ActioNet is looking for a Proposal Manager located in Vienna, VA. ActioNet is an IT service provider and solutions integrator headquartered in Vienna, VA that works with the Federal Government and Department of Defense. Hybrid/Remote flexibility. Preference will be given to local candidates who can build strong working relationships with the team and are available to work on-site in Vienna, VA (22180)
In this role, you will be responsible for managing the proposal development lifecycle for complex information technology bids within the Federal space from pre-solicitation activities to contract awards. You will lead the development and submission of proposals for ActioNet's top corporate business growth priorities across a wide range of defense and civilian agencies, including Task Order responses for IDIQ/Contract Vehicles. This role will support ActioNet and its Joint Ventures.
Responsibilities:
Partner with Capture Managers and Business Unit Leaders to integrate win strategies and solutions into high-scoring proposal documents that fully address federal source-selection processes and evaluator perspectives.
Dissect solicitation requirements to design compliant and compelling document outlines and provide effective guidance to diverse writing teams.
Develop standard proposal management artifacts, including proposal plans, schedules, storyboards, templates, compliance matrices, and color reviews in briefs/debriefs.
Run all proposal meetings, including kickoffs, daily stand-ups, and color teams.
Execute standard processes across proposals and contribute to internal process improvement initiatives.
Provide editing and desktop publishing support, as needed.
Work closely with JV and subcontracting partners.
Qualifications:
US citizenship & able to obtain a security clearance.
3+ years of experience leading and managing Federal proposal efforts to include the management of large dispersed technical teams, writers, solution architects, contracts staff, price staff, etc.
Direct experience managing development and submission of high-value ($50M+), winning proposals in the full and open environment for information technology and cyber security solutions and services in the Federal space.
Knowledge of IDIQ level proposal responses vs Task Order responses under an IDIQ/contract vehicle
Strong understanding of the Federal Acquisition Regulation and the Federal proposal process.
Expert usage of MS Office products including Word, Excel, PowerPoint, and SharePoint.
Strong oral and written communication skills, ability to work independently and be a self-starter, and ability to multitask.
Preferred Qualifications:
Shipley proposal management certification/training; or
APMP certification
Bachelor's degree or an equivalent proven record of successful business development, capture management, and/or proposal management experience
