This individual will ensure execution of the surveillance program, plan program activities, monitor execution of approved plans within Labs/Plants/Sites, and report on progress, challenges, and issues. They provide project management and engineering expertise to the NNSA Federal Program Manager. Additionally, this person serves as a surveillance program advisor to the ADW Federal Program Manager on program management issues, as well as program liaison with Defense Programs (DP), DOD and other NNSA organizations that support the ADW mission. The Program Analyst will assist the Divisional Federal Surveillance Engineer, Program Engineers, Team Leads, and the Federal Program Manager in the direction, management, and coordination of day-to-day operations across the geographically dispersed Labs/Plants/Sites, review and advise on matters pertaining to planning, integrating, and executing policies, programs, and procedures for development of guidance for resolving issues crossing multiple weapons systems. The individual must be self-starting, possess an ability to work in a highly dynamic environment, and have an ability to interface with a broad range of federal and military senior staff and leadership. This individual will ensure execution of the surveillance program, plan program activities, monitor execution of approved plans within Labs/Plants/Sites, and report on progress, challenges, and issues. They provide project management and engineering expertise to the NNSA Federal Program Manager. Additionally, this person serves as a surveillance program advisor to the ADW Federal Program Manager on program management issues, as well as program liaison with Defense Programs (DP), DOD and other NNSA organizations that support the ADW mission. The Program Analyst will assist the Divisional Federal Surveillance Engineer, Program Engineers, Team Leads, and the Federal Program Manager in the direction, management, and coordination of day-to-day operations across the geographically dispersed Labs/Plants/Sites, review and advise on matters pertaining to planning, integrating, and executing policies, programs, and procedures for development of guidance for resolving issues crossing multiple weapons systems. The individual must be self-starting, possess an ability to work in a highly dynamic environment, and have an ability to interface with a broad range of federal and military senior staff and leadership. This requires coordinating with Federal Program Managers and Engineers, Program Managers at the NNSA National Labs and nuclear weapon production facilities, and other program/budget analysts to draft clear and consolidated budget documentation, program briefings, program reports, draft work authorizations, and approved funding program documentation. The individual must understand and explain the technical and programmatic drivers for budget changes and priorities and respond quickly to real and projected work scope changes, variances, and funding levels with accurate analysis and documentation. This is a full-time contractor-support position located on-site at the NNSA offices in Albuquerque, NM. The individual will report to the ADW Director/Deputy Director. Roles/responsibilities include: + Prepare inputs for planning documents (Surveillance Plans, Production & Planning Directive [P&PD], Weapons Reliability Report [WRR], Stockpile Stewardship and Management Plan [SSMP], etc.) for Federal approval. + Coordinate options between interfaces with DOD, NNSA Design Agencies, and Labs/Plants/Sites. + Assist federal staff to ensure that Surveillance program plans and solutions are proceeding on schedule, and that deliverables conform to customer requirements, quality control standards and negotiated metrics. + Assess and report on progress, impact, dependencies, and trends on surveillance program components (flight test, lab test, JTA development, analysis, and capability development, etc.) and make recommendations for improvement or revision. + Ensure that surveillance program activities are reviewed, documented and reported in conformance with NNSA policy, procedures, and precedent. + Communicate complex and controversial concepts to the Federal Surveillance Engineer, Federal Program Manager, and applicable stakeholders for supporting program and budget execution. + Serve as subject matter expert to the division staff to resolve emerging issues and problems. + Apply broad and diversified knowledge of respective nuclear weapons systems, NNSA/Nuclear Security Enterprise (NSE) surveillance program, relevant Phase 6.X activities and deliverables, and program management disciplines. + Analyze information and review system requirements for workflow, organization, and corrective measures. + Apply process improvement practices for the nuclear weapon surveillance activities. + Exercise judgment and plan and accomplish goals based upon program planning and mission performance. + Work independently, creatively, and under general supervision.
