Summary of Job Duties:The Arkansas APEX Accelerator seeks an experienced professional to provide technical assistance, counseling, and training to businesses pursuing government contracting opportunities. Arkansas APEX Accelerator Procurement Counselors serve as a resource for large and small businesses, including newly started businesses, to obtain procurement technical assistance in the form of specialized assistance provided to clients that enables them to identify potential contractual opportunities and obtain or perform under contracts, innovation and technology grants or contracts, and other federally funded instruments, with DoD, other Federal agencies, State and/or local governments, and/or local government contractors.
The Procurement Counselor will oversee the Arkansas APEX Accelerator satellite office operations in Jonesboro, Arkansas, located at the Delta Center for Economic Development at Arkansas State University.
Must be willing to travel regionally and statewide to meet Arkansas APEX Accelerator mission requirements. Must possess a valid Arkansas driver's license.
Duties & Responsibilities
• Assists in the recruitment of new clients, represents the program at conferences, networking events, workshops, seminars and in on-site client visits.
• Instructs clients in the policies, and procedures required to conduct business with government entities.
• Remains informed of current federal, state and local laws and regulations related to procurement policies, procedures and decisions.
• Researches a variety of databases to obtain information on government business opportunities.
• Reviews, interprets and explains to clients the requirements of various types of solicitations.
• Develops, coordinates, facilitates and presents training workshops on various government business topics.
• Assists businesses with developing their marketing strategies relating to contracting with government entities.
• Maintains multiple computerized client databases and files.
• Completes required reports in a timely manner.
• Pursues, develops and maintains positive working relationships with economic development, financial entities, and business advocacy groups.

Qualifications:
Minimum Qualifications:
A Bachelor's degree in business, government contracting, or a closely related field with three years of relevant professional work experience OR a related Master's degree is required.
Preferred Qualifications:
A Master's degree in business, government contracting, or a closely related field and a minimum of three years of relevant work experience or a Bachelor's degree in business, government contracting, or a closely related field and five years of relevant work experience to include:
Previous APEX Accelerator or other small business program experience as a counselor/advisor,
Previous government contracting experience as a buyer, purchasing agent or contract manager,
Experience as a contracting officer for a federal government agency, or
Experience in establishing economic development, community, and business relationships.
Knowledge, Skills and Abilities

Miracle Kids Success Academy (MKSA) is an early intervention day treatment clinic for children with special needs. Once children are referred to MKSA by their primary care physicians, they must receive a developmental screening. Then, they may be scheduled for therapy evaluations at MKSA or bring recent therapy evaluation reports done elsewhere. To receive Early Intervention Day Treatment habilitation services, a child must have a documented developmental disability or delay, as shown on the results of an annual comprehensive developmental evaluation and qualify for at least one therapy service. Those services include (but are not limited to) fine motor delays, sensory disorders, gross motor delays, speech-language delays, hearing disorders, feeding disorders, developmental delays, cognitive delays and medical needs.
Children are placed in treatment rooms based on their developmental needs and ages. Our treatment rooms are adequately staffed with teachers and teachers' assistants and are designed to celebrate the cultural differences of the children and families we serve. MKSA has many licensed occupational therapists, physical therapists, and speech-language pathologists on staff to provide needed care to the children who qualify for therapy services. And, MKSA has nurses on staff to serve children with medical needs.
MKSA's services also include developmental/psychological testing by a licensed psychologist, nutritional evaluations and consultations, and audiological evaluations. Our whole treatment team works together and with our patients' families to make sure each child's needs are met.
MKSA typically treats children from birth to Kindergarten. However, we try to expand our services during the summer months to include elementary school-aged children with special needs. If you have a child who may benefit from our services, we would love to hear from you.

About the role
The focus of this position is to develop children and families, to increase placement numbers and stability, permanency, and the best outcomes for children and foster families. All actions taken in this role are geared towards the best interest of the client and strengthening the family unit, through providing needed resources - while building and strengthening resource families for long-term stability serving in foster care ministry- all with a Christ centered focus. The Caseworker is responsible for integrated client services from initial placement to permanency as well as foster family services from family application, opening, and on-going family assessment and support. This is a ministry position where the main responsibility is to meet the above definition through service while sharing the Gospel in speech and action in alignment with all employment qualifications outlined in the employee handbook.
What you'll do
Foster Placement Specific Responsibilities:
· All placement services from the time a child is placed through a child's final day of care with Connected. Including:
o Placement in an appropriate Connected Foster Home per policy. Meet with foster parents/placement providers to assess the provider and clients' needs to address any concerns at least monthly.
o Facilitating and participating in case “staffings”: both internal and held by external providers.
o Attend court hearings as approved by your supervisor.
o Establish necessary services for clients as part of a team with the clients' foster placement, therapy providers, and other providers to meet client's needs in a timely manner.
o Plan and calendar a minimum of 1 face-to-face visit per month for each assigned client in the client's placement.

· Other Responsibilities:

Address health, nutrition and disabilities issues including short-term exclusion of children by consulting with parents and sending home “symptoms” letters and health / nutrition referrals, and if necessary, conduct home visits when health or developmental concerns are suspected or identified through staff/parent observation, screenings, and daily health observations, conduct in-house staffing, and send out referrals as needed.
Conduct Parent Orientation and coordinate and/or obtain documents such as health information (immunizations, Health history, etc.,) in accordance with licensing requirements.
Facilitate and coordinate the development of Family Partnership Agreements that outline family goals, school readiness goals, language initiatives, literacy for goal achievement, ensure information gathered is disseminated to appropriate staff.
Utilizing the Parent, Family, Community, Engagement (PFCE) Framework, offer family engagement opportunities at the Centers through parent meetings, fatherhood activities, open houses, parent participation through monthly newsletters, offering family literacy resources, provide parent training as needed.
Implement parenting curriculum that builds on parent's knowledge and offers parents the opportunity to practice parenting skills to promote children's learning and development.
As part of the PFCE Framework, assist families in accessing community resources/services through implementing and effective referrals process and monitoring each case through the process of follow-up referrals to ensure immediate / emergency needs as well as long-term issues of families have been addressed.
Obtain consents from parents, if parent unable to take child, for EPSDT, health or dental services that allows program to arrange services, as permitted by provider, and coordinate transportation for these services as needed.
Prepare paperwork for clinics including necessary forms for Provider (ex. Immunization records, health history, lead screening, parent consent, etc.)
Coordinate with Child Development Coordinator in implementation and monitoring procedures/methods for child accidents, case reviews, health emergencies, injury/accident prevention, reporting (to include parents), and follow-up, medication administration, transportation and storage, individualization / modification for children with special needs, diapering, hygiene, sanitation, hand washing techniques, and sick child.
Implement and monitor an effective filing system that safeguards confidential information and supports the organization of children's files which includes electronic data systems.
Coordinate and monitor the transition process and packet development including but not limited to the following transitions: program to program; Head Start, Migrant and Seasonal Head Start (MSHS) to public school; MSHS to another agency; MSHS to local or regional HS or Classroom to classroom.
As part of Early Care and Educational needs and coordination, synchronize other UMOS programs to include program surveys, referrals and create files when necessary to address additional services.
Responsible for the weekly collection of non-federal shares (In-Kind) which includes coordinating and promoting the parent/community volunteer program, recruiting volunteers, conducting volunteer orientation, and collecting documentation necessary to process in-kind.
Ensure timely data entry of services and submit complete and accurate reports. Including but not limited to the family Data Base System such as family, health and transitional services monthly reports, PIR reports, community assessment data, and any other assignments to the Regional Office by the requested dates.
Maintain center parent board and ensure the following are posted: Policy Council and Parent Committee meeting schedule and recent minutes, menu, community events, and any other relevant information.
Report on suspected child abuse and neglect in accordance with state law and UMOS policies and procedures.
Attends center & regional staff meetings, coordinating meetings, case reviews, trainings, open houses, and other program activities as assigned.

Qualifications:

You can work as much or as little as you like as an On-Demand Team Member (TM) and your schedule may vary depending on shift availability and store needs. This role is ideal for those that are looking for a personalized work schedule.
As an On-Demand TM, you will not be included on the posted weekly schedule, but rather will have the opportunity to create your own schedule by picking up shifts posted by leaders or other team members (via our my Time mobile scheduling app) that work best with your schedule.
When you choose to pick up a shift, reliable and prompt attendance is necessary.
We also ask for your active engagement by picking up and working shifts once every 4 weeks (minimum of four hours). What you will do: The Case Manager is a key member of the site's Clinical team implementing the Rite of Passage program.
