Position Summary
The Labor and Employment Counsel will serve as the primary legal advisor on all employment and labor matters for Relay Resources. This role will lead employee and union relations strategy and compliance with federal and state employment laws. The role will partner with Relay Resources HR leadership to foster a disability-centric, inclusive, and legally compliant workplace. The Counsel will act as a trusted advisor to executives and managers on labor negotiations, grievance handling, workforce policies, and internal investigations of employee complaints.
Key Responsibilities
Labor Relations Leadership
Serve as the lead strategist promoting collaborative labor relations and the lead negotiator for collective bargaining agreements.
Manage union relationships with SEIU (Service Employees International Union) and LIUNA (Laborers' International Union of North America), and ensure compliance with labor contracts.
Advise on contract administration, grievance handling, and arbitration processes, including strategy, resolution, and prevention.
Maintain effective relationships with union leadership and industry labor relations contacts, and monitor trends related to wages, hours, working conditions, and benefits.

Employment Law Compliance

ESSENTIAL JOB FUNCTIONS
Clinical Evaluation, Treatment Planning, and Documentation
Gather data systematically from the client and other available collateral sources. Obtain and interpret all relevant assessment information.
Determine the client's appropriate level of care and stage of change.
Ability to utilize the DSM-5 to assess and diagnose substance use and mental health disorder at time of enrollment.
Formulate with the client mutually agreed upon and measurable treatment outcome statements for each need. Identify appropriate strategies for each outcome.
Inform client of confidentiality rights, program procedures that safeguard them, and the exceptions imposed by regulations. Protect client rights to privacy and confidentiality in the communications of client information.
Assess treatment and recovery progress and, in consultation with the client and significant others, make appropriate changes to the treatment plan to ensure progress toward treatment goals at regular intervals and/or when indicated by changing circumstances.
Describe and document treatment process, progress, competencies, and outcome relative to treatment goals and objectives. Apply placement, continued stay, and discharge criteria.

Work collaboratively with all service areas within the agency to provide appropriate client referrals and communicate relevant client information as needed.

ASAM treatment plan reviews are completed and reviewed within 30 days of admit and every 30 days thereafter. Submit treatment plans to supervisor as required and posted in a timely fashion in order to obtain continuing authorization for clients.
Progress toward goals are updated bi-monthly and communicated during with both internal and external treatment providers.
A Discharge Plan is developed with the client 30 days prior to a planned discharge, and continuing care plan is completed with client in final session. When required by contract, County exit surveys are completed within the last 5 days prior to the planned discharge.
A Discharge Summary is completed within 5 days following discharge. When required, insurance is notified within 24 hours of discharge.
Counseling and Education
Establish a helping relationship with the client characterized by warmth, respect, genuineness, concreteness, and empathy.
Facilitate the client's engagement in the treatment and recovery process. Role models and coordinates with residentials counselors on effective milieu therapy interventions.
Provide individual and group counseling as a part of the therapeutic process to achieve treatment goals. Supports family therapy by reinforcing goals in individual and group sessions.
Sensitize others to issues of cultural identity, ethnic background, age, and sexual orientation in treatment and recovery.
Describe the health and behavior problems related to substance use, including transmission and prevention of HIV/AIDS, TB, STDs, and other infectious diseases.
Teach life skills, including but not limited to, stress management, relaxation, communication, and refusal skills.
Provide therapeutic interventions to address treatment-interfering behaviors as needed.
Meet individually with clients on caseload with the frequency determined on treatment plan.

- Provide guidance to internal stakeholders on privacy- and data protection-related inquiries with support from management.
Minimum Requirements
- Juris Doctor (JD) from an accredited law school and admission to one or more State Bars is required.
- 0-3 years of relevant professional experience required.
- Current IAPP certification (required within 6 months of hire).
-1+ years of privacy experience in a corporate, legal or educational setting preferred.
- Knowledge of privacy laws and regulations (e.g., HIPAA, Privacy Act, GLBA, FCRA, UK GDPR, PIPEDA, DPDP, state consumer privacy rights laws, and state breach notification laws).
- Ability to interact successfully with senior leaders (internal and external to the organization) with support from senior management.

Peer Counselors (Parent Partners) are individuals with personal history as a parent of a youth/child who has been a recipient of behavioral health, child welfare, complex medical coordination or juvenile justice services who use that personal experience in building support with families. JOB SUMMARY:
Peer Counselors (Parent Partners) collaborate, provide support and help facilitate services for youth and their families receiving Family Behavioral Health Services. Working as a member of a team, the Peer Counselor (Parent Partner) helps a parent voice their own perspective and assure that other team members are able to understand their perspective and use that perspective in treatment planning. This position helps youth, parents and families achieve confidence in their abilities to team on a recovery journey and maintain hope for their success after formal behavioral health services have been completed.
Provide non-judgmental, unconditional positively support families and youth.
Customize helping approaches to fit families and youth uniqueness, personality, culture and interest.
Dialogue with referred parents and relate personal experience as a parent that will further assist in building trust with the family.
Reach agreement with parents about activities that will contribute to healing and support and assist in communicating that to others.
Review and analyze the team plan and make suggestions for improvements/modifications that improve parent participation.
Assist the parent in analyzing team progress toward vision and goals and encourage their feedback to the team.
Emphasis is on achieving incredible outcomes with children, youth and families by actively partnering with them along with their natural and community services and supports to achieve long term safety and stability in our neighborhoods and communities.
This position will be based out of the FBH Portland office. This position requires scheduling flexibility to meet the needs of youth and families served. The services we offer will be provided in community-based settings and in family homes.
