  • Program Manager, Safety

    Define, develop, coordinate, implement and manage environmental, health and safety programs to ensure the safest environment for our NW Region employees and providers. Identify and establish future programs according to organizational need and regulatory compliance. Collaborate and consult with National Services, Regional Leaders, and local Supervisors for interpretation of regulatory requirements and Kaiser Permanente Workplace safety initiatives. Essential Functions: • Assure compliance to regulatory requirements by developing, managing, and implementing regulatory programs which meet applicable EH&S requirements throughout KPNW. Monitor compliance through regular auditing, inspections and reporting. Manage existing EH&S programs to assure a safe and healthful work environment, with the intent to prevent disasters and life threatening situations, as well as protect the environment and KPNW mission and resources. • Provide technical and consultative support to KPNW employees, managers, providers (NWP and PDA), Employee Health, Workplace safety and safety committees on environmental, health and safety issues dealing with regulatory bodies (e.g., TJC, OSHA, WISHA, EPA, DOT) and all applicable EH&S state and federal regulations. Guide, coordinate, educate, and effectively recommend ways to integrate control measures that provide cost effective outcomes to best serve the needs of the employees and employer. • Provide expertise to assigned facilities to implement safety related changes to ensure a safe work environment for patients, members, visitors and staff. Collaborate during design phase and planning of all new construction or remodels to promote a healthy environment and engineer out safety risks. Consult with management and staff on all employee safety matters and identify directly or utilize other organizational resources appropriately to recommend corrective action. This includes the authority to stop work of any programs, process or projects that could immediately jeopardize the health or safety of Kaiser employees, contractors, providers, patients or visitors. • Provide direct support to all safety staff as needed to ensure program alignment and compliance with all regulatory agencies across the region. • Review, interpret, and analyze occupational health legislation and regulations and program services to ensure organizational compliance. Assess for feasibility of operationalizing new and/or revised programs/services by establishing assessment criteria for existing programs in conjunction with current federal and local regulations and medical standards and theories. Ensure quality assurance of programs/services. Integrate and implement Program Office recommendations. • Coordinate with all levels of employees to identify and eliminate workplace safety hazards and reduce injuries among health care workers. These components include but are not limited to: education, facilitation, project management, implementation, training and program development. • Establish, perform, and/or assist in surveillance activities which monitor regulated and non-regulated safety hazards, such as chemicals, noise, water intrusions, and air quality/environmental issues. Basic Qualifications: Experience • Minimum three (3) years of experience as industrial hygiene or safety professional including development of safety programs. • Minimum three (3) years of experience in environmental, health and safety demonstrating increased responsibilities in a similar complex medical delivery system or similar complex organization. • Minimum three (3) years of experience operationalizing OSHA, EPA, DOT and TJC regulations. Education • Bachelor's degree in environmental health and safety, chemistry, industrial hygiene and/or related field/experience OR four (4) of experience in a directly related field. • High School Diploma or General Education Development (GED) required. License, Certification, Registration • Certified Healthcare Manager (HEM) or the ability to obtain certification within one year from date of hire. • Drivers Licenses required upon hire/transfer. Additional Requirements: • Training in toxicology and chemistry • Knowledge of management principles • Program and project management and planning • Creative problem resolution • Work independently in a self-directed role, as well as in a team setting, using discretion, and good judgment. • Excellent critical thinking skills. • Be accurate and detail oriented. • Organize and prioritize independently. • Excellent written and oral communication skills. • Demonstrate customer focused service skills. • Demonstrated trend analysis skills. • Experience in the use of air monitoring and industrial hygiene equipment. • Proficiency in use of Lotus Notes and Microsoft Office Suite (Word, PowerPoint, Excel, Access). • Familiar with data base maintenance. • Valid Drivers License and ability to travel to any site in NW region at short notice. • Ability to negotiate in a hostile or emotional situation. • Be accurate and detail oriented. • Organize and prioritize independently. • Working knowledge or experience with TJC and AAAHC surveys. Preferred Qualifications: • Minimum three (3) years of working at Kaiser Permanente or similar complex medical delivery system. • Master's degree in environmental health and safety, chemistry, industrial hygiene and/or related field/experience.
