Project Overview: REI is supporting an IT moderization project for the Department of Transportation. Position Overview: REI Systems is seeking an experienced and dynamic Program Manager to join our team. We partner with government agencies to provide high-quality IT services and support. The Program Manager will be responsible for overseeing the planning, implementation, tracking and management of technology projects for the Department of Transportation. This role requires excellent leadership, communication, and organizational skills. Manage all aspects of IT projects from planning through execution, serving as the primary point of contact for DOT stakeholders and facilitating communication between technical teams and government representatives. Responsibilities include providing program management to plan, manage, monitor, and control IT operations, service delivery, and optimization and modernization initiatives. Maintain, modify, and evolve program strategy to align with IT objectives for the DOT while managing risk, budget analysis, and scope to ensure successful outcomes. Oversee financial planning, forecasting, and corrective actions to ensure the program adheres to budget constraints. Collaborate with teams to plan and implement projects, define tasks, and manage timelines while tracking deliverables. By working with the technical architect, drive standardization and the reduction of variability in technologies and modernize architecture. Also work with product owners to develop roadmaps, release plans, and sprints, managing risks and dependencies for optimization and modernization efforts. Required Qualifications: Deep understanding of the Department of Transportation marketplace and modes including FHWA, FRA, NHTSA, FTA, FMSA etc. Project Management Professional (PMP) certification or equivalent. A minimum of 12 years of experience in the IT field, with at least 10 years of managing multiple cross-disciplinary IT teams on large complex, high visibility programs Demonstrated ability to monitor the progress of multiple concurrent and highly visible projects and requirements with the ability to recommend or take required corrective actions; skilled at-risk identification and management; and communicate effectively to the customer, stakeholder and project team. Extensive experience managing a multiple award IDIQ contract(s) Proven experience using project management frameworks and Agile development methodologies Demonstrated track record of delivering high visibility, challenging projects successfully Outstanding verbal and written skills Excellent time management and ability to juggle multiple tasks under strict deadlines Demonstrated track record in building cross functional IT teams and strong understanding of IT infrastructure, software development and project management methodologies Ability to work with Government POC's to present complex technical ideas Exposure to responding to government solicitation through RFP's and RFI's Experience using Agile lifecycle management tools such as a JIRA Must be a US Citizen or Permanent Resident and able to obtain government security clearance. Key Responsibilities * Lead the development of prime and subcontractor price proposal submissions for complex information technology contracts in the federal, state, local, and commercial domains. * Lead and oversee pricing activities to produce fully compliant, complete, compelling, and awardable Cost/Price Volume narrative and pricing files, from pre-RFP through award. * Collaborate effectively and efficiently with diverse Pursuit Teams, including corporate Executives, Business Units (Technical and Management Teams), Solution Architects, Proposal Operations, Business Development, Capture, Finance, and Contracts. * Fully understand and address solicitation requirements to ensure 100% compliance. * Participate in and lead pricing proposal, solution development, and compliance meetings, including pricing strategy discussions, bid/no-bid decisions, price-to-win, and reviews (e.g., pricing, risk, color team, etc.). * Work with Pursuit Teams to develop the opportunity pricing strategy and all required price proposal artifacts, including Level of Effort (LOE) workbooks, models, and compliant proposal pricing deliverables. * Apply contracting and pricing principles and best practices to develop cost/labor models using advanced Excel skills and various data sources. * Perform analysis of wrap rates, profit and loss, and competitive pricing. * Support Solution Architect, Technical, and Management Teams in the analysis of estimates of labor, materials, equipment, and other direct costs. * Lead Price to Win (PTW) efforts for complex, competitive opportunities. * Coordinate with Proposal Managers to produce realistic pricing schedules that align with solution development schedules and manage all pricing activities to ensure schedule adherence. * Conduct competitive pricing research. * Ensure proper knowledge management of all files. Qualifications Qualifications: * Bachelor's Degree or equivalent experience (i.e., Business, Finance, Accounting, etc.) * 5-7 years of experience in federal government contracting proposal pricing development on complex bids * 7 years of experience using the MS Office Suite with expert-level Excel qualifications * Proven experience leading and winning competitive pricing efforts in the federal market valued at over $20 million * Understanding of GWAC pricing, schedule pricing, multi-year pricing, SaaS pricing, and other business models * Familiarity with large company pricing processes and experience in adapting them to mid-sized realities * Understanding of T&M, CPFF, CPIF, CPAF, FFP, and LH contracts * Good working knowledge of FAR/DFAR, CAS, DCMA/DCAA, and estimating methodologies * Ability to effectively and efficiently lead and facilitate meetings and working group sessions with diverse participants * Excellent interpersonal and written and verbal communication skills * Enthusiastic, collaborative, and team-oriented attitude * Ability to work independently and as a team member * High standards for quality and attention to detail * Demonstrated track record of problem-solving skills * Demonstrated ability to apply lessons learned to new opportunities * Ability to develop and manage complex schedules * Ability to multi-task in a fast-paced environment without negatively impacting quality, precision, or compliance * Ability to work well with remote teams. * Ability to work some nights and weekends.
