Position Summary:
The Project Manager Level 3 provides program and project management support across the lifecycle of facilities projects, from planning and design through construction and closeout. Embedded with the federal government at a Department of Defense (DoD) site, this position is responsible for overseeing a team's execution of field surveys, blueprint review, and communication with stakeholders.
You will assists in contract administration, technical evaluation, design review, and as-built documentation. The role demands a knowledge of BIM/CAD tools, LIDAR scanning, and a working understanding of federal project delivery methods. This role combines field-based data collection and office-based technical and management support.
Essential Job Functions
Proactively supports the Government's tracking of task progress, submittals, data needs, file organization, and the quality of deliverables by other staff.
Serve as the main technical point of contact on the program, coordinating with internal stakeholders, contractors, and government personnel.
Able to perform QC/QA on Revit, AutoCAD, GIS, and other 2D/3D blueprint files.
Independently schedules, leads, and participates in weekly project progress and monthly program progress meetings to evaluate schedule progress, identify departures from the accepted baseline schedule, and assess the risk to long-term project and program health.
Works independently to track down requirements and data from other project managers or clients professionally with complete and on-time submissions.
Maintains data in Excel, web-based software, and files to be aggregated and used as metrics and briefing tools for senior leadership.
Develops and tracks the progress of project lifecycle milestone schedules and Government activities to ensure timely delivery of the program's deliverables. Assesses schedule risk and recommends mitigation strategies.
Prepares and presents project status briefings regularly, develops and maintains performance matrixes, and prepares well-written technical reports. Prepares written and oral reports for government leadership and program managers. Regularly briefs senior leadership.
Required Qualifications:
Bachelor's Degree in Construction Management, Engineering, or Architecture and fifteen (15) years of construction management experience. OR Education may be substituted with an ACTIVE General Contractor/Construction Trades license and 25+ years of construction experience
Must be a U.S. Citizen.
Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).

Position Summary:
ISI is seeking a Senior Scheduler to support construction-phase activities for major federal construction projects at the Pentagon. This position will focus on post-award schedule evaluation, including the review and analysis of general contractor-developed Critical Path Method (CPM) schedules. The Scheduler will support the government by ensuring contractor progress aligns with contractual requirements and project milestones.
This individual will review baseline schedules, monthly updates, fragnets, schedule revisions, change orders, and time impact analyses (TIAs) to identify risks, assess delays, and support negotiation or resolution strategies. The ideal candidate will be a proactive communicator who understands federal construction contract requirements and industry-standard scheduling methodologies.
Essential Job Functions:
Review contractor-submitted baseline CPM schedules and evaluate compliance with contractual requirements.
Analyze monthly schedule updates, progress narratives, fragnets, and recovery schedules.
Evaluate the impact of changes, delays, and modifications using Time Impact Analysis (TIA) techniques.
Coordinate with government project managers and construction teams to confirm actual progress against planned activities.
Identify schedule slippage, float erosion, concurrent delays, and critical path deviations.
Review and comment on proposed schedule revisions and sequencing changes submitted by contractors.
Participate in contract modification reviews and negotiation meetings related to time and delay claims.
Support claims analysis by providing detailed schedule impact assessments.
Prepare schedule status reports and briefing materials for senior federal leadership.
Utilize Primavera P6 to interpret contractor data and manage internal government tracking tools.
Required Qualifications:
Option A:
Bachelor's degree in Construction Management, Engineering, or Architecture
Minimum of 10 years of dedicated construction scheduling experience.
Option B:
12 years of field construction/superintendent experience
Minimum of 7 years of dedicated scheduling experience.
Additional Required Qualifications:
U.S. Citizenship.
Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).
Proficiency in Primavera P6.

Develop and Analyze Integrated Master Schedules. Use scheduling techniques and tools (e.g., Primavera P6, MS Project) to support schedule development, review IMS consolidation, and assess programmatic risks.
Portfolio-Level Construction Oversight. Coordinate with division directors and project managers to consolidate project portfolio information such as scope, cost, schedule, contractor performance, and alignment with mission objectives.
Develop and deliver executive-level reporting packages. Draft high-level presentations, technical memoranda, and executive summaries on project status, schedule health, and key decision points. Regularly brief senior leadership.
Own dashboard-driven portfolio reporting for senior stakeholders. Build and maintain dynamic Excel and Power BI dashboards to track and report progress across assigned project portfolios to ensure timely delivery of the Government construction program. Lead internal documentation efforts to inform policies, procedures, and best practices. Contribute to SOPs, lessons learned, post-occupancy reports, and continuous improvement documentation.

Position Summary:

ISI is looking for a quality assurance inspector with expertise in the construction industry to provide Owner's Representative construction management services to a Department of Defense (DoD) client. The QA inspector will work to support the Federal client on ongoing construction projects of various sizes and complexity. The QA inspector will provide a wide range of analytical and planning, design, and construction management support services to assist the client. The position will support more senior government project managers and fellow contractor project managers, who will work as part of a larger design/construction program. Responsibilities:
Provides quality assurance inspections as part of the Quality Assurance program.
Possesses working knowledge in their field and in the U.S. Army Corps of Engineers (USACE) 3-Phases of Control.
Proactively assists the Government in conducting site evaluations, field surveys, and site visits to determine constructability and code compliance. Assists estimators and project managers in the planning and estimating of future construction projects.
Will be responsible for insuring construction contractor implements effective Quality Management processes to control and deliver quality work that complies with project design, specifications, and contract documents.
Must have the knowledge, training, and/or experience to define, research, understand, and recognize quality construction work in structural concrete, foundation bearing soils preparation, mechanical systems, and interior finishes.
Ability to research design specifications, codes, drawings, product information, etc. to be prepared for inspections and preparatory meetings.
Must have the personality and interpersonal skills to work respectfully and communicate confidently with construction contractors about the practical mechanics of construction trades.
Must be able to write and prepare daily QA reports to document field observations, take effective pictures, and use computer/IPad technologies. Regularly prepares and presents project status briefings, develops and maintains performance matrixes, prepares well-written technical reports. Prepares written and oral reports to Government leadership and program managers.
Position requires primarily work in the field, exposed to various weather conditions, and the ability to traverse unimproved terrain.
Must be willing to work 25% of time outside normal duty hours to include during nights, weekends, and holidays as needed to observe contractor work. Overtime may be required on specific projects.

Work Setting/Environment/Travel Requirements:
Monday through Friday, Normal business hours 8:00 am - 5:00 pm
