To assist in the identification, review, and investigation of fraud and cyber-related incidents, and insider threat activity, across Navy Federal's digital and operational environments. Assist and where required lead broader investigations into unauthorized access, data exfiltration, and malicious insider and risky behaviors to protect Navy Federal's information systems and member data. Assist with adherence to applicable cybersecurity regulations and corporate security policies.
Responsibilities
Investigate insider threat indicators and cyber risks (e.g., unauthorized disclosures, suspicious activity, data misuse, foreign influence, and compromise of sensitive information) from multiple channels and referral sources
Partner with Information Security on investigations into cyber incidents
Liaison with Information Security teams and leverage advanced forensic analysis of digital evidence
Develop investigative strategies for complex cyber-enabled fraud and insider threat cases, ensuring timely resolution and compliance.
Collaborate with cybersecurity teams, threat intelligence analysts, risk team, and legal counsel to identify vulnerabilities exploited by insiders or external actors.
Leverage output from insider threat detection tools, monitoring capabilities, and investigative workflows.
Participate in root cause analysis of cyber incidents and recommend preventive measures to reduce recurrence.
Prepare comprehensive technical and investigative reports for executive leadership, regulators, and law enforcement.
Collaborate with and support Security, Governance, and Risk on the development of cyber and insider threat awareness programs for employees and contractors.
Collaborate with Information Security to monitor emerging cyber threats, attack vectors, and insider risk trends; integrate findings into investigative methodologies.
Coordinate with federal agencies, industry partners, and law enforcement to share intelligence and best practices.
Preferred: Investigate fraud-related activities as needed, leveraging expertise in fraud detection and prevention.
Qualifications
Credentialed federal agent (former/retired)- cyber support to counterintelligence investigative and operational authorities and experience
Bachelor's degree in Cybersecurity, Computer Science, Digital Forensics, Criminal Justice, or related field, or equivalent combination of education and experience.
Extensive experience in cyber investigations, digital forensics, and insider threat detection within corporate or government environments.
Knowledge of cybersecurity frameworks (e.g., NIST CSF, ISO 27001) and insider threat program standards.
Proficiency in forensic tools and techniques for analyzing digital evidence (e.g., EnCase, FTK, X-Ways, Splunk).
Strong understanding of network architecture, access controls, and data protection measures.
Expert skill in investigative techniques, evidence handling, and chain-of-custody protocols.
Ability to communicate complex technical findings clearly and concisely to senior leadership.
Position based in Navy Federal Headquarters, Vienna, VA campus.
Preferred: Experience in fraud investigations within financial institutions.

The Department of Code Compliance (DCC) responds to over 8,000 complaints each year related to property maintenance, unpermitted construction, zoning, and other violations of county code. DCC seeks compliance with county/state codes and ordinances in achieving the mission of the agency: to promote, protect, and maintain a healthy and desirable living environment in Fairfax County. The work of the agency is further guided by an annual Equity Impact Plan, in conjunction with the county's One Fairfax Policy and commitment to consider equity when making policies or delivering programs and services.
As certified by the Virginia Department of Housing and Community Development (VDHCH) and/or appointed by the relevant code official to do so on their behalf, this position conducts research and field investigations. Interviews with residents/community and gathers evidence. Applies a variety of investigative techniques regarding alleged code violations - to include preparation of material for testimony in court and/or other adjudicative bodies (e.g. Board of Zoning Appeals; Local Board of building Code Appeals). Investigators issue formal notices of violation and will communicate with those found in violation to advise of the nature of the violation and provide information on methods to achieving compliance. Investigators are responsible for placarding unsafe premises when necessary. In order to provide educational and other information to support the activities of the agency, investigators must communicate with other stakeholders. This includes complainants, the general public, Board of Supervisor's staff, and outside governmental agencies. May train new employees and provide support to the team in the supervisor's absence. Condemns and placards unsafe structures which are dangerous to life, health, and safety of occupants and the public and board up entrances and openings into the structure;
Conducts follow-ups to ensure that violations have been abated or court ordered mandates have been implemented;
May assist in the preparation and/or review of draft amendments to the Zoning Ordinance;

similar area of criminal activity is required. An undergraduate degree is required. The SFI and
FI must possess working knowledge of current financial investigative techniques, including
the use of commercial databases and other sources of information, and a valid driver's
license. Foreign language skills are preferred.
Forfeiture Support Services
(a) Develop the forfeiture processes and procedures associated with an on-going financial
investigation. This support shall include the introduction of specific tools and techniques to
analyze financial information. The contractor will provide advice and guidance to fully
develop the forfeiture aspects of an ongoing investigation. Advice and guidance include,
but is not limited to, education of the investigating agencies' agents on specific tools and
techniques utilized to analyze financial information. Tasks performed to meet this
requirement would include informal and formal training sessions based on the contractor's
content or design and distribution of reference guides.
(b) Analyze financial records obtained by the Investigating Agencies through internal and
external data bases and submit reports documenting the results, when requested.
Specifically, the contractor will review bank statements; deposits; and debit transactions,
including checks, letters of credit, Currency Transaction Reports (CTR), loan applications,
and related records that are obtained pursuant to Federal and State subpoenas and search
warrants executed by the Government. The contractor will review the documents to
determine hidden assets and false statements that are used to hide illicit assets from
investigators and to make the assets appear to
be legitimate.
(c) Review, process, and analyze information sufficient to 1) assist in determining the
amount to seek for forfeiture; 2) identify and trace assets during the course of investigations;
and 3) assist the Government in perfecting its interest in the property.
(d) Assist in the location and repatriation of assets that are subject to forfeiture.
(e) Identify the individuals and entities making deposits and all related bank accounts,
properties, investments, and any other assets that may be identified from the
documentation.
(f) Maintain detailed case documentation and database files of financial investigative
research to trace proceeds of criminal activities and investigative interests in targeted
property.
(g) Research and analyze information derived from various investigative and business-related
automated systems including, but not limited to, Choice Point, Autotrack, TECS, FINCEN,
CLEAR, THREADS, Accurint, ISYS, Lexis-Nexis, PACER, CourtLink, West Law, NADA,
Used Price.com, and other Internet capabilities (e.g., law enforcement databases to provide
forfeiture specific case support to the Government in civil and criminal forfeiture matters).
Examples of research and analysis activities include: analyzing and documenting the
ownership interests of targeted properties; analyzing financial records to trace the proceeds of
criminal violations to their current form; creating a data base from financial records to
document the source of targeted property; preparing seizure warrants, civil complaints, and
forfeiture counts; preparing exhibits on the source and ownership of targeted property;
documenting and cataloguing evidence on the source and ownership of targeted property; and
identifying, analyzing, and documenting potential substitute assets.
(h) Research and identify assets utilizing various Social Media and Cyber research tools.
(i) Provide additional services, including the parsing of dialed number strings, to identify

What You will Do:
In this role, you will conduct field surveillance investigations by observing, tracking, and documenting subjects' activities, capturing detailed video evidence, and preparing comprehensive reports for client review.
Conduct surveillance by monitoring, tracking, and recording subjects during daily activities
Perform both vehicular and on-foot surveillance while maintaining complete cover and discretion
Develop and execute pre-surveillance planning tailored to each location and case
Record and document investigative findings through video and detailed written reports
Capture subjects in a variety of environments, such as public spaces, events, and workplaces
Submit comprehensive reports and video evidence within required timeframes
Communicate consistently with team leaders regarding positions, observations, and tactical strategy
Utilize digital surveillance equipment, web-based technology, and investigative software
Maintain confidentiality and professionalism while representing Command Investigations
Uphold safety standards and adhere to all legal and ethical requirements during surveillance operations

What You Will Bring:
1+ years of demonstrated Private Investigator experience, not including law enforcement, military, etc.)
Must be 21 years of age or older
Valid driver's license with clean DMV record

Must carry personal auto insurance with liability limits of 100k/300k/100k
Proficient reading skills and ability to follow directions required
Must be able to work independently, provide excellent customer service, and demonstrate strong interpersonal, organizational, and multi-tasking skills. Flexibility and effective time management are required
Ability to work holidays, weekends, and overtime required
Regular, predictable, and full attendance, as assigned, is an essential function of the job
Willingness to travel and work the required schedule, starting as early as 3:00 AM

Requirements
SKILLS AND QUALIFICATIONS

Job Description
Allied Universal is hiring a Surveillance Investigator. The Surveillance Investigator will perform discreet mobile and stationary surveillance of a Claimant to confirm current activities and capabilities to assist with the administration of an Insurance claim.
Private Investigator's license required prior to applying.
Must possess a valid driver's license with at least one year of driving experience
RESPONSIBILITIES:
Conduct independent investigations of insurance claims across a range of coverage types, including workers' compensation, general liability, property and casualty, and disability
Utilize various surveillance techniques and equipment to monitor subjects covertly
Document and report observations, activities, and any relevant information in a clear and concise manner
Collaborate with other investigators and law enforcement agencies as needed to gather information and coordinate efforts
Maintain confidentiality and adhere to legal and ethical standards in conducting surveillance operations
QUALIFICATIONS (MUST HAVE):
High school diploma or equivalent
Post offer, must be able to successfully complete the Allied Universal Investigations' training/orientation course
Prior educational or professional exposure to witness interviews or video monitoring
Prior educational or professional incident reporting and/or investigations experience
Flexibility to work varied and irregular hours/days including weekends and holidays
