Analyzes complex issues, resolves problems and provides expert information to internal clients on complex issues; provides legal counsel to company management and personnel on a broad range of issues that present varied and difficult problems of interpretation and analysis.
Advises and advocates on behalf of the company with advanced skill on complex issues.
Advises company on pending regulatory proceedings and filings and the impacts of such proceedings or filings on the company; maintain high level of familiarity with existing energy regulatory requirements, as well as policy and regulatory developments.
Manages or participates in handling pending or threatened administrative litigation or disputes, including litigation strategy, drafting and submission of pleadings, discovery, oral arguments, settlement negotiations and other litigation activities.
Analyzes and reviews statutes, regulations, orders, case law and other precedent or rules and advise company personnel on substance and impact on the company related to such issuances.
Analyzes and reviews proposed legislation or draft proposed regulations and assess impact on the company; assists company personnel with the preparation of draft legislation or draft regulations.
Conducts legal research and analysis of statutes, case law, agency orders and other precedent as necessary; counsels company employees/leaders on legal matters through verbal and written communications.
Manages outside counsel and other vendors retained to assist on Legal Department matters.
REQUIREMENTS
Juris Doctor from an American Bar Association accredited law school or relevant, equivalent experience and/or education.
Licensed to practice law in Iowa, Michigan or the District of Columbia depending on work location.
Must be able to practice in state and federal courts.
Minimum of six (6) years' experience as a practicing attorney.
Four (4) years' experience with government agency regulations, agency regulatory processes and administrative litigation; such experience in the utility industry or before state public utility commissions preferred.
Knowledge of utility industry preferred.
Ability to work independently in area of responsibility and manage projects.
Ability to effectively conduct research of legal precedent and other information related to performance of job duties.
Possess sound analytical problem-solving, decision-making and documentation skills.
Ability to communicate effectively both verbally and in writing with superiors and individuals inside and outside the Company.
Ability to work with minimal supervision.

Key Accountabilities
Takes a leading role to advise Company's People Team on various labor and employment topics, including employment handbooks, policies and procedures, background screening, team member relations, performance management, workforce reductions and terminations, internal investigations, leaves of absence and disability accommodations, compensation and benefits, discrimination, and harassment and retaliation.

Qualifications and Education Requirements
Five + years' experience practicing law full-time working in a legal department of a medium or large financial institution, or with a major law firm.
Admitted to practice, and in good standing with the bar of one of the states in our footprint, with preference given to Illinois, Indiana or Minnesota, or qualified to be registered to practice as in-house counsel in the applicable state.

Completion of bachelor's degree including 480 hours of alcohol and drug counseling education from an accredited school or educational program and 880 hours of alcohol and drug counseling practicum and understands the implications of parts9530.6405 to 9530.6505, and Minnesota Statutes, sections 245A, 626.556, and 626.557 and 626.5572.
Employment in a program formerly licensed under parts 9530.5000 to 9530.6400 as successful completion of 6,000 hours of supervised work experience in a licensed program as an alcohol and drug counselor prior to the effective date of parts 9530.6405 to 9530.6590.
Job Responsibilities:
Functions as a member of a treatment team, comprised of the Counselor, Chemical Health Technician, Treatment Director, other staff and consultants as needed.
Completes Substance Abuse diagnostic assessment and treatment plans written within the ASAM 6 dimensions criteria and outline.
Conducts group activities, individual counseling and family counseling for clients assigned to him/her.
Participate in client staff meetings with other members of staff.
Prepares and delivers lectures related to alcohol/drug problems to the entire client population as needed.
Prepares and delivers lectures related to daily living to the client group.
Acts as supervisor, if qualified, for interns or trainees and provides direct supervision for other members of staff, acting as member of the counseling team.
Participate in committee work and other appropriate tasks as requested by the Director.
Participate in yearly training as required by 245(G).

Qualifications
Licensed or eligible for licensure in Nebraska as a (P) LADC.
Ability to travel between West Point and Norfolk offices.
Strong interpersonal and communication skills; able to build rapport quickly.
Skilled in motivational interviewing and adaptable in treatment approaches.
Knowledge of multiple therapy methods (CBT, ACT, Solution Focused, REBT, Reality, Person-Centered, Gestalt).
Familiar with HIPAA, 42 CFR, state/federal regulations, and professional ethics.
Able to work evenings/weekends as needed; strong record-keeping and critical thinking skills.
Self-aware with healthy boundaries, self-care practices, and collaboration skills.
Preferred
Dual licensure (P/LMHP/LIMHP and P/LADC).
Key Responsibilities
Provide individual, group, and family counseling.
Assess client needs, develop diagnostic evaluations, and create treatment plans.
Guide clients in setting goals, building strengths, and changing maladaptive behaviors.
Deliver crisis intervention, education, and referrals to community resources.
Maintain accurate, timely documentation and reports.
Support discharge and aftercare planning for continuity of care.
Collaborate with supervisors, colleagues, and referral partners.
Stay current with continuing education and counseling best practices.
