The incumbent participates in the development of Departmental programs and initiatives to ensure accessibility for deaf employees and also serves as a sign language interpreter. Responsibilities Major duties for this position include but are not limited to the following: Interprets/transliterates using either a manual code for English or American Sign Language in an interpreting/transliterating situation utilizing the communication mode of the deaf/hard of hearing individual to facilitate communication most effectively between the hearing and deaf and hard of hearing. Participates in development and implementing strategic plans in support of achieving deaf and hard of hearing program objectives. Participates in analyzing and evaluating the impact of management and administrative practices on WECO business operations, processes, and work products related to the offering of ASL interpreter services; participates in establishing thresholds in objective values for each measure and assists in developing a methodology for capturing data and information for baseline processes; assists in preparation of reports based on findings; assists in development of new and revised business processes; and coordinates with the team to ensure the implementation of actions or changes based on knowledge of management's views and objectives. Advises the team lead, RARC Branch Chief, the WECO Manager, and the WECO Deputy Director on available options for providing customers with interpreting services and the accessibility standards required in the procurement process, based on GSA' s general guidance. Participates in the development of detailed execution plans and assists in communication of plans to stakeholders, as well as assists to ensure accountability of plans. Assists in the development of plans for the implementation of new processes and surveys to collect feedback from the affected employees and managers. Participates in the establishment of metrics for measuring the effectiveness of specific organizational tasks and responsibilities which include (1) measures of performance, (2) measures of success, and (3) measures of effectiveness. Participates in the analytical and evaluative work concerning the planning, development, and execution of the interpreter/transliterator program, and participates in devising solutions to increase accessibility to DOL programs for the deaf and hard of hearing community. Assists in the identification of existing barriers that prevent the deaf/hard of hearing community and other disabled persons from being provided effective reasonable accommodations and assists in the development of survey instruments and other assessment tools designed to measure the accessibility of DOL programs to the deaf and hard of hearing community and other disabled persons. Based on observations and findings, participates in the development and implementation of WECO office policies and procedures for securing interpreter services throughout DOL and participates in the development of specific protocols for managers and supervisors for securing interpreter services effectively in a timely fashion. Independently performs all steps associated with processing and disposition of reasonable accommodation requests related to ASL interpreter services. Works with key stakeholders to identify /improve current reasonable accommodation programs/program compliance. Analyzes performance measures, identifies trends in performance statistics, and requests explanations from other organizational sectors based on these analyses. Responsible for ongoing review of performance, quality, and workload measures included in program productivity reporting and makes recommendations for improved metrics to better reflect the nature of their business. Develops new metrics to incorporate into existing measures.
