Compensation:
Hourly Rate: $20 - $26 per hour (Weekly Pay) Commensurate with experience and performance
Travel Time: Travel commute time is compensated at 85% of regular hourly rate, after standard commute deduction
Mileage Reimbursement: $0.50 per mile for all portal-to-portal and mobile surveillance mileage

As a Criminal Investigator, at the full performance level, you will perform the following duties:
* Conduct and coordinate high-level comprehensive investigations involving individuals, groups, or large organizations operating at a local, national, or international level.
* Use electronic surveillance, interviews, polygraph examination, and physical surveillance to obtain evidence in investigative cases.
* Make arrests, confront multiple suspects, and secure scenes sometimes under potentially dangerous and hazardous environments.
* Take part in securing signed statements, affidavits, and documentary evidence for inclusion in reports or case records.
* Prepare sworn testimony on behalf of the government in criminal and federal grand jury cases.

Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing these duties:

Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher level graduate education leading to such a degree. Combination of Education and Experience: A combination of successfully completed graduate level education beyond the first full year and experience as described above that when combined meets 100% of the requirement. HSI Special Agent Basic Training: A mandatory component of continued employment is the successful completion of Basic Training, which consists of the Federal Law Enforcement Training Center (FLETC) Criminal Investigator Training Program (CITP) and the HSI Special Agent Training Program (HSISAT). The training is approximately 22 weeks in total. You may be temporarily reassigned to a non-law enforcement position if you fail to complete basic training.
Physical Fitness Testing (PFT): A pre-employment Physical Fitness Test (PFT) will be administered. A passing score is required. If you have failed a PFT, you are not eligible for consideration for 12 months from the closing date of the announcement in which you applied that required the PFT. Additionally, a PFT will also be administered at FLETC during Basic Training. Every trainee must pass the PFT during training.
Polygraph: ICE has designated this position for polygraph testing which you may be required to submit to and successfully complete as a pre-employment requirement. If referred for polygraph testing, you will be required to travel to a testing location at your own expense. If you previously had an unsuccessful polygraph examination administered by ICE within the last 365 days, ICE will use those results which will remove you from continuing in the hiring process.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet these standards, all selected applicants must undergo and successfully obtain and maintain a background investigation for Top Secret as a condition of placement into this position. Law Enforcement Availability Pay (LEAP): This position may require substantial amounts of irregular or occasional overtime. The DDS Investigations Unit receives more than 6,000 allegations of abuse and mistreatment per year on behalf of people with intellectual and developmental disabilities. Allegations range in severity from those alleging low-level program issues that pose no immediate risk to criminal conduct like rape, indecent touching, assault and battery, and theft. A DDS Staff Investigator is charged with fairly, thoroughly, and efficiently investigating complaints of abuse, abuse per se, assault, and financial exploitation to determine whether an allegation is substantiated or not based on the evidence gathered. The investigations may involve, but may not be limited to, omission of care, human rights violations, injuries of unknown origin, failure to provide for basic needs, and various crimes against the person or property.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
* Review allegations to create an investigative plan and perform an immediate risk assessment to ensure that timely recommendations for protective services are made to protect DDS clients who are alleged victims.
* Travel to and from various sites throughout the Commonwealth to conduct interviews and gather documentation and other evidence to aid in determining whether an allegation is substantiated or not.

Job Summary
The Investigator I is an essential team member of the Special Investigation Unit (“SIU”) responsible for leading complex provider investigations related to fraud, waste, and abuse, and developing action plans to address the investigative findings and prevent future loss. This role will be responsible for conducting high-volume Pre-Payment Fraud Waste & Abuse (“FWA”) investigations under the direction of the Manager, FWA Prepayment Review. The Investigator I works closely with other members of the SIU to set investigative priorities, develop effective investigative strategies and techniques, and recommend measures to address new and evolving schemes.
Job Description
Key Responsibilities/Duties - what you will be doing (top five):
Conducting prepayment investigations, involving internal and external research, detailed data analysis, review of medical records, and interviews of members, providers, and other third parties.
Navigating prepayment processes involving existing and upcoming FWA schemes.
Handling substantial prepayment claims including extensive administrative tasks, review of medical records, and communicating with providers through the prepayment Hotline.
Applying laws, regulations, plan policies and guidelines, contract provisions, coding rules, coverage rules, and industry standards to information gathered during the investigation.
Preparing reports of investigative findings and reporting investigative findings to providers.
Working with SIU management to educate providers, recover overpayments, take action to prevent future loss, and monitor provider activity post-investigation
Identifying root causes of fraud, waste and abuse and recommending internal and external corrective actions to address these root causes.
Recommending investigative priorities, strategies, and techniques.
Working with the analytics and intake team to develop and refine data mining to address new and evolving schemes.
Sharing expertise and promoting investigative best practices among SIU management and staff. Educating and collaborating with various business units to raise awareness of potential FWA concerns.

Qualifications - what you need to perform the job
Certification and Licensure
Certified Professional Coder (“CPC”); Certified Fraud Examiner (“CFE”) designation a plus.
Education
Required (minimum): Bachelor's degree
Preferred: Degree in a clinical or scientific field, business, accounting, computer science, or criminal justice
Experience
Required (minimum): 1-3 years' related experience in health insurance fraud investigations.
Preferred: Related experience in audits/investigations.
Skill Requirements
Ability to produce clear, concise, and well-organized documents.

Working Conditions and Additional Requirements (include special requirements, e.g., lifting, travel):
Must be able to work under normal office conditions and work from home as required.
May be required to attend meetings at other company locations or other external meetings.
May be required to perform on-site evaluations of provider practice locations
Work may require simultaneous use of a telephone/headset and PC/keyboard and sitting for extended durations.
May be required to work additional hours beyond standard work schedule.

Salary Range
$56,216.00 -$84,324.00

The annual base salary range provided for this position represents a range of salaries for this role and similar roles across the organization. The actual salary for this position will be determined by several factors, including the scope and complexity of the role; the skills, education, training, credentials, and experience of the candidate; as well as internal equity. As part of our comprehensive total rewards program, colleagues are also eligible for variable pay. Eligibility for any bonus, commission, benefits, or any other form of compensation and benefits remains in the Company's sole discretion and may be modified at the Company's sole discretion, consistent with the law.
