As an accredited public health department, we're seeking a highly qualified candidate for the position of Director, State Public Health Laboratory.
Job Responsibilities
Directs the day-to-day functions of the Georgia Department of Public Health Laboratory headquartered in Decatur and a regional laboratory in Waycross.
Plans, organizes, and oversees implementation of the work of a large state public health laboratory, including microbiology, newborn screening, and emergency preparedness-related activities.
Provides direct supervision and management to scientific and operations managers.
Ensures a robust quality management system.
Ensures that activities within the Georgia Department of Public Health Laboratory are operating according to program policies, government regulations, organizational goals, and evidence-based best practices and maintains the Laboratory's accreditation.
Serves as technical consultant for all laboratory services in the Georgia Department of Public Health Laboratory, including overseeing the evaluation and adoption of new test procedures.
Ensures the Georgia Department of Public Health Laboratory provides relevant and accurate scientific data for newborn screening and disease surveillance, prevention, control, and response.
Provides scientific leadership and direction for the adoption and implementation of administrative and technical changes with a particular focus on advanced molecular detection and enhancing laboratory bioinformatics capabilities.
Expands and maintains relationships with key state and local partners so that the resources of the Laboratory are effectively applied to public health issues.
Directs the strategic planning of program goals and objectives, performance measures, and evaluation of laboratory services. Establishes program priorities and activities based on needs assessments, key indicators, and stakeholders' input.
Works in collaboration with state and local public health staff and the Georgia Department of Public Health leadership in developing and implementing integrated program operations and strategies that optimize how laboratory science is utilized for public health activities, including surveillance, outbreak investigation and control, newborn screening, and emergency preparedness.
Builds collaborations with public/private sector entities to establish partnerships in the service of improving public health.
Oversees the planning, preparation, and administration of the Georgia Department of Public Health Laboratory budget and federal grant applications.
Oversees the fiscal accountability process for general revenue funds and federal categorical grant funds. Ensures all grant deliverables are met and that all federal reporting is submitted by the federal due dates.
Seeks out additional opportunities for federal and non-federal funding to enhance and broaden programmatic activities.
Oversees safety, security, and maintenance of the laboratory facilities.
Develops strategies for retention and succession planning that develop and expand the competencies of the Georgia Department of Public Health Laboratory staff and attracts people with skills needed in a modern public health laboratory.
Supervises program directors for newborn screening, microbiology, emergency preparedness, and laboratory operations.
Oversees, in collaboration with the Lab section directors, the establishment and implementation of performance measures for all laboratory staff (50+ individuals). Interprets and enforces personnel policies and procedures. Oversees hiring and /or termination decisions in consultation with Human Resources.
Travels as required in performance of duties including travel between both laboratory locations (Decatur and Waycross).
Attends and participates in professional and scientific workshops, seminars and meetings, and gives lectures and presentations as directed.

Minimum Qualifications
Doctorate degree in a related filed from an accredited college or university AND Four years of management/supervisory experience in health care services/clinical laboratory
Education & Licensure Requirements:
Must possess an earned doctoral degree in biology, microbiology, chemistry or related fields; and must either be certified or eligible for certification, by an accepted certifying agency. Must submit international evaluation if degree was granted by a foreign educational institution.
Required to meet State of Georgia licensure and Federal (CLIA'88) certification requirements for a Clinical Laboratory Director.
Must possess certification as a High Complexity Laboratory Director (HCLD) or pass an approved certifying examination within eighteen (18) months of hire date as a condition of employment.

The Division of Microbiology at the Georgia Public Health Laboratory (GPHL) is responsible for detecting, identifying, and reporting communicable diseases within the State of Georgia. The Division is responsible for maintaining expertise and capability in a wide variety of public health microbiology specialties. These include Mycobacteriology Reference Bacteriology, Enteric Bacteriology, Environmental Microbiology, Mycology, Parasitology, Virology, Sexually Transmitted Diseases, Antimicrobial Resistance surveillance, and Advanced Molecular Detection (AMD).
GPHL is seeking a certified Clinical Laboratory Scientist professional to perform day-to-day testing within the Virology Unit for Sexually Transmitted Diseases (STD), Flu Surveillance, Rabies Detection, and Molecular testing for Respiratory Viruses supporting public health outbreak investigations and surveillance activities.

Job Responsibilities
Provide technical skills and assures the activities are congruent with the goals of the Division of Clinical Microbiology.
Provide technical skills with conducting day-to-day testing on STD testing (CT/GC/Trichomonas NAAT), HIV Viral Load NAAT, Respiratory viral pathogen NAAT, Rabies testing and Whole genome sequencing efforts to support outbreak investigations and surveillance activities.
Ensures compliance with local, state, and federal regulatory standards such as the Clinical Laboratory Improvement Amendments (CLIA), OSHA, and other federal and state regulations.
Performs and documents quality control and quality assurance in all areas. This includes but is not limited to:
Interprets QC data prior to reporting results.
Examines QC data over time to establish QC ranges and limits.
Collects data for reporting on QA indicators and processes.

Working collaboratively with the Principal Investigator, the Deputy Director of the Office of Public Health Informatics, and the Program Evaluator on the ongoing operation, monitoring, evaluation, and reporting for the Public Health Infrastructure Grant (PHIG).
Support the assessment and addressing of skills and gaps of the DPH workforce considering DPH needs and short/long-term strategy in light of health equity and the communities served.
Oversees the completion of all documents, forms, or reports required by the Program.
Coordinates the monitoring and evaluation of programs and projects that are funded by the Program.
Develops and maintains electronic repositories on the program and documents connected to activities funded by the program.
Monitors and coordinates the administration of funding to ensure that budgeting and administrative policies, procedures, and agency requirements are being followed.
Manages administrative problems and/or budget changes occurring during the awarded funding period.
Responds to subsequent PHIG funding opportunities from CDC.
Maintains knowledge of federal funding policies, regulations, and procedures.
Disseminates and/or advises on internal changes or new announcements that may impact funded operations.
Collaborates with internal partners and local public health jurisdictions for grant implementation, monitoring, and reporting.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor's degree in a related field from an accredited college or university AND Four years experience managing professional level staff

The Grant Coordinator will provide state level direction and oversight for A-CABS and support the day-to-day responsibilities of the project for all key tasks including monitoring the project's ongoing progress, preparing reports, and communicating with partners and the Administration for Community Living.
The goal of Georgia's A-CABS project is to achieve a dementia capable Home and Community Based Services (HCBS) system that meets the unique needs of people living with Mild Cognitive Impairment (MCI) or early-stage dementia and their care partners. A-CABS objectives include 1) creating, expanding, and sustaining a dementia-capable HCBS that includes no wrong door access for people diagnosed with early-state dementia and their family caregivers; and 2) ensuring that Georgia's HCBS systems provide innovative and evidence-based services to people with early-stage dementia and their families.
This is a time limited position that is funded through August 31, 2027.
Roles and Responsibilities:
Coordinate contracts, project deliverables, contract monitoring, budget expenditures, and partner meeting facilitation.
Finalize and monitor workplan activities for each partner.

Assists in developing and administering policies, procedures, and plans.
Assists in preparing comprehensive and detailed reports of investigation.
Conducts investigations to ascertain facts and obtain evidence on alleged violations and misconduct; interviews witnesses and obtains statements.
Monitors compliance with terms of licensure.
Compiles and prepares summary reports, maintains case files and documentation of case resolutions, and tracking data for legal requirements.
Conducts WIC Vendor Monitoring visits to ensure compliance with state and federal regulations.
Investigates complaints of frauds of abuse.
Conducts WIC Vendor background investigations.
Applicant must live in one of the following Georgia counties or adjacent counties: Dougherty, Calhoun, Terrell, Lee, Worth, Crisp, Turner, and Tift.
Minimum Qualifications
Bachelor's degree in a related field from an accredited college or university
OR
Associate's degree in a related field from an accredited college or university AND One year of related experience
OR
High school diploma or GED AND Two years of related experience.

Under broad supervision, provides professional nursing care in accordance with nurse protocols, policies and/or procedures. Focuses on the prevention of illness, injury, or disability, the promotion of health and maintenance of the health of populations. Cares for populations with special needs during disasters/emergencies and biological and chemical protocols.
All District 4 Public Health, County BOH employees are deemed essential employees in the event of an emergency. Job Responsibilities
