Expected duration 9 months Duties and Responsibilities The Office of Staff Legal Assistance (OSLA) is headed by a Chief who, without prejudice to his or her responsibility to provide legal assistance to staff members in an independent and impartial manner, is accountable to the Executive Director. Qualifications/special skills Advanced university degree (Master's degree or equivalent degree) in international law. The Department is undertaking a series of strategic reforms aimed at enhancing evidence-based planning, crisis foresight and operational agility across field operations. The national consultant's role is to provide local contextualization, facilitate stakeholder engagement, and contribute to the design, adaptation, implementation and follow-up to all IAM project activities in The Bahamas. Design and implement diagnostic activities in six local governments, including liaising with focal points to confirm participating entities and contacts, developing an implementation schedule and stakeholder engagement plan with national authorities, and reviewing existing sectoral or national frameworks relevant to IAM in The Bahamas to contextualize the assessment. 2. Apply the UN IAM Diagnostic Tool to six select local governments, including supporting self-assessments by participating entities, conducting on-site interviews and document reviews, guiding staff in identifying current practices, roles, systems, and gaps across policy, finance, climate risks, and service delivery, and ensuring meaningful participation from technical, financial, and leadership personnel. 3.
