This position is offered at two levels: Project/Program Analyst II (mid-level) and Project/Program Analyst III (advanced level). The level of responsibility, complexity of analysis, and required experience vary between levels, as detailed below.
Key Responsibilities
Track project and program status, schedules, deliverables, and milestones.
Monitor project costs, budgets, and compliance with DOE financial and program guidelines.
Prepare reports for DOE-ID and DOE-NE/HQ management, synthesizing complex data into clear, actionable information.
Interface with DOE-ID/HQ financial personnel and support university funding processes.
Conduct data analysis to identify trends, discrepancies, and areas for improvement.
Organize and maintain electronic and hard-copy files, ensuring documentation is complete and audit-ready.

Qualifications
Project/Program Analyst II: Bachelor's degree in business administration, Project Management, Finance, or related field + 3 years relevant experience; good understanding of project management principles; strong analytical skills and knowledge of federal budgeting concepts; proficient in Microsoft Office Suite (Excel, Project, Word, PowerPoint).
Project/Program Analyst III: Bachelor's degree in business administration, Project Management, Finance, or related field + 5 years relevant experience; expert proficiency in project management methodologies and tools; advanced analytical and financial modeling skills; strong knowledge of federal budgeting processes and systems (e.g., STARS, PICS:NE); advanced proficiency in Microsoft Office Suite (Excel, Project, PowerPoint, Word); excellent written and verbal communication skills, including report generation and presentations.

Role Overview

Data Extraction and Analysis:
Write complex SQL queries to extract, clean, and manipulate large datasets.
Develop Python scripts for automating data preparation and analysis workflows.
Conduct exploratory data analysis (EDA) to discover trends, patterns, and insights.
Dashboarding and Reporting:
Build and maintain dynamic dashboards and reports in Domo.
Design intuitive data visualizations to support business strategies and initiatives.
Translate business requirements into technical specifications for reporting solutions.
Data Management and Quality Assurance:
Assist in data validation, integrity checks, and troubleshooting.
Document processes, methodologies, and analysis results.
Collaborate with Data Engineering and IT teams to ensure data availability and reliability.
Collaboration and Communication:
Work closely with analysts, business stakeholders, and leadership to understand data needs.
Present findings and recommendations clearly and concisely to both technical and non-technical audiences.
Participate in team meetings, brainstorming sessions, and knowledge-sharing activities.
Qualifications
Education:
Currently pursuing a Bachelor's or Master's degree in Computer Science, Data Science, Statistics, Mathematics, Business Analytics, or a related field.
Technical Skills:
Proficiency in SQL (writing complex joins, subqueries, CTEs).
Strong experience with Python (Pandas, NumPy, matplotlib, etc.).
Familiarity with Domo or similar BI tools (Tableau, Power BI, Looker).
Understanding of data wrangling, cleansing, and ETL processes.
Knowledge of data visualization best practices.

* Collaborate with subject matter experts to develop analytic solutions (Power BI reports, Power BI Apps and Dashboards) that help to drive the data and analytics business initiative.
* Translate business requirements related to reporting and dashboards down to the data elements.

Qualifications
Basic Qualifications:

* Bench strength with Power BI for report creation, data analysis & visualization.
* The role is technical in nature and knowledge of master data management, databases, tables, measures, relationships, math, and statistics are strongly recommended.
* Understanding of relational databases and experience with data manipulation using SQL and Excel.
* Ability to identify and document process requirements and functionality and build functional and insightful dashboards in Power BI.
* Experience with Microsoft productivity products including Word, Excel, Outlook, and PowerPoint.
* Understanding of information architecture elements including organization, structure, and management of digital content including metadata and content types.
* Strong critical thinking, problem-solving, and communication abilities to interpret data, draw meaningful conclusions, and present them to stakeholders.
* Good written and verbal communication skills to allow for effective communication with a diverse audience.
* Highly motivated and capable of adopting new methods, knowledge, and skills quickly.
* Ability to work with a team, to give and receive constructive feedback.
Preferred Qualifications:
* Understanding of DAX coding.
