Job Description
Oversee all personnel to ensure compliance with the contract's Performance Work Statement (PWS).
Manage and coordinate Agile software development practices, including tracking velocity charts, sprint metrics, defect reports, Epics, and user stories throughout the development lifecycle.
Facilitate effective communication between Government stakeholders and contractors, ensuring alignment with objectives, transparency, and timely reporting.
Track and document Task Order (TO) requirements and activities using proven industry methodologies to enable continuous government evaluation.
Plan and execute seamless transitions across program phases with minimal disruption to government services.
Provide comprehensive leadership, including administration, quality assurance, and daily oversight of IT and cybersecurity personnel.
Direct the development, enhancement, deployment, and maintenance of complex software and information systems tailored to evolving government needs.
Lead system development within AWS GovCloud, supporting systems with Authorization to Operate (ATO) and compliance with DoD Cloud Computing Security Requirements Guide (SRG) at Impact Levels (IL) 2, 4, and 5.
Oversee IT operations across multiple environments: Development and test, Pre-production, Production, Non-production and production through secure VPN access
Ensure deployment of production-ready software that meets all government requirements, performance benchmarks, and UX standards.
Drive initiatives around modern content management systems (CMS), business intelligence tools, and advanced analytics capabilities.
Develop responsive design frameworks that function effectively on mobile platforms.
Conduct user experience (UX) research and apply human-centered design principles across digital solutions.
Collaborate in a shared AWS GovCloud environment, supporting multi-disciplinary IT, cyber, operations, and development functions in line with DoD and U.S. Cyber Command requirements.
Minimum Requirements
Active DoD Secret Security Clearance
Bachelor's degree in business, management, or a related field
Minimum of 9 years of experience managing technology and cybersecurity programs and projects of similar scope and complexity that directly supported the Department of Defense military community
Possess at least one of the following certifications: Program Management Professional Certification (PgMP), Project Management Professional (PMP)
Demonstrated experience with: Agile/iterative development, Cloud (AWS GovCloud preferred), Cybersecurity compliance frameworks (DoD SRG, IL2/4/5), UX and responsive design
Strong leadership and cross-functional team collaboration skills
Excellent verbal and written communication skills, particularly in government-facing roles
Desired Experience/Certifications
Minimum of 8 years of experience leading transformative IT/DevSecOps initiatives and championing end-to-end modern iterative software development solutions

Responsibilities
Support N2N6 with the creation and modification of governance procedures to manage and synchronize the efforts of the Navy's Functional Area Managers (FAMs) and Information Officers (CIOs).
Support the EIIs and subordinate commands with all FAM PfM processes to include: application migration process, application waiver process, application selection analysis processes, enterprise license process, and application server and network consolidation processes. Support coordination with EII subject matter experts (SMEs) to accuracy verification and validation of all application information in Department of the Navy Application and Database Management System (DADMS).
Support N2N6 in organizing and executing routine FAM Lead and EII Working Group meetings/teleconferences to continue to enhance the lines of communication and to execute FAM PfM at the enterprise, functional and EII levels.
Support the Navy Information Technology Approval System (NAV-ITAS) process by assisting N2N6 in reviewing Information Technology Procurement Requests (ITPR) including and Server Hardware requests and all IT requests greater than $500K. Ensure the executive summary meets all applicable requirements for request submission, all data is complete and valid, funding has been approved, attachments are provided as required (i.e. NDAA Server Waivers, Business Case Analysis, All other applicable waiver requests, Monitor the IT procurement process for efficiency.
Support N2N6 with conducting IT Systems certification and annual reviews for Defense Business, Enterprise, Warfighter and Intelligence Systems, using the DON CIO-approved Systems certification process. Reviews shall focus on whether Navy's resources are being utilized as intended, are in compliance with existing IT policy and regulations, and development/modernization in accordance with the law. Upon review cycle completion, they vendor will create the annual DDCIO (N) certification report to DON CIO indicating systems have been properly registered, maintained, reviewed and validated by authorized reviewers in Department of Defense Information Technology Portfolio Repository-the Navy (DITPR-DON).
Support N2N6 in identifying the information required to evaluate the fiscal, technical, capability gaps, redundancies, and business efficiencies by researching existing data and interfaces that would facilitate data sharing between Planning Budget Information System - Information Technology (PBIS-IT), DADMS, DITPR-DON, and ITPR processes.

**Responsibilities:**
The Paralegal works under the direction of Supervisory Paralegal. In this role, you will perform litigation services while complying with established procedures, including but not, but not limited to the following:

Key Responsibilities
Lead technical analysis and integration efforts, ensuring interoperability between systems and compliance with federal requirements.
Develop, test, and deploy analytics tools, dashboards, and automated reporting solutions to meet program performance goals.
Design, implement, and maintain API-based data automation processes for efficient and secure information exchange.

Requirements:Qualifications
Education: Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related discipline. Master's degree preferred.
Experience: Minimum 8 years of relevant technical analysis and systems integration experience, with at least 5 years in a federal contracting or government environment.
Certifications: CISSP or equivalent credential preferred; other relevant certifications (Security+, AWS Certified Data Analytics, CDMP) a plus.
Demonstrated expertise in API development, data integration, and automation technologies.
Proficiency with analytics and visualization tools (Power BI, Tableau, Qlik) and related data management software.
Experience with database systems, data modeling, ETL processes, and scripting languages (Python, SQL, JavaScript).
Familiarity with federal security and compliance frameworks (FISMA, FedRAMP, NIST).

**Responsibilities:**
As a Tier 2 Network Administrator, you'll be challenged with enterprise support problems where you will coordinate with other NOC and Operational staff to schedule adds, moves and changes and technology upgrades and installs for network routers and switches, address break fixes and minor configuration updates. You are expected as one of experienced network team members to coordinate ticket acceptance and resolutions. You will support the development of technical resolution reports for critical outages in the network.
The Network Administrator will be responsible for:
+ Performing switch and router installs, upgrades to ensure smooth operations of the enterprise.
+ Executing network site surveys and supporting engineering designs data calls.
+ Performing system patching and IAVA patches to network routers and switches.
+ Drafting Standard Operating Procedures (SOP) for network operations.
+ Conducting approved minor network changes (VLAN, ACL and port assignment)
+ Performing IOS and Software upgrades
+ Troubleshooting systems failures and accessibility problems within the network to our services.
+ Supporting new/enhanced network implementation, installation, and technical refresh projects within a site or locale.
+ Works independently with some supervision.
+ In remote locations must function as independent engineering, maintenance, and network problem solving with minimal or intermittent input from other Tiers/locations.
+ Problems faced are difficult, will require detailed information gathering, analysis, and investigation to understand problems. You will employ creativity and ingenuity for new technical solutions applicable across the enterprise, drawing heavily on prior experience.
+ Perform Network ticket resolution.
+ Support Network ticket closure across Network OPS staff to include:
+ Completes initial categorization of Service Requests (type, sub-type, location device, priority, etc.)
+ Use administrative access to the network to provision new switches, router, VLANs and Crypto.
+ Uses administrative access to network components to research errors, incidents, problems and to perform incident analysis and identify potential problems.
+ Routing Service Requests to the appropriate organization required for incident resolution.
+ Performs root cause analyses.
+ Completes problem resolutions associated with incident ticket(s)
+ May configure, deploy, manage, and maintain monitoring systems used by the technicians to ensure availability and overall performance of system and services.
+ Will require travel to other sites for network engineering and administration activities.
+ May require unpacking, moving network components of average weight and volume.
+ It is anticipated this role will have up to 50% CONUS travel.
