Under the direction of the CMM, coordinates and facilitates all phases of the operation and maintenance work effort, including providing operations management support and service order management support. This position is also dual-hatted as the Quality Control Manger, providing all necessary management and leadership to maintain and implement the Quality Control Plan. Confer with subcontract project staff to outline work plans and assigned duties, responsibilities, and scope(s) of authority * Lead preconstruction and project coordination meetings with end users and FM staff, various mid to high level government staff and contractors * Develop market research for invitation(s) to bid (ITB) and then recommend to the COR and award contract(s) to the optimum bidder(s) * Develop Independent Contractor Estimates (ICE) for the COR's comparative analysis of contractors' proposals * Conduct price negotiations with contractors prior to award * Direct and coordinate activities of project personnel to ensure projects progress on schedule and within prescribed budget * Develop and maintain weekly and monthly requirements and project status reports for briefing to the FM Staff and higher level government management * Modify project schedules, plans, and assigned personnel as required * Confer with project personnel to provide technical advice and resolve any issues throughout the project duration * Coordinate with applicable USAG base authorities to ensure proper/required permitting and documentation is provided for approval prior to execution of work * Provide technical guidance to assist Facilities Management * Responsible for overall quality assurance program * Monitor and inspect all delivery orders for compliance * Maintain records of inspections and certifications, including in DMLSS as required * Ensure employees are properly documenting results of all work orders and PMs, meeting Facility managers' requirements of proper documentation * Prepare monthly reports depicting findings of quality inspections * Periodically review the quality control program to ensure compliance * Examine processes for preventative and corrective maintenance; make suggestions based on findings * Perform inspections and re-inspections to ensure problems have been resolved * Collect data for the DMLSS system including work order completion data * Fills in for the CMM during temporary absences. * Performs other duties as assigned. Knowledge, Experience and Skill Requirements * The ACMM shall be able to read, write, speak, and understand English with strong written and oral communication skills * The ACMM shall possess advanced knowledge and understanding of all aspects of medical research facility repair, construction and facilities management to include the following disciplines: mechanical, electrical, plumbing, communications, fire, security systems, and landscaping. * The QCM shall have a minimum of two (2) years of experience in quality control evaluation and reporting in the fields of construction or facility management work and a minimum of two (2) years of experience working in comparably sized health facilities. * The ACMMs shall also have experience in the federal government design and construction management policies and procedures to include: DoD MTF design standards, bid preparation, bid solicitation, bid evaluation and selection, award, inspection, acceptance and project close-out. * Should be familiar with the various codes and standards applicable to the O&M tasks covered by the performance work statement, NFPA, EPA, NIH, and CDC codes and standards. * Knowledge of OSHA safety regulations and PPE procedures. * Ability to conduct accident investigations and safety inspections. * 1-3 years' experience in health care or medical research construction, renovation, and maintenance and repair project management in a hospital or medical research laboratory environment, including the supervisory experience over a diversified workforce preferred. Primary Job Functions * Leads electrical engineering tasks, including reviewing electrical plans, drawings, and designs to ensure sites can support project equipment and infrastructure. * Coordinates and collaborates across SMEs, engineering trades, and project stakeholders to proactively identify, troubleshoot, and resolve design conflicts or technical issues. * Oversee engineering activities related to the research, development, design, and testing of electrical components, equipment, and systems. * Reviews and develop electrical and electronic specifications, statements of work, DIDs, and other technical documentation to ensure compliance with standards and project requirements. * Assists in planning, scheduling, and coordinating engineering workloads; monitors progress against schedules, estimates, and technical milestones. * Provides technical guidance and work direction to engineering staff. * Recommends process specifications, design standards, improvements to engineering methods, workflows, and documentation practices. * Ensuring all work follows safety guidelines, quality expectations, and applicable electrical codes and standards. The Site Assessment Manager is responsible for planning, managing, and coordinating all activities associated with site assessment projects. This role ensures project objectives are met within established timeframes, budget requirements, and quality standards. The manager provides daily leadership, oversees resource allocation, supports and serves as the primary point of contact for project staff, leadership, and clients. Job Description Installs, maintains, services and repairs environmental-control systems; utilizing knowledge of refrigeration theory, pipefitting and structural layout. This position requires HVAC certification. Essential Duties and Responsibilities Installation, service, troubleshooting and repairs including but not limited to; chillers, air handling units, controls, package units, split systems, exhaust fans, refrigerators, freezers, hot/chilled water pumps. Involvement in Site's predictive maintenance program so previous experience is highly desirable. Tasks ranging from operation of systems to the examination and evaluation of equipment to determine needed repairs Installs refrigeration and air conditioning systems by positioning compressors, motors, condensers, humidifiers, evaporators, heaters and other components in accordance with design specifications. Charges refrigeration systems with refrigerant gas tests for leaks. Starts unit and adjusts it for proper cut-in and cut-out of refrigeration units, humidifiers, heaters, air cleaners, and circulating pumps. Adjust systems for optimal performance. Maintains refrigeration and air conditioning systems by checking performance and determining problems. Repairs, adjusts, or replaces defective elements. Installs, maintains and repairs the electrical and pneumatic systems associated with refrigeration and air conditioning equipment from the safety switch throughout the equipment. Installs, maintains, repairs, operates all types centrifugal and reciprocating refrigeration/air-conditioning systems; also all types of pneumatic/electro-mechanical temperature controls. Performs necessary plumbing procedures to ensure operation of systems and equipment Performs preventive maintenance. Involvement in Site's predictive maintenance program. Performs other duties and shift coverage, as required. Knowledge, Experience and Skill Requirements Must have EPA certification per CFR part 82f (Universal preferred) for servicing and recovery of refrigerants. Ability to read blue prints, sketches, and specifications pertaining to air conditioning and refrigeration systems; to follow oral instructions; to use shop mathematics; to lay out work. Minimum 4 years of experience performing the specific craft function or certification from a recognized trade school. Requires broad trade knowledge of mechanical principals on standard shop methods of the Refrigeration and Air Conditioning Mechanic Trade. Experience and/or certification in one or more predictive maintenance technologies (vibration analysis, infrared, ultrasound, etc.). High level of computer aptitude and knowledge of MS Office applications (Word, Excel, etc.). Ability to interpret and develop technical reports. Able to operate testing equipment for the systems; to use all tools and equipment necessary to this trade; to follow standard methods and procedures for the most part, but on occasion to have the ability and knowledge to perform the unusual and difficult operations. Physical, Environmental and Sensory Requirements Must be able to lift 50 lbs., squat, bend, stoop and kneel for short periods, climb a ladder, stand for long periods of time, constant arm extensions.
