Essential Duties and Responsibilities · Responsible for assisting the Supervisor in determining eligibility of services. · Responsible for all necessary coordination and documentation in AWARDS and on spreadsheets regarding collateral contacts for employment services, including new referrals and on-going case management (job readiness, job placement, job retention). · Responsible for creating and updating individuals resumes. · Responsible for a range of case management services, providing structure, accountability and support for successful compliance while in the community. · Make referrals and monitor community-based services including treatment, employment, education, and other supportive services. · Follow the supervision model of the Day Report Center and core elements, including use of the LS/CMI risk and need assessment tool. · Assist with and contribute to DRC team staffing to determine case plans and monitoring for individuals in the DRC program. · Assist in determining sanctions and incentives, as appropriate for individuals in the program, when applicable. · Conduct timely and accurate data entry. · Produce accurate and high-quality written and electronic files and internal and external system communications. · Work with DOC regarding treatment, follow-through, and other conditions of probation for persons served. · Conduct drug and alcohol urine, saliva, and breath tests. · Assist staff with utilization of the SCRAM CAM, SCRAM CAM with House Arrest, Remote Breath, GPS, and Electronic Monitoring systems and assist in monitoring individuals as needed. · Weekend drug and preliminary breath testing as scheduled, Saturdays 7:00am to 10:00am. · Maintain flexible schedule to provide coverage in the Center as necessary. · Other job-related duties may be necessary to carry out the responsibilities of the position. Essential Functions and Duties: • Answer high volume of inbound calls from and/or generate high volume of outbound calls to delinquent borrowers. • Resolve delinquent accounts by demanding and collecting the full amount due, establish a solid plan with the borrower to bring the loan current, or proceed with hardship assistance as appropriate. • Counsel borrowers on options for meeting their payment obligations, explain terms, and arrange repayment plans based on department procedures. • Discuss financial status, review monthly income and expenses, and determine reason for non-payment. • Offer Loss Mitigation assistance, and if appropriate, explain options and processes in detail. • Demonstrate accurate knowledge and strict application of federal regulations and collection laws (FDCPA). • Follow all company and department policies and procedures. • Utilize proper protocols, for borrowers, clients, state, and federal regulations, as well as best practices. • Maintain and document mortgage collection systems and databases with all activities and communications. • Process mortgage loan payments in accordance with established guidelines. • Consistently meet or exceed monthly goals. • Successfully complete annual regulatory compliance training. • Additional duties as assigned. Required Qualifications: • High School diploma or equivalent. • Solid PC skills: Microsoft applications and loan servicing platforms. • 1-2 years collection experience/customer service experience. • Analytical and problem-solving skills and attention to detail. • Effective communication skills with demonstrated ability to always interact in a positive and professional manner with all levels of both internal and external audiences. • Ability to negotiate with others and demonstrate assertiveness and empathy when necessary to obtain favorable resolutions. • Ability to understand and explain financial matters, details of modifications, and foreclosures in terms affected audiences understand. Preferred/Other Qualifications: • Knowledge of loan servicing software/systems. • Collection experience. • Call center experience. • Bilingual in Spanish - must pass bilingual certification.     The Counselor II of the (VGR) Video Gaming Revenue program is responsible for providing: * Comprehensive assessment and support services for homeless and previously homeless adults who suffer from a chronic serious mental illness and/or substance abuse issues. * Housing search, placement, and housing retention assistance. * Linkage to community-based resources supports clients in their recovery efforts and assists them with building skills needed to maintain independent living. Scheduled Hours: 37.5 hours a week * Monday to Friday (9a-5pm) * Provides direct services to clients including case management and outreach. * Develops clients' abilities to problem-solve interpersonal conflicts. * Facilitates with clients and collaborates with the treatment team to develop, review and update treatment goals. * Takes responsibility for training in and documenting clinical chart requirements to meet program and state standards. * Provides atmosphere of customer service in assuring that clients are treated in a friendly and respectful manner. * Provides education and direction to clients, family members and/or significant others. * Organizes and participates in treatment-related clinical conferences and staffing on assigned clients. Provides ongoing assessment of client's progress/growth. * Maintains an awareness of professional collaboration with community resources. * Performs community outreach to clients to enhance engagement with and follow through on treatment plan goals. * Provides linkage/referrals, support, and advocacy with other community resources for clients. * Monitors client progress and regularly assesses client level of functioning. * Works with clients to secure and maintain entitlements, housing, and other needed services. * Demonstrates/teaches ADLs, when required. * Bachelor's degree in a related field, or * Bachelor of Arts (B.A.) in any field and two (2) years' experience, or * High School diploma or GED and five (5) years' experience * Must possess a valid driver's license * Requires use of personal vehicle when a LCHD fleet vehicle is not available for case management activities, client appointments, crisis response, community outreach or other job-related activities.
