Duties, Responsibilities & Other
We are seeking a highly skilled Marine Structures ProjectManager to lead and deliver complex waterfront and coastal infrastructure projects. This role combines technical expertise with projectmanagement, client leadership, and team development. The successful candidate will manage a team of engineers and designers while overseeing all phases of marine structure projects-from concept through construction-ensuring technical excellence, client satisfaction, and financial success.
Key Responsibilities:
Manage and mentor a team of engineers and designers in the development of waterfront structure projects.
Oversee all project phases including preliminary site visits, conceptual planning, zoning and permitting coordination, design development, and final construction documents.
Develop and approve project scopes, budgets, and schedules, ensuring delivery within established goals.
Prepare proposals for professional services and funding opportunities; review and approve project documents for quality assurance and compliance.
Serve as the primary client point of contact, maintaining strong relationships, ensuring satisfaction, and identifying opportunities for future work.
Collaborate with the Practice Leader to strengthen existing client relationships and pursue new business opportunities.
Monitor and achieve project financial goals, consistently ensuring profitability and efficiency.
Supervise and provide technical guidance to staff, serving as an advisor on engineering challenges and innovative solutions.
Lead the preparation of project reports, submittals, and technical documentation.
Conduct site visits to gather existing conditions, provide construction support, and perform inspections.
Work with the Project Assistant on project setup, billing, invoicing, and closeout.
Train, mentor, and support the professional development of junior engineers and staff.

Qualifications
Education and/or Skills Required:
• Bachelor's Degree in related field (AEC Industry) and minimum of 4 years of related professional experience, or 8 years of equivalent

Duties, Responsibilities & Other
As a ProjectManager 6, you will oversee projects of increased scope and complexity, managing multiple subconsultants, contractors, vendors, and suppliers. You will coordinate all phases of a project-from planning through completion-ensuring technical excellence, on-time delivery, and budget adherence. In this hybrid leadership/technical role, you will also perform and review structural designs, lead condition assessments, and guide junior engineers, ensuring that project deliverables meet both KCI's quality standards and client expectations.
Key Responsibilities:
ProjectManagement & Leadership
Manage all aspects of assigned projects, including technical staff, subcontractors, and suppliers, ensuring successful completion within scope, schedule, and budget.

What You'll Be Doing:
Parsons is seeking to hire a ProjectManager (PM) for a U.S. Government contract. The PM will provide overall leadership and guidance for a large, complex international program in a challenging and dynamic environment. Provides direction and management for small to medium-sized international nuclear security projects and ensures on-schedule completion within or below budget in accordance with contractual obligations. The ProjectManager is responsible for the scope development, scope management and commercial performance of the project to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. Typical projects range up to $30 million in total installed cost. Projects work with nuclear material security, including efforts to ensure the secure storage and transportation of nuclear warheads, weapons-usable nuclear material, and high-threat radiological material.
Additional Responsibilities:
Responsible for managing a complex international project in the global nuclear security arena.
Plans for, documents, and executes processes for technical program management; requirements management; risk management, performance management, metrics reporting, communications planning and management, and subcontractor management.
Acts as the Company representative with the client and selected subcontractors during the project execution. Negotiates changes to the scope of work with the client and key subcontractors.
Establishes relationships with host country stakeholders and participates in meetings and negotiations in support of U.S. Government client.
Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria. Ensure that quality products are delivered to the client.
Responsible for the development and distribution of a ProjectManagement Plan to all members of the project team for reference.
Devises and executes actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. The ProjectManager is specifically responsible for maintaining current and timely change orders.
Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective and high-quality work products.
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.
Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Field responsibilities may include local procurement, management of host country national employees, and payroll operations, etc., if required.
Promotes technical and commercial excellence on the project through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes weekly meeting to review project status and formulate action items.
Responsible for holding quarterly management reviews with the client at international locations. The review shall detail the following, Milestones completed, pending, and forecast; Financial report including current and projected cost at completion; Schedule and status of permits, licenses, and certifications; Technical progress, to include identified problems and an evaluation of their effect on schedule performance; Project organization and personnel; Subcontractor roles, responsibilities, and performance; Schedule status, issues and resolutions, risks and mitigation; Areas of government focus

What Required Skills You'll Bring:
Bachelor's degree in nuclear engineering or related engineering field, chemistry, or related technical/business field and typically 12+ years of related work experience
At least 7 years managing international projects for US Government customers.
Candidate should have a broad general technical and business background.
Professional registration through the ProjectManagement Institute (or equivalent) is preferred.
The preferred candidate will have experience conducting and managing training courses.
Must be willing to travel internationally.

- ProjectManagement Professional (PMP) is a plus.

Pay Transparency: In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. You'll be responsible for driving high-impact results while leading field teams, managing resources, and maintaining compliance with industry and safety standards.
Key Responsibilities
Project Leadership & Execution
Lead all phases of underwater inspection and marine engineering projects, including bridge, dam, and waterfront structures.
Manage field dive operations in compliance with ADCI and OSHA regulations, ensuring diver safety and data quality.
Coordinate internal technical teams and external partners (subconsultants, vendors, contractors) to deliver projects on time and within budget.
Serve as the primary point of contact for clients-building trust, resolving challenges, and ensuring exceptional service delivery.
Prepare inspection reports, QA documentation, and final deliverables in alignment with DOT and USACE requirements.
Technical Oversight
Oversee dive planning, including site assessments, risk analysis, and safety briefings.
Review field findings and compare to design drawings or prior inspection records to assess structural integrity.
Conduct or oversee preparation of technical documents, sketches, photographs, and cost estimates.
Interpret and apply regulations, standards, and specifications related to marine and structural inspections.
Financial & Operational Management
Track project performance, schedule, and financial metrics (WIP, AR, budget adherence).
Negotiate scopes, fees, and contract terms with clients and subs.
Provide regular updates through progress reports and monthly project review meetings.
Team Development & Compliance
Mentor and train junior divers and technical staff to develop talent and uphold KCI standards.
Promote a strong safety culture by contributing to site-specific safety plans and enforcing adherence in the field.
Ensure compliance with KCI procedures and relevant federal/state/local guidelines.
Business Development
Identify and pursue new project opportunities in underwater inspection, waterfront development, and infrastructure rehabilitation.
Support proposal writing, resume/project writeups, and marketing materials with detailed project closeouts and imagery.
Represent KCI at industry events, conferences, and client meetings to promote diving services and capabilities.
Minimum Qualifications
ADCI-certified Commercial Diver
Strong working knowledge of EM 385-1-1, DOT inspection protocols, and applicable marine construction standards
Professional Engineer (PE) license
Qualifications
Education and/or Skills Required:
• Bachelor's Degree in related field (AEC Industry) and minimum of 3 years of related professional experience, or 7 years of equivalent
professional experience.
• Participation in continuing education and professional development programs.
• Experience in projectmanagement roles, with a track record of successful project delivery.
• Demonstrated leadership abilities to inspire and motivate project teams.
• Proven organizational and time-management skills, with the ability to prioritize tasks and manage multiple projects simultaneously.

Duties, Responsibilities & Other
ProjectManagement and Leadership:
Manage all aspects of the project(s), including technical staff, subcontractors, and suppliers, to ensure timely and successful project completion.
Develop and communicate the ProjectManagement Plan for the project, outlining project objectives, scope, schedule, budget, quality standards, and safety protocols.
Effectively manage the project scope, ensuring alignment with client expectations and project requirements.
Maintain project schedules, proactively identifying and addressing potential delays or conflicts to minimize impact on project timelines.
Monitor project budgets and expenditures, implementing cost-control measures as needed to ensure projects remain within budgetary constraints.
Uphold high-quality standards throughout project execution, overseeing quality assurance processes and ensuring adherence to industry standards and best practices.
Serve as the primary point of contact for the client, maintaining open communication and addressing client concerns or inquiries in a timely and professional manner.
Collaborate closely with internal stakeholders and project team members to drive project success and foster a collaborative working environment.
Allocate resources efficiently, ensuring that the project team is adequately staffed and equipped to meet project demands.
Identify, assess, and manageproject risks and develop mitigation strategies to minimize impact on project.

Training, Development, and Compliance:
Mentor less experienced staff to assist in their training and development.
Comply with all KCI policies and procedures.
Provide input to develop project-specific safety plans and implement project safety plans to ensure compliance with all Federal, state, and local safety rules and regulations.
Financial Management and Reporting:
Negotiate contract terms, scope and fees with a client/subconsultant.
Develop project schedules from inception to completion.
Contract development for clients/ subconsultants.
Report monthly proposal/business development results to Sr. PM or Practice Leader.
Achieve or exceed budgeted individual utilization target (70%-80% typical).
Chart and provide project performance results, report on progress, and implement corrective actions as needed.
Deliver all projects on time and within budget while fully meeting the scope.
Prepare and submit monthly project completion report.
Prepare inter-practice agreements and/or outside subcontracts as required.
Prepare monthly progress reports for all projects and be able to discuss in monthly Project Review Meetings.
Responsible for project cash management (WIP/AR) and providing comments to Finance and Operations monthly.
Set-up new projects and provide weekly new project data to the Sr. PM or Practice Leader.
Search for ways to improve efficiency while lowering project cost.
Business Development and Marketing:
Participate in project opportunity evaluation, consultant selection, and the preparation of qualification/experience statements.
Identify new business opportunities, coordinate and participate in project presentations to clients and other external groups, develop and organize proposal teams and promote KCI's capabilities among existing and prospective clients.
Help with project closeout with an overall project write up and pictures of completed project for marketing/resume use.
Be involved in at least one industry and/or community organization.
Project Execution and Technical Oversight:
Fully manage all required projectmanagement and technical deliverables required in contract scope of work.
Compare field data to design plans.
Conduct site visits and gather data, including measurements, sketches, notes, and photographs as needed.
Prepare all phases of designs and/or deliverables submitting for approval.
Read and interpret technical documents required for project execution.
Make decisions on issues/challenges during project implementation or development.
Maintain knowledge of current State and/or Municipal policies, procedures, and guidelines.
