SUD Counselor (528) Tulare, CA Under limited supervision, the SUD Counselor provides structured educational instruction and group facilitation for individuals referred through the court system under the PC1000 diversion program for misdemeanor drug offenses. The Counselor delivers both in-person and virtual sessions (via Zoom and Teams), assists with client enrollment, and monitors participation to ensure compliance with all PC1000 program and court requirements. How will I contribute Provide structured, evidence-based group sessions focused on substance use education, risk awareness, relapse prevention, and personal responsibility to support client rehabilitation. Complete client orientation, registration, and scheduling; explain program expectations, requirements, and confidentiality policies. Track participation, maintain accurate records, and prepare progress or non-compliance reports in accordance with PC1000 guidelines and court mandates. Encourage client engagement, promote positive behavioral change, and provide motivational counseling techniques to support recovery and accountability. Complete class rosters, attendance logs, and all required documentation promptly and accurately, ensuring compliance with agency, program, and legal standards. Communicate regularly with program staff and legal representatives to verify client status, report outcomes, and ensure timely updates. Uphold strict confidentiality requirements, ethical standards, and program integrity at all times. Perform other duties as assigned to support the overall functioning and success of the program. Use of company vehicles may be subject to monitoring via in-vehicle dashcam systems for safety, compliance, and operational purposes. These systems may collect video, audio (in limited situations), and telematics data during vehicle use. As a condition of employment in a position requiring the operation of agency vehicles, employees are required to acknowledge and consent to the use of such monitoring technologies. Refusal to provide consent may disqualify an individual from being assigned driving responsibilities. All monitoring is conducted in compliance with applicable California privacy laws. May encounter risk of working with persons with SMI (serious mental illness) that may include, but not limited to persons in mental health crisis, persons that may be intoxicated or impaired by drugs or alcohol, persons who may be DTO (danger to others), DTS (Danger to Self), or GD (Gravely Disabled). If such situations arise, staff will be required to call local emergency personnel to help deescalate the crisis, use crisis intervention techniques, and consult with supervisor as soon as practically possible. Assignments may include evening weekend counseling at any of the Sequoias Community College District Campuses: Visalia, Hanford and/or Tulare. The successful candidate will be responsible for: Providing the student population with verifiable disabilities with academic, transfer, and career counseling. Duties and responsibilities include, but are not limited to conducting educational, vocational and personal counseling appointments as well as student orientation sessions for a diversified community college population. Interpreting standardized tests for class placement recommendations; providing follow-up counseling services to students as stipulated by state and college matriculation guidelines; referring students to public service agencies; serving as a recruiter and liaison with high schools located within the community college district; and teaching components of guidance courses (e.g. extended orientation, career planning, and personal development) as needed; may be required to coordinate dactylology services for students. * Determining program eligibility and accommodations for students with disabilities. * Implementing outreach/in-reach, workshops, career and educational goal-setting, educational planning, and ongoing follow-up services. * Providing academic, career/vocational, and personal counseling and student advisement. * Providing interactive counseling related to the management of a student's disability; assist a student to resolve issues that may be preventing the full achievement of their goals. * Interpreting of assessments and academic evaluations to support student planning and services. * Providing counseling to Career Technical Education (CTE) and transfer-bound students. * Providing counseling to students at the basic skills level. * Teaching Counseling, Guidance and similar classes for students with disabilities and learning challenges. * Providing guidance to staff and faculty on ADA requirements and student disabilities. * Participating in division and department meetings and work groups that develop, evaluate and deliver services that support student success. * Additional professional assignments include attendance at faculty/college meetings, curriculum and program development, and related duties as required or assigned. * Ability to develop and participate in program/services planning, evaluation, and improvement. * Ability to develop curriculum and support goals and revisions including Student Learning Outcomes (SLOs) and Student Area Outcomes (SAOs). * Participate in professional activities such as department and campus committee work, faculty peer evaluations, staff meetings, and the governance structure of the college. * Perform professional outreach activities to faculty, college departments, administrators, high schools, community agencies and industry partners to support the success of students with disabilities. * Maintain clear, timely, and accurate contact notes and student records. * Pursue professional development opportunities to remain current in the field. * Ability to travel to various college sites and community agencies during the course of employment. * Ability to work cooperatively with others and maintain collegial and professional relationships as part of a team. * Effective oral and written communication skills. * Perform other related duties as assigned. Other responsibilities include maintenance of office hours, active engagement with campus culture, participation in departmental responsibilities, and the willingness to create and participate in and sustain an atmosphere of equity, which is respectful of diversity District wide. The candidate must meet the following criteria. * Possession of a Master's Degree or equivalent foreign degree in rehabilitation counseling; OR * Possession of a Master's Degree or equivalent foreign degree in special education, AND twenty-four (24) or more semester units in upper division or graduate level course work in counseling, guidance, student personnel, psychology, or social work; OR * Possession of a Master's Degree in counseling guidance, student personnel, psychology, career development, or social welfare; AND EITHER twelve (12) or more semester units in upper division or graduate level course work specifically in counseling or rehabilitation of individuals with disabilities, OR two (2) years of full-time experience, or the equivalent, in one or more of the following: * Counseling or guidance for students with disabilities; OR * Counseling and/or guidance in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities; OR * Possession of a fully satisfied lifetime California Community College Disabled Student Programs and Services Instructor Credential authorizing service to teach courses in college for students with disabilities AND * One (1) year experience working in rehabilitation counseling or with students with a disability in an educational setting; AND * Awareness of assistive technology and alternate media services for students with disabilities; AND * The equivalent. JOB REQUIRED CORE SYSTEM COMPETENCY The candidate must also demonstrate sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students pursuant to Title 5 ยง53022.
