The IRC is seeking a consultant to support the development of evidence repository on approaches to enhancing immunization coverage and outcomes in fragile and conflict-affected settings. The work of the consultant will provide expert technical guidance on IRC's immunization programming through both integrated and vertical approaches across IRC countries, with a focus on improving service delivery in fragile and humanitarian contexts.
The consultant will be responsible for providing technical guidance and expertise throughout the process, ensuring alignment with IRC's immunization priorities donor priorities, and impact metrics. The report will also inform IRC's strategic efforts to integrate immunization with other health services, improve scalability, and identify programming and funding opportunities, including collaboration with immunization partners.
This consultancy will be highly collaborative and iterative, requiring the consultant to work closely with IRC teams to develop and refine the deliverables as new insights emerge. Flexibility, adaptability, and the ability to provide evidence-based, practical recommendations are essential to the success of this consultancy. The final output must be aligned with IRC's requirements, and provide high quality information, evidence, data and technical guidance on questions agreed upon by IRC and the consultant.
Scope of Work
Evidence Review and Data Analysis
+ Analyze existing IRC immunization data, program reports, and external research to identify gaps, challenges, and opportunities to enhance program delivery and scale.
+ Conduct review of available evidence and data, generated through IRC or other partners, on key programmatic approaches to improve access and outcomes to childhood immunization programs in fragile and humanitarian settings.
+ Work with IRC's technical unit, Best Use of Resources and Monitoring, Evaluation and Learning teams to assess the availability, quality, and relevance of existing evidence and immunization data for population estimates and outcome and/or impact analysis.
+ Under the leadership of IRC's Health Unit experts, engage closely with IRC technical teams, including health, nutrition, and MEL staff, to gather input, validate findings, and ensure the consultancy outputs reflect operational realities.
+ Collaborate with IRC staff to translate complex internal and external evidence into clear, actionable insights.
Technical Guidance on Immunization Programming
+ Provide expert input on immunization strategies tailored to IRC's operational contexts, focusing on addressing challenges in fragile and conflict-affected areas.
+ Recommend approaches to integrate immunization services within primary healthcare systems, including maternal and child health, nutrition, malaria, WASH and others, ensuring alignment with IRC's health strategies.
+ Develop recommendations on innovative, evidence-based and cost-effective delivery mechanisms for immunization in hard-to-reach and underserved areas, leveraging IRC's existing platforms and partnerships. This can include mechanisms for targeting and target-setting, identification of zero dose and under-immunized children, demand generation, supply chain and cold chain management, facility and community delivery and other immunization enhancing approaches.
Costing and Cost-effectiveness
+ Work with IRC's costing, cost-effectiveness and immunization experts to provide input on analytical models and provide supplementary analytical support, where necessary.
Deliverable Development
+ Lead the development of evidence analysis, report and associated deliverables on options for IRC to strengthen and scale immunization programs/approaches in humanitarian, fragile and conflict-affected settings.
+ Tailor the deliverables to support IRC leadership and donor engagements, highlighting programmatic priorities and opportunities for scale.

Job Overview: The Preferred Communities (PC) Intensive Case Management (ICM) Program, funded by the Office of Refugee Resettlement (ORR) offers individualized case management to the most vulnerable IRC clients. In FY22 with additional funds from ORR, the IRC's ICM program created the Supplemental Case Management (SCM), a case management program that provides services to clients who exited their initial resettlement service period with additional need, but whose needs do not rise to the level of ICM eligibility. In FY23, the Virtual Supplemental Case Management (VSCM) Program was created to provide services to clients in need of case management who are outside the serviceable area of an IRC office or other resettlement agency and help local offices who need additional virtual support.
The Virtual Supplemental Case Management (VSCM) Coordinator will provide strengths-based, trauma-informed, and client-centered remote case management to clients located across the 27 IRC resettlement sites as well as clients located outside of the IRC catchment areas part of vulnerable groups: single-headed refugee households; survivors of domestic violence and gender-based violence; older refugees; youth and young adults without parents or permanent guardians; refugees experiencing mental health or psychological difficulties; refugees with physical disabilities or medical conditions; unanticipated refugee arrivals and secondary migrants; and refugees who identify as lesbian, gay, bisexual, transgender or queer (LGBTQ). The U.S. Institute of Peace is seeking two (2) research assistants from January to June 2025. As a part of the Governance, Justice and Security (GJS) team at the U.S. Institute of Peace, these positions will provide vital support to the Institute's efforts to develop and promote improved knowledge, tools, and policy recommendations for more effective strategies, policies, and programs that build sustainable peace. Human Rights First's Refugee Representation team seeks to sponsor a law student or recent law school graduate as a legal fellow for a one- or two-year fellowship commencing in fall 2025. We seek current law student applicants who intend to apply for Equal Justice Works, or another privately-funded, one- or two-year public service fellowship. Human Rights First is a nonprofit, nonpartisan advocacy and action organization committed to defending human rights. Our Refugee Representation team, which recruits and mentors lawyers to represent asylum seekers on a pro bono basis, is one of the largest and most successful programs of its kind in the country.
NATURE OF THE FELLOWSHIP
The fellow will work full-time in our Los Angeles, Washington, D.C., or New York office. They will report to one of our Supervising Senior Staff Attorneys, all of whom are experienced attorneys committed to providing mentorship and guidance throughout the length of the fellowship. Previous legal fellows with Human Rights First have had the opportunity to, among other things, represent clients in immigration court and before the Asylum Office; engage in representation and advocacy on behalf of detained asylum seekers; conduct research and advocacy on border policies impacting asylum seekers; and draft press releases, policy recommendations, and reports to advocate for systemic change of the asylum system, many of which have been reported in media outlets such as The Los Angeles Times, Washington Post and Buzzfeed News.

Coordinates with the Managing Editor and Editor-in-Chief to maintain a news and events calendar, determine editorial priorities and organize workflow, and work with the team on upcoming news opportunities and multimedia editorial packages on the Institute's web site to grow the web audience.
Assists the Managing Editor and Editor-in-Chief in tracking production of USIP.org content and prepares editorial and production reports for USIP programs and leadership.
Helps to ensure quality, consistency, and timeliness of all content for all audiences: internal, the general public, and critical stakeholders including foreign policy elites and policy makers.
Evaluates how available information can best be used to meet Institute strategies and objectives, helps identify opportunities for developing new information, and recommends strategies for presenting information.·
Ensure consistency of grammar mechanics and expression, formatting, logical organization and development, and general readability.
Performs other duties as assigned.
Qualifications
Bachelor's degree in journalism, political science, international relations or relevant field required, or an equivalent combination of education and experience; master's degree is preferred.
Minimum of six (6) years of experience in journalism, political science, international relations.
Minimum of 3-5 years of foreign policy/international relations experience, writing and editing communications, such as newsletters, articles, web content; reviewing written documents for accuracy; and ensuring they meet current organizational style, policies and practices.
A strong understanding of U.S. foreign policy, international relations and trends in global politics required; with a history of publishing article on foreign policy issues is strongly preferred.
Knowledge of best practices for digital publishing, including search engine optimization and headline writing.
Mastery of the Associated Press Style Guide and strong knowledge of Microsoft Office Suite (Outlook, Word, Excel, SharePoint, PowerPoint, and Teams).
Excellent communication (written and spoken), organizational, and time management skills, including cross-cultural, interpersonal skills; proven ability to engage effectively with authors/partners at the lowest and highest political, social, cultural, economic, and varying skill levels.
Project and task management - capacity to work on multiple, diverse and complex assignments, creatively problem-solve, and prioritize effectively with minimal supervision or collaboratively.
Ability to work as a team player in an extroverted and entrepreneurial environment.

The research associate will work under the direction of the senior fellow for digital and cyberspace policy.
The major responsibilities of this position will include (but are not limited to):
Monitor ongoing developments in technology policy, with a particular focus on AI governance, data privacy, voluntary principles, global/international digital governance mechanisms, information integrity, and national security.
Research, draft, and/or proofread articles, blog posts, news summaries, opinion pieces, white papers, memoranda, talking points, presentations, social media posts, and long-form analyses on a variety of topics in technology policy as requested by the fellow.
Provide administrative support to the fellow, including managing programmatic budgets, preparing for convenings and public presentations , coordinating travel, responding to media inquiries, and responding to requests for meetings.
Coordinate events, including preparing invitations, making travel arrangements, scheduling, corresponding with speakers and presiders, helping to prepare background papers and materials for distribution, and providing other logistical support.
Assist in managing program finances, including preparing budgets and tracking monthly statements, monitoring grant deliverables, creating and updating Excel spreadsheets, and preparing vouchers for reimbursement.
Coordinate effectively and collaboratively with departments across the Council on behalf of the fellow.
Providing support across departmental lines and for other fellows, upon request.
Perform any other duties or tasks as assigned or required.
Qualifications
Experience
BA or MA degree with high academic credentials, and/or strong experience in a related field.
0-3 years of related administrative and/or programmatic management experience.
Related Skills & Other Requirements
Proven organizational and management capacity, with exceptional attention to detail, the ability to see projects through to completion, a track record of promoting collaboration, and an entrepreneurial spirit.
Experience with budget management strongly preferred

The full-time annual compensation range for this position is $55,000 - $58,000, depending on experience.
