This recruitment announcement is for 2 home-based full-time, permanent Construction Project Coordinator 4 (CPC 4) positions. Join our Construction Review team. The Plan Reviewer (CPC 4) works within the division of Health Systems Quality Assurance and Office of Community Health Systems in the Construction Review Services unit. You will provide technical assistance to health care facilities and their consultants related to compliance with state and federal standards and national best practices. Make a difference using your expert level skills on complex projects. Lead project review teams composed of peers to complete large tasks and help us ensure the safety of healthcare facilities! The priority of the Division of Health Systems Quality Assurance and the Office of Community Health Systems is to support that mission by helping to prevent injuries, develop health systems and improve patient safety. This includes working with people to ensure that healthcare facilities are constructed to support safe and healthy patient care. As a key member of the Construction Review Services unit, you'll work with other Office and Divisional staff, construction and building design professionals, the public, and local, state and federal authorities. Key Responsibilities Include * Administering complex advance planning for construction projects seeking state licensure and potentially federal certification. Coordinating between multiple offices, state agencies and local government. * Review and evaluate construction documents and functional programs to verify compliance with applicable State and Federal codes and regulations. This includes, but is not limited to the following reviews: Architectural; Fire and Life Safety; Mechanical / Electrical; Public Health * Lead the review of the most challenging (due to size, complexity contentious nature, etc.) health care facility construction and remodeling projects, as assigned -tracking 300+ projects per year. * Prepare written reports of project citations to be resolved by the project applicants. Reports must be clear, cogent, accurate and factual. Explain program decisions to customers in a manner appropriate to target audience. * Produce consistently accurate reviews with high throughput, averaging 4-5 submission reviews per week over the course of a year. * Prepare analysis and recommend action to upper management for exemption requests. * Leading preliminary, intake, and feasibility plan review conferences with owners, architectural firms, professional engineers and staff, both at project sites and through remote meetings. * Meet with applicants to promote early involvement. Clearly identify the scope of review and applicable rules. Identify potential citations and roadblocks to approval. Propose solutions by suggesting alternate methods of compliance. * Engage local authorities having jurisdiction (building departments, planning and development departments) to coordinate reviews and eliminate duplication. * Collaborate with Washington Association of Building Officials, International Code Council and Washington State Building Code council to promote consistency. Successful candidates will be required to travel occasionally (2-3 times a month) to construction sites across the state. Occasional drop-in space may be available at the nearest DOH office when not working remotely from home or in the field. Required Qualifications You must meet ONE of the options provided and any additional criteria listed. Experience may have been gained through paid or unpaid activities. Option 1: 10 years' experience in managing and administering regulatory compliance and facility management operations within heath care facilities. Ability to read and interpret construction plans. AND Certification as building official or equivalent within 18 months of initial hire. Option 2: 3 or more years' experience in health care regulation and inspection at the Construction Project Coordinator 3 level or equivalent, in which the incumbent independently reviewed plans, interpreted codes, resolved enforcement issues and met projected timelines. AND Certification as a building official or equivalent licensure/certification. Option 3: A bachelor's degree involving major study in architecture, engineering, or closely allied field; and six years' experience in reviewing plans for compliance with construction and code requirements. AND Certification as a building official or equivalent within 18 months of initial hire. As well as the following knowledge, skills, abilities, and competencies: * Knowledgeable and understands the intent of the codes governing the built environment, including International Codes, National Fire Protection Association and Facilities Guidelines Institute. * Knowledgeable and understands the intent of the WACs and statutory requirements for applicable licensing programs. * Able to look at alternate methods and materials with an open mind. * Able to propose changes to codes or standards in a manner which is substantiated with facts and applicable. * Able to collaborate with internal and external parties - Includes ability to: build support from community partners; understand and address the agenda of others; and assert the position of the department. * Healthcare Construction Knowledge - Has knowledge of general construction practices; architectural, mechanical, and electrical design; and enforcement of Fire & Life Safety codes. Knowledge of the physical environment of healthcare facilities as it relates to medical function, clinical practice, infection control and sanitation. Preferred/Desired Qualifications * Licensed architect within the state of Washington or other state within the U.S. * Skilled in the following computer applications: This has been achieved through a minimum of two years of experience. * Use of spreadsheet software, such as Microsoft Excel, to create, modify, print, and format spreadsheets, find and replace data, and work with basic formulas and functions. Use templates, styles, AutoFormats, and multiple worksheets. * Use of word processing software, such as Microsoft Word, to create, format, edit, preview, print, and save documents. Use standard functions to select, edit, copy, paste, format, and spell check text. Create bulleted and numbered lists, indent and align paragraphs, and use bordering and shading features. * Electronic Mail: Experience composing, sending, and responding to electronic mail and utilizing e-mail program functions, such as Outlook to coordinate schedules and schedule meetings. * Internet: Experience navigating the internet to find and download information. * Demonstrates willingness and capacity to learn other computer applications and systems including presentation software, database software, PDF reviewing and editing software, and web-based programs and applications.
