into the Dominican Republic on a weekly basis to purchase and import rice, could have its smart ID issued by the Government of Haiti in collaboration with a Haitian Bank, and the "piece of plastic" he holds is an official ID, it allows him to cross into the Dominican Republic, to pay for the rice he purchases in the Dominican Republic and, once back into Haiti, deposits the revenue from his sales into the Haitian account.

With the goal of exploring the feasibility of such a potential solution the IDB is hiring a consultant that can (i) assess the cross borders migration flows and gather data from key informants on the main migration dynamics between the two countries and (ii) assess the exiting legislation of both countries regarding ID issuing and visa requirements. Ultimately, the consultant is expected to provide recommendations with regards to the solution being explored.

What you'll do:

The consultant is responsible of the following activities:

For the assessment of the border's migration flows and data gathering from key informants on the main migration dynamics between the two countries:

* Gather data on migration flows between the two countries including, but not limited two: flows size, trends and recent trends, main border crossings, main profiles of migrants.

* Assess the formal processes when crossing (e.g. whether authorities review migrants IDs or not, or only for certain profiles).

* Flag, eventually, how authorities allow/managed crossing in reality compared to what the national legislation would require.

* Conduct interviews with borders crossers to gather in-depth information about frequent crossers, their needs, their reasons for crossings.

* Gather insights from the ground from migration and customs officials at the border, the needs and challenges they face to manage migration at the border; and

* Identify formal vs informal practices.

* Conduct a literature review, database analysis (if available) and gather any additional inputs for the preparation of the report.

For the assessment of the existing legislation of both countries regarding ID issuing and visa requirements:

* Desk research about existing legislation and data.

* Groundwork and facts findings to collect data, interview informants and witness processes; and

* Interacting, coordinating and interviewing key stakeholders such as migration officers at central and local level in both Haiti and the Dominican Republic, migrants, as well as other actors as needed.

Deliverables:

The main deliverables, are the following:

* Deliverable 1: Work methodology and detailed work-plan. To facilitate planning, the consultant is expected to incorporate also a clear and detailed GANTT chart.

* Deliverable 2: Report #1 - Assessment of the border migration flows and data gathering from key informants on the main migration dynamics between the two countries.

* Deliverable 3: Report #2 - Assessment of the existing legislation of both countries regarding ID issuing and visa requirements.

* Final Report : Revised version of Deliverables 2 and 3 in addition to recommendations.

Because of the nature of the multiple activities to be implemented, the Consultant and the Team Leader will exchange periodically and, if needed, will discuss and agree slight modifications to the content of the deliverables.

What you'll need:

Consultoría PEC de apoyo a la supervisión técnica y operativa de actividades para asegurar servicios de agua, saneamiento e higiene en asentamientos informales de América Latina y el Caribe

Contexto: Establecido en 1959, el Banco Interamericano de Desarrollo (" BID " o " Banco") es la principal fuente de financiamiento para el desarrollo económico, social e institucional en América Latina y el Caribe. Proporciona préstamos, subvenciones, garantías, asesoramiento sobre políticas y asistencia técnica a los sectores público y privado de sus países prestatarios. Como complemento estratégico a las actividades del Banco y con el fin de fortalecer las capacidades institucionales, las competencias del personal vinculado al sector y asegurar la sostenibilidad de dichas actividades, el Banco desarrolla proyectos asociados a la generación de productos o servicios de conocimiento y asistencia técnica especializada para garantizar las capacidades de gestión y asegurar la dinámica de mejora continua en el largo plazo.

La División de Agua y Saneamiento (WSA) tiene bajo su responsabilidad el diseño y la supervisión de operaciones de préstamo y cooperación técnica (CT) para los países, así como el desarrollo de productos de conocimiento que contribuyan al mejoramiento de las condiciones de vida de la población, y el logro de las metas de los ODS en materia de agua y saneamiento. El equipo del Banco desarrollando el Programa se compone de especialistas y consultores de la División de Agua y Saneamiento, emplazados tanto en oficinas país como en sede en Washington, D.C.

La Agenda de Desarrollo 2030, en concreto el Objetivo de Desarrollo Sostenible (ODS) 6, incluye entre sus metas el asegurar a todos el acceso a unos servicios de saneamiento e higiene adecuados y equitativos, sin que nadie se quede atrás, poniendo fin a la defecación al aire libre y reduciendo a la mitad el porcentaje de aguas residuales que se vierten a cuerpos de aguas sin ningún tratamiento previo. El acceso a los servicios públicos de agua y saneamiento (AyS) es indispensable para mejorar la calidad de vida de la población, la salud, la inclusión social, la productividad, la sustentabilidad ambiental y el crecimiento económico, especialmente en este contexto de pandemia global del COVID-19, siendo el lavado de manos con agua y jabón una de las principales y más efectivas medidas para prevenir la infección. Sin embargo, en los países de Latinoamérica y el Caribe (LAC o ALC) aún se evidencia un elevado déficit de cobertura y la calidad de la prestación de dichos servicios.

Estas brechas en el acceso resultan aún más evidentes en los países de la región y particularmente, en el ámbito urbano a causa del exacerbado crecimiento de las ciudades y las características asociadas a dicho crecimiento. En las últimas décadas la región (LAC) ha sufrido un proceso de urbanización acelerado. Con un 40% de su población viviendo en zonas urbanas en el año 1990, al 2010 se registraba un valor equivalente al 80% de la población total, es decir, 482.5 millones de personas viviendo en áreas urbanas. Sin embargo, se estima que para el 2050, dicho porcentaje seguirá creciendo, alcanzando un 90% de la población total y convirtiendo a los países que conforman la región en la más urbanizada del planeta.

El acelerado crecimiento de las ciudades a su vez, se ha caracterizado por ser un crecimiento espontáneo, no planificado y descontrolado, con ausencia de planes de ordenamiento territoriales y/o planificación del uso del suelo, y con frecuencia, en donde habita un gran porcentaje de la población viviendo en condiciones de extrema pobreza y alta vulnerabilidad, segregados en zonas periféricas de la ciudad y/o con bajos niveles de desarrollo urbano, zonas frecuentemente como asentamientos informales y/o barrios marginales.

La prestación de los servicios en zonas informales urbanas es un gran reto global, y particularmente en ALC, frecuentemente limita y condiciona el diseño, la ejecución y prestación segura de los servicios básicos de agua y saneamiento. En la región, se estima que el 24% de la población urbana se encuentran en barrios marginales, pero hay casos extremos como el de Haití, con el 70% de población en esta condición. Dado que en la mayoría de los casos estas áreas carecen de planificación urbana y están expuestas a altos riesgos por inundaciones y deslizamientos, la provisión de servicios de saneamiento gestionado de manera segura se hace más compleja. La informalidad en la tenencia de tierra es otro aspecto que agudiza la situación, debido a la restricción (i.e. legal, normativa, administrativa) que tienen algunos prestadores de servicios para ejecutar inversiones públicas en estas áreas, ante lo cual la población adopta sus propias soluciones, normalmente individuales y en muchas ocasiones de calidad inadecuada.

El Banco Interamericano de Desarrollo, con el apoyo de otras instituciones como la Agencia Española de Cooperación Internacional para el Desarrollo (AECID) y la Unión Europea (UE), apoyar a los países de la región en el desarrollo, identificación y priorización de estrategias a nivel nacional, regional y local para poder garantizar los servicios esenciales en zonas urbanas informales con alta vulnerabilidad sanitaria.

En este sentido, a mediados del año 2021 se aprobó la cooperación técnica regional RG-T3668 - Desarrollo de estrategias para asegurar servicios de agua, saneamiento e higiene en asentamientos informales, con recursos de la Unión Europa, a través de su instrumento Facilidad de Inversión en América Latina (LAIF), que tiene como objetivo apoyar a los países a definir estrategias a nivel nacional, regional y local, que permita garantizar los servicios esenciales en zonas urbanas informales con alta vulnerabilidad sanitaria. Para ello se elaborarán diagnósticos, planes de acción y pilotos innovadores, teniendo en cuenta las diferentes condiciones urbanísticas, las alternativas para ofrecer servicios de AyS, el marco legal y normativo, y las experiencias exitosas. Estos lineamientos servirán para definir políticas y programas destinados a garantizar los servicios de AyS en estas áreas a corto y largo plazo y así, poder cerrar las brechas en la cobertura.

En este marco, se requiere un consultor de que brinde apoyo al equipo de proyecto de WSA en la supervisión técnica y operativa de las actividades desarrolladas en la región en el marco de la CT.

La misión del equipo: el BID está encargado de preparar políticas, estrategias, lineamientos operativos y programas sectoriales sobre desarrollo social; realizar estudios de investigación y trabajo analítico pertinentes, mejores prácticas y estudios de casos en el sector; y brindar apoyo técnico sectorial especializado a las actividades y operaciones en países miembros prestatarios.

Lo que harás: Las actividades que realizará el consultor serán desarrolladas en forma coordinada con el equipo de proyecto del Banco, así como con los especialistas de país y las instituciones, organismos y entidades gubernamentales involucradas.

* Apoyar a las entidades beneficiarias (Gobiernos y/o empresas de servicios públicos) en la conceptualización de las actividades y confección de propuestas a ser implementadas con recursos de la CT.

* Revisar y/o apoyar en la elaboración y revisión de documentos vinculados a la contratación de servicios de consultoría (términos de referencia, propuestas técnicas y económicas, entre otros) para la elaboración de:

* diagnósticos regionales/nacionales/locales de la situación de la prestación de los servicios de agua, saneamiento e higiene (ASH);

* recopilación de experiencias exitosas y modelos innovadores para la prestación de servicios en asentamientos informales;
* planes de acción para la mejora de los servicios ASH;
* concursos de ideas orientados a buscar soluciones innovadoras para enfrentar los principales retos del sector;
* asistencias en el desarrollo/incubación de nuevas ideas y soluciones con mayor potencial para contribuir a cerras las brechas de acceso a AyS;
* diseño de proyectos piloto basados en metodologías innovadoras existentes, incluyendo un análisis de factibilidad para su escalamiento y sostenibilidad financiera;
* asistencia logística para la implementación de proyectos que incluyan esquemas de provisión de servicios descentralizados, de subsidios y transferencia de recursos a los hogares para el pago de los servicios de AyS y/o de implementación en etapas;
* asistencia en el diseño y la logística de implementación de proyectos de higiene y lavado de mano en los asentamientos;
* programas de generación de capacidades y empleo local con enfoque de género, entre otras, capacitaciones y entrenamiento a mujeres en operación y mantenimiento de redes de AyS, en plomería para mantenimiento de instalaciones hidráulicas en las viviendas y en construcción de conexiones intradomiciliarias de AyS; y
* un toolkit que incluirá entre otros una metodología de diagnóstico y análisis, experiencias exitosas, lecciones aprendidas y mejores prácticas, para que las autoridades, operadoras, ONGs y la población de los asentamientos, puedan contar con una herramienta básica para el diseño de intervenciones.

* Apoyo en el proceso de selección de consultores individuales o firmas consultoras que implementarán las actividades a ser financiadas por la CT.
* Apoyo en la implementación y supervisión técnica de las actividades/consultorías desarrolladas en el marco de la CT (ver punto 2), incluyendo el monitoreo y análisis en estrecha coordinación con el equipo BID, la entidad beneficiaria y los consultores externos que se encuentren desarrollando el/los productos. El consultor deberá acompañar al equipo en asegurar la consistencia entre los términos de referencia, productos, y otros análisis enfocados, emitiendo comentarios y recomendaciones sobre los informes de avance y finales presentados al Banco.
* Otras tareas relacionadas con el análisis técnico necesario para aprobar o revisar un proyecto.

Entregables y Cronograma de pagos:

* El Contractual deberá presentar informes según se acuerde con el Especialista Sectorial en cada caso que se entregue para su revisión. Los informes incluirán los comentarios surgidos del análisis y su opinión técnica, así como recomendaciones si correspondieren.
* De corresponder, se realizará una ronda de consultas y complementación de información con las entidades beneficiarias, para consolidar los datos aportados, y definir los ajustes finales que requiera cada proyecto.
* El producto final de cada consulta será un Informe que consolide los principales resultados, conclusiones y recomendaciones de la revisión de los estudios realizados.
* Los plazos para la presentación de los informes, los establecerá en cada caso el Especialista Sectorial y comenzarán su vigencia desde la comunicación fehaciente del estudio requerido, la cual incluirá también la carga horaria asignada.

El pago de los honorarios de consultoría será realizado en forma bimensual, según los días trabajados en el periodo, luego de la presentación de un informe de tareas realizadas y su aprobación por parte del supervisor de la consultoría.

The Climate Change Division is looking for a Climate Change Finance Consultant to work in partnership with stakeholders across the IDB-Group and Latin America and the Caribbean to provide technical leadership in climate finance, project structuring, and management of the climate finance project pipeline with major climate change funds. The consultant has experience in the design, negotiation, execution and reporting of operations funded by the Green Climate Fund, and other bilateral and multilateral funds such as IKI and the NAMA Facility.

The team's mission:

The Climate Change and Sustainable Development Sector (CSD) advises Bank's Management on climate change mitigation and adaptation issues and develops overall Bank's policies, strategies, operational guidelines, and programs in these areas. It is also responsible for conducting relevant sector research, analytical work, best sector practices, and case studies on climate change and sustainability. The Climate Change Division (CCS) provides support to the operations of the IDB group in renewable energy and energy efficiency, biofuels, climate change mitigation and adaptation in IDB beneficiary countries.

What you'll do:

* Support the technical review of climate change finance programs/project proposals for the Green Climate Fund (GCF) and other major external providers of concessional climate finance, such as the International Climate Initiative (IKI) and the NAMA Facility.
* Under the supervision of the climate change lead specialist, lead the technical coordination of GCF Annual Performance Reports (APRs) and other regular reporting activities, the revision of GCF policies and procedures, and the preparation of project facilities, among other activities.
* Support country specialists on the origination of climate finance proposals and the preparation of country-specific investment plans for the GCF, and other major providers of concessional climate finance.
* Coordinate technical inputs to the preparation of legal documents (including project term sheets and loan/guarantee/technical assistance agreements) for climate finance projects for the GCF and other climate funds.
* Work with functional and operational units of the Bank to ensure that climate finance activities are integrated within IDB Group procedures, and to ensure that GCF guidelines, investment criteria, financing modalities and results measurement frameworks are followed.
* In addition, the consultant will support CSD/CCS other activities related to climate change finance.

Background of this search:

The Bank will be undertaking a project to implement a new Investment Portfolio Analytics and Risk Management System. This new system will replace and upgrade current systems and tools required for the portfolio management, strategy, risk analytics, and compliance functions for managing income and risks in the Bank's investment portfolio. In coordination with Bank staff, the consultant will support specific stages of the project, as well as perform related risk measurement and monitoring functions to backfill staff working on the project.

The team's mission:

At the IDB, the Office of Risk Management (RMG) is responsible for overseeing and strengthening the Bank's capacity to identify, measure, and manage financial and operational risks. Within RMG, the Treasury Risk Management Unit (RMG/RMT) manages risks in the Bank's Treasury portfolios (investments, funding, derivatives), including analyses and recommendations to adjust risk boundaries in guidelines and policies, strategic asset allocation, quantitative modeling and analytics, risk assessments and stress tests, and risk control, monitoring and reporting.

What you'll do:

The consultant will work on the following project and tasks over the two-year consultancy period.

Project Work - Investment Portfolio Analytics and Risk Management System (ARMS)

* Collaborate and work with RMG/RMT and the Working Group on relevant phases (design, implementation, testing) and modules in progress during the consultancy.
* Perform a detailed analysis of existing compliance, portfolio risk metrics and analytics, and performance measurement and attribution system capabilities.

IDB Lab is looking for an Administrative Assistant to provide support to the IDB Lab General Manager and its Leadership team.

What you'll do

The selected candidate's activities will include:

* Administrative Support:
* Monitors IDB Lab General Manager's daily agenda, ensuring effective time management.
* Anticipates and meets the needs of internal and external clients and colleagues and coordinates meetings with internal/external clients and stakeholders and arranges the required information for successful meetings.
* Provides logistical support in the planning and coordination of meetings with Board members, the rest of IDB's Senior Management, external parties, and across IDB Lab, making sure all requests are promptly answered, while maintaining open communication and creating and maintaining good cross-departmental relationships.
* Coordinates logistics for webinars and other virtual and in-person events, including setting up virtual links, conference rooms, catering, special equipment, travel authorizations, statements of expense.

* Makes travel arrangements and fills out related expenses reports for the IDB Lab General Manager and the Leadership Team, including the preparation and process of IDB Lab mission memos related to non-operational matters, and compiling the information, reports, briefings, and presentations needed for official missions.

* Communication, systems and data management:
* Collaborates on translating IDB Lab communications.

Background of this search:

Established in 1959, the Inter-American Development Bank ("IDB" or "Bank") is the main source of financing for economic, social, and institutional development in Latin America and the Caribbean. The Ministry of Health (MOH) aims to ensure that the highest quality of services for health promotion, protection, and health care is accessible to all persons of the Bahamas to achieve optimal health. To leverage the MOH's mission, the Government of The Bahamas (GBH) obtained the IDB's support to fund the execution of two loan programs. Loan BH-L1055 aims to strengthen the health system and increase its response capacity to address the public health crisis that the Covid-19 pandemic caused. At the same time, the loan BH-L1053 primary goal is to support the strengthening of The Bahamas' health system to meet the population's health needs.

Programs description

* Program to Support the Health Sector to Contain and Control Coronavirus and to Mitigate its Effect in Service Provision (BH-L1055)

The general objective is to help reduce the morbidity and mortality caused by COVID-19 and mitigate other indirect impacts of the pandemic on health. The specific goals are:

* To strengthen response leadership at the country level.
* To improve case detection and monitoring.
* To support initiatives to break the chain of transmission of the illness.
* To improve service delivery capacity.
* Program to Support the Health System Strengthening of the Bahamas (BH-L1053)

The program's goal is to support the strengthening of The Bahamas health system to meet the population's health needs. The specific objectives are to:

* Integrate primary and secondary care services that the DPH, PHA, and NHIA deliver.
* Improve access, coverage, and quality of the community, ambulatory, and hospital services through a person and community-centered model of care.
* Increase the efficiency of health services.

The team's mission:

The objective of this consultancy is to collaborate with the Division of Social Protection and Health (SCL/SPH) of the Inter-American Development Bank on the execution, supervision, and evaluation of the SPH's operations and activities in The Bahamas.

What you'll do:

The selected candidate will:

* Support the IDB Team Leader on strategic dialogue, driving the health agenda with critical health stakeholders to support the design, direction, and implementation of the health portfolio within The Bahamas \
* Support the Country Representative in matters related to health sector.
