Position Summary:
The Kansas State Board of Indigents' Defense Services is accepting applications for the position of Chief Capital Public Defender position (PD V) in the Capital Habeas Defender Office in Merriam, Kansas. The office will move to Kansas City, Kansas, in 2025.
The Chief Capital Defender will be the lead supervising attorney of the Capital Habeas Defender Office. The Chief Capital Defenders of the Kansas public defense system are each leaders within the agency who consistently demonstrate an extraordinary commitment to the zealous and dignified representation of indigent defendants.
The Kansas Capital Habeas Office (KCHO) is a specialty office within the Kansas Public Defense system that represents individuals in capital state postconviction proceedings. Our team of highly dedicated attorneys and staff are able to identify inadequacies in the provision of legal assistance to clients charged with capital murder and challenge the fairness of the trial and appellate proceedings which delivered a sentence of death by lethal injection in the case. The office is based in Merriam, Kansas, and it is anticipated that the office will move to Kansas City, Kansas.
Job Responsibilities may include but are not limited to the following:
The Chief of the Capital Habeas Defender Office is responsible for the overall management of the office in partnership with the Deputy Capital Public Defender. Specific responsibilities include direct personnel mentorship and supervision, general office administration, hiring and discipline of personnel, coordination of periodic in-house trainings, ethical training and oversight, caseload management, case assignments, and all other areas necessary for the best representation possible for our clients.
Additionally, this role will involve creating policies for the office in collaboration with the BIDS Administration Office and building training programs for the office in collaboration with the BIDS Training Division and Administration Office. In order to effectively administer the office, Chief Public Defenders are expected to carry a reduced caseload.
Qualifications
Education:
* Must be a graduate from an ABA accredited law school.
* Licensed attorney in good standing in the State of Kansas at the time of employment (Attorneys licensed in another state must be willing and able to seek admission to the Kansas bar immediately upon hire)
Licensing & Certification:

Cattle:
Inspects incoming loads of cattle for miscounts, sick animals, or other inconsistencies between received load and A report; checks in cattle; records load information.
Utilizes a horse to ride through assigned pens and identify sick animals by observing outward signs of distress; segregates sick cattle for treatment by driving them to nearest hospital pen; calls deads in for removal.
Moves/drives cattle in a low-stress manner.
Assists in the shipment of fat cattle by opening gates, driving cattle to shipping areas for weighing; counting cattle and separating strays; checking withdrawals.
Medically treats livestock according to protocols established by management and consulting veterinarian; administers treatment in a humane manner.
Internally examines dead animals to determine the cause of death. Processes cattle by ear tagging, administering vaccines, implants, parasitics, and other preventive measures; sorts, re-implants, mass treats, and re-vaccinates cattle according to established protocol; administers vaccines and treatment according to label specifications.
Ensures that no animal leaves the facility without meeting applicable withdrawals by maintaining thorough and accurate records.
Feed:
Monitors cattle intake and assigns subsequent distribution of feed by familiarizing self with cattle eating patterns according to gender, days on feed, weather, and breed; maximizes feed intake of cattle by following guidelines issued by consulting nutritionist.
Ensures accurate feed delivery by monitoring feed bunks and assessing feed distribution, quantity, type, and timeliness of delivery.
Ensures that newly received cattle are fed in a timely manner by coordinating feeding with the cattle department.
Minimizes truck downtime by scheduling maintenance/repair; develops and implements feed truck preventative maintenance program.
Maintains cattle feeding records by compiling, entering, and analyzing information.
Fills in when a driver is absent or as necessary by operating a feed truck, hay machine or tractor.
Mill:
Minimizes mill downtime by completing maintenance requirements and scheduling maintenance/repair; develops and implements mill preventative maintenance program.
Monitors quality control of commodities received through regular inspection.
Maintains quality of finished feed rations by using quality ingredients and following recommendations from consulting Nutritionists.
Complies with applicable OSHA, FDA, and EPA regulations; maintains appropriate compliance records.
Yard:
Identifies current and future maintenance requirements through communication with management and production personnel.
Ensures operation of machinery and mechanical equipment by completing maintenance requirements for rolling stock including feed trucks, tractors, and other heavy equipment, and scheduling maintenance and repair.
Coordinates utility repairs with appropriate service providers. Directs maintenance activities on water systems and tanks to provide a continuous supply of drinking water to livestock.
Maintains fencing and gates by repairing damage in a timely manner.
Maintains facility appearance by ensuring that grass/weeds are mowed regularly and trash is properly disposed of.
Plans and supervises all yard construction, renovation, and replacement projects.
Maintains roads, pens, and alleys by filling in holes, controlling dust, and removing accumulated manure.
Maintains environmental compliance and corresponding records according to specified EPA guidelines; collects soil and water samples for testing.
Utilizes best methods of planting, cultivation, harvesting, and knowledge of various climatic conditions on crops to ensure high yields; develops methods for control of noxious weeds, crop diseases, and insect pests.
QUALIFICATIONS:
Undergraduate degree and one to two years related experience and/or training; or equivalent combination of education and experience.

Administer and lead the safety program for all Yard R&M employees and provide safety training as necessary.
Responsible for the department expense budget and determining and administering monthly budgets for operating, repair, labor, energy, and capital expenses.
Participate in the annual performance and wage review program for Yard R&M employees.
Planning and execution of all preventative maintenance and improvement projects to the feedyard.
Ensure the optimization of equipment by scheduling routine maintenance of heavy equipment.
Overseeing off-site water wells providing water to the feedyard and irrigation.
Overseeing all environmental structure systems and waste removal.

Qualifications:
1-2 Years of Industry and Management Experience, Preferred

Heavy equipment, mechanical, electrical and welding experience.
Have an agricultural background, experience, or upbringing, with a desire to work in and manage production agriculture.
Work Environment:
Physical requirements will include standing, walking, lifting, bending, kneeling, shoveling, working equipment, and being in close proximity to livestock.

The Medical Unit at Bob Wilson Memorial Hospital is a 26-bed unit with an average census of eight to ten patients and one swing bed department incorporated to med/surg that is skilled nursing. The department covers general medical, surgery, all post-op, generalized pneumonia, flu, wound care (on skilled nursing side) and physical therapy. The clinical nursing program is new and offers a different/slower pace of training where a new nurse can acclimate and have time to learn our department better. We seek candidates that are flexible and willing to cross train to accommodate labor and delivery if needed.
