The Position
Under direction, supervise, plan and coordinate certain activities and operations of Purchasing and Warehouse operations. Manage and organize Oracle and Maximo work order system integration. Process Purchase Requisitions and Purchase Orders for assigned buying departments. Participate in development and implementation of goals, objectives, and policies for Purchasing and Warehouse operations. Assist with technical support and provide information to departments related to Purchasing issues including utilization of the District's computer financial system.

Receives general supervision from assigned supervisory or management personnel. Exercises direct supervision over staff.
DISTINGUISHING CHARACTERISTICS
The Purchasing Supervisor is distinguished from the Buyer series positions by the following:
* Supervises Warehouse functions and Maximo work order system integration.
* Coordinates Maximo reporting requirements into purchasing and inventory modules.
* Coordinates and manages complex purchasing contracts and projects.
* Manages Purchasing Department in manager's absence.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Directs activities of warehouse functions, including shipping and receiving, inventory levels, multiple inventory locations and material replacement. Administers daily the computer inventory system, including posting materials received to and distributed from inventory, as well as overall monitoring of Oracle and Maximo work order system integration and operation.
Assists in the development and implementation of goals, objectives, policies and priorities for assigned programs; update Purchasing manual and procedures in accordance with District procurement policy, rules, regulations, and guidelines.
Plans, organizes, leads, trains and evaluates performance of assigned staff.
Conducts bi-annual warehouse physical inventory, reconciles discrepancies between physical counts and computer records.
Maintains recordkeeping and issuance of emergency repair materials for the District's Emergency Preparedness Program, including purchasing, storage and maintenance of critical items. Serves as Logistics Chief during declared emergencies.
Works with Information Services to design, evaluate, and develop detailed user requirements and enhancements to purchasing modules of the District's computer financial system; defines user trainer and implementation needs; implements system changes.
Manages multiple inventory warehouses for Oracle and Maximo support. Writes and awards contracts per IRWD policies and procedures.
Subject matter expert for Oracle iProcurement, Purchasing, Inventory and Maximo modules, as well as other systems that may be implemented.
Oversees District-wide employee uniform program.
Attends and participates in professional group meetings, stays abreast of new trends and innovations in the field of Purchasing and Warehouse Management.
Department representative for IRWD Standard Specifications Committee. Administers implementation of standard specifications materials as it relates to the purchase of those materials for inventory.
Solicits and interviews new suppliers per supplier assessment process.
Acts as Purchasing Manager in his/her absence.
Comply with safety work-related practices and attend relevant safety training.
Perform other related duties as assigned.

MINIMUM QUALIFICATIONS
Education and Experience:

The Position:
Under general direction, this position is responsible for developing, implementing, and managing the District's community relations program.
IRWD's community relations program is one of the key components of the District's overall public policy engagement and communications strategy. It is a primary element in the District's ongoing policy leadership at the local level.
This position is responsible for building and sustaining relationships between IRWD and community leaders, groups, and stakeholders across the District's service area so that they know IRWD, have direct contact and interaction with IRWD, and recognize IRWD as a community partner, resource, and water/wastewater infrastructure policy and service leader by:
* Strategically creating a more visible and active IRWD community presence within the District's service area and Orange County;
* Engaging and building strong relationships with community groups, regional associations, and local community leaders;
* Initiating outreach to key segments of the Orange County community and IRWD's service area that are less familiar with the District;
* Coordinating with other IRWD departments on strategic communications so that these communications properly address and reach segments of the community less familiar with the District; and

Community Presence and Stakeholder Engagement:
Develops and maintains a strong community relations and engagement strategy, which cultivates positive relationships for the District with the communities it serves and the stakeholders it works with.
Builds strong relationships with members of the community, key individuals, and other Orange County organizations (e.g., Rotary Clubs, Exchange Club of Irvine, etc.) across IRWD's service area and the County. Be a principal ambassador for IRWD within the community.
Local and Regional Associations:
Increases and maintains IRWD's presence and participation within regional associations, serving as an IRWD staff representative to local and regional associations and groups including, but not limited to, Asian Business Association of Orange County, Black Chamber of Commerce, canyon community groups, COAST, Fire Safe Council, Greater Irvine Chamber of Commerce, ISDOC, Lake Forest Chamber of Commerce, League of California Cities / Cal Cities, Newport Beach Chamber of Commerce, Orange County Business Council (Infrastructure Committee & backup on Gov't Affairs Committee), South Orange County Economic Coalition, Sustain OC, Tustin Chamber of Commerce, WACO, and the like.
Local Government Outreach:
Coordinates and implements, in partnership with the Director of Strategic Communications and Advocacy/Deputy General Counsel, the District's ongoing local government relations outreach and advocacy program. On behalf of the District, act as a local government liaison for the County of Orange, cities, and special districts, building relationships and working together on policy issues and projects of mutual interest.
Coordinates meetings of IRWD Board members and management with local elected officials. Develop and sustain strong relationships with County, city, and special district staff. As needed, monitor and report on local governance proceedings (e.g., council meetings, water agencies) of interest to IRWD.
Strategic Communications:
Produces presentations and outreach communications as needed specific to the community relations program.
Arranges, prepares, and delivers presentations and tours to various industry groups, community, civic groups, and other stakeholders.
Coordinates larger strategic communications outreach efforts on behalf of the District, including larger capital projects, District policies, and other initiatives.
Department Activities:
Assists with other activities of the Strategic Communications and Advocacy Department, as appropriate.
Runs the District's Speakers Bureau, IRWD Connect, and Community Facilities Program. Manage IRWD's exhibit and booth presence at various events and manages association memberships and event sponsorships on behalf of the District.

US Salary Range
$220,000 - $292,000 USD

Schedule: 9/80 Monday through Friday /Every other Friday off. Monday through Thursday 9 hours per day, 8 hours per day every other Friday. Start times are no earlier than 6 am and end times are no later than 6 pm.
Hybrid: Metropolitan's current practice in this position is a hybrid work schedule. This typically includes two days a week in person and the other days remote. This is subject to change dependent on organizational needs. EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS
Education and Experience:

Performs corrective, preventive, and predictive maintenance, testing and calibration on analyzers, leak detectors, telephonic public address (PA) systems, fire systems, security systems, radio equipment, standby generators, personal air monitoring equipment, motor bearings, services, motor control panels, distribution panels, electrical components, instrumentation; screens, valves, gates, dampers, actuators, boilers, conveyers, HVAC, and other related equipment and appurtenances on a regular basis.
Schedules, oversees, inspects work performed by contractors and vendors; specifies tasks to be performed; monitors compliance testing and performance issues associated with the contract; and assists in project or contract completion.
Maintains comprehensive logs on completed maintenance; researches components and products; requisitions and maintains an adequate inventory of necessary spare parts, shop, and vehicle supplies.
Reviews and updates electrical plans, specifications, wiring diagrams, and schematics.
Programs, troubleshoots, and modifies programmable logic controllers (PLCs), Supervisory Control and Data Acquisition (SCADA), and distributed control systems (DCS).

EDUCATION:

Electrical/Instrumentation I - Two (2) years of experience performing skilled electrical and/or instrumentation work.
Electrical/Instrumentation II - Four (4) years of experience performing skilled high and low voltage electrical and/or instrumentation work in a water/wastewater facility or an industrial setting.
