Grade: 107 Hours: 6:30am - 3:00 pm Position Summary: Conducts preventive maintenance for water distribution appurtenances such as water mains, valves and fire hydrants. Assist in the maintenance of water quality throughout the distribution system by executing Unidirectional Flushing Program. Essential Functions: Under limited supervision performs Unidirectional Flushing (UDF) Runs throughout the Water Distribution System to include valve operation, hydrant maintenance, system flushing and water quality testing. Performs hydraulic testing on the Distribution System, which includes pressure and flow testing. Monitors Distribution System water quality. Locates valves and water mains in the field using electronic detection equipment. Performs preventive maintenance tasks on distribution valves, valve boxes, and fire hydrants. Generates reports on data collected from UDF Runs to repair deficiencies in Distribution System. Responds to customer water quality concerns. Provides supervision for Hydrant Maintenance Operator position. Follows up on deficiencies found to ensure repairs are made promptly and correctly. Create and close Computer Maintenance Management System (CMMS) Service Requests and revise UDF Worksheets. May be required to work during emergency conditions. Regular attendance is required. Job performance must conform to all CWS policies and procedures. Specific knowledge of CWS Environmental Management System Policy and Procedures. Additional Duties Ability to perform water quality testing in accordance with DHEC regulations. Subject to 24-hour on call. Perform other duties as assigned. Minimum Requirements Physical Requirements, Activities, and Working Conditions Ability to effectively communicate in writing, verbally and with a 2-way radio, to include comprehension of complex oral and written instruction. Ability to receive detailed information through oral communication and to make fine distinctions in sound, such as when making adjustments on equipment. Must be able to make visual observations in daylight and night. Ability to operate and maintain motor vehicles. Frequently positions self to use up to 50 ft lbs. of lateral torque and up to 200 ft lbs of torque occasionally, to operate valve, hydrants, etc. Frequently positions self to maneuver objects weighing up to 30 lbs and occasionally weighing up to 60 lbs. Objects greater than 50 lbs requires a two-person operation. Constantly works in internal / external environmental conditions. Subject to atmospheric conditions of one or more of the following that affect the respiratory system or skin: Fumes, odors, dusts, gases, etc. Personnel Protective Equipment Required. Constantly positions self to move, traverse in the field as necessary to perform required work in excess of 4 hours. Ability to properly use and maneuver various powered and non-powered tools and/or equipment (to include but not limited to: shovels, probing equipment, measuring devices, wrenches, etc.). Considerable movement and traversing involved up to 6 miles per day frequently and in excess of 8 hours per day occasionally at work sites on unpaved streets, uneven ground and cluttered work areas. Routinely ascend/descend a ladder to climb in and out of excavations, embankments, meter vaults, manholes, confined spaces, etc. Routinely and safely operate computer to include desktop and tough notebook laptops in the field. Subject to noise to cause the worker to shout in order to be heard above the ambient noise level. Hearing Protection Required. Subject to vibrations. Exposure to oscillating movements of the extremities of whole body. Must be able to wear Personnel Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions. Education and/or Experience High school diploma or GED required. Two (2) years of experience in general maintenance (mechanical, plumbing or utility). Ability to read grids, valve cards and field sketches. Proficient knowledge of computer and software applications, i.e. word processing, spreadsheet and personal computer applications. Prior work record indicating dependability and conscientiousness. Licenses, Certifications, Registrations “C” level Water Distribution Operator's License required within 24 months of hire. Job Responsibilities/Accountabilities: · Has a thorough working knowledge of mechanical construction and installation. · Learns and actively participates in all aspects of the company's safety culture by demonstrating commitment to an injury free environment through individual actions and mentoring others. · Works with tools to complete specific assigned tasks on a project. · Tracks and reports units and labor hours, including filling out and submitting timecards. · Maintains proper care and the appropriate number of tools and equipment necessary to support productions specific to a project. · Works independently and may lean on the Truck Foreman for support. · Leads and monitors safety and security procedures within the crew. · Understands and achieves crew production goals. · Establishes crew sizes that align with production goals. · Documents key information such as activities, productions, and crew sizes. · Communicates with suppliers and coordinates delivery of supplies to jobsite. · Understands and maintains established quality levels associated with duties. · Coordinates other trade work associated with the assigned scope of work. · Participates in all safety activities such as toolbox talks, job hazard analysis. · Reads and understands plans, specifications, shop drawings and coordination drawings. · Provides on-the-job guidance and willingly shares subject matter expertise in order to support team member learning and development. · Coordinates inspections for assigned scope of work. · Participates in, documents and updates punch lists. · Manage field crew in day to day production of projects · Interpret blueprints/plans and construct accordingly · Provide leadership to others through example Supervisory / Budgetary / External Communications Responsibility · Direct responsibility for leading a construction crew. Typically, the size of the crew will be in excess of 3 employees. · Scope of projects typically will be less than $100,000. Knowledge, skill and ability requirements (minimum competencies required for job performance) · Ability to perform work accurately and completely, and in a timely manner. · Communication skills, verbal and written (Intermediate). · Proficiency in MS Office. · Knowledge of organizational structure and available resources. · Ability to apply Lean process and philosophy. · Knowledge of self-perform and labor productivity. · Knowledge of specific trades and scopes of work. · Knowledge of the means and methods of construction management. · Knowledge of layout skill (Intermediate). · Knowledge of crane flagging and rigging (Intermediate). · Ability to read and understand plans, drawings and specifications. · Acquire knowledge of productivity rates. · Ability to assess and optimize project productivity. · Ability to lead crews and achieve production goals. · Ability to build relationships and collaborate within a team, both internally and externally. Duties and responsibilities Lead and direct people, equipment, and resources in the construction of projects. Ensure sufficient deployment and productivity of work crews. Communicate openly with the superintendent and report any project plan issues. Work as a team member and leader to successfully pour, level, and finish concrete. Setup and use of laser level to ensure proper installation of components. Organize and coordinate the daily activities of all crew members, subcontractors, and equipment and utilize corrective action to keep the project on time and within budget. Identify and execute best practices concerning the efficient use of construction materials. Plan work in an efficient and practical order, maximizing progress in a safe and timely manner. Attend weekly job site foreman s meetings and be able to communicate the work plan with clients and other subcontractors. Lead or direct daily safety huddles and stretch/flex programs. Review and adhere to construction schedules, ensuring milestones and completion dates are met. Ensure company equipment is lawfully operated, cared for, maintained, and used effectively. Read and interpret project plans and specifications. Promote, execute, and adhere to the company s safety program and encourage all employees, subcontractors, and consultants to adopt safety as a culture.
