Opened in 1972 in temporary headquarters, Reynolds is now a four-location (Parham Road, Downtown, Goochland, The Kitchens at Reynolds) institution.
In 1977 the college established its nationally recognized Center for Office Development, a statewide pilot project with the Virginia Community College System and State of Virginia, to provide training in office and supervisory skills for employees of the Commonwealth.
In response to the evolving needs of the business community, the unit reorganized in the fall of 2000, changing its name to the Institute for Workforce Development. As a result, the college reorganized its outreach efforts in 1994 by creating the Institute for Economic Development & Extended Studies.

Reynolds Community College and John Tyler Community College collaborated in 2003 to create a new workforce development entity that provides business, industry and government in the region with a single source for workforce development.
