Duties, Responsibilities & Other Serve as KCI Senior Manager on site responsible for managing a team of consultant construction inspectors and testing technicians during the construction of features for design/build and design/bid/build transportation projects. Coordinate on a daily basis with the client representatives relating to the status of quality issues and concern. Oversee that inspections and materials testing assigned is compliant with contract plans, specifications, and special provisions on all phases of construction associated with highways. Communicate and report to the KCI Project Executive on status of staffing, vehicle logistics, administrative and technical issues, concerns, and other items as requested. Inspecting and Testing Staff: Manage the KCI team leads for projects assigned. Assist in estimating the number of inspectors, vehicles and equipment needed for projects assigned. Identify, interview and coordinate potential inspection staff with subconsultant firms, local testing laboratories and talent management support Assure that the KCI team leads manage the on-site materials testing and inspection staff to cover production work activities assigned to project. This involves assigning inspectors and technicians to perform the inspections and testing as required for the project and defined in the VDOT Design/Build manual. Manage subconsultants in staff augmentation roles to perform the inspection, sampling and testing of construction materials to monitor compliance with contract specifications. Overall staff consists of combination of KCI and Subconsultant staff, with specialty support as needed. Reporting: Assure that KCI team leads prepare and review daily, weekly, and monthly reports as required. Resolve inspecting and testing conflicts that arise in the execution of these duties and provide recommendations of resolution to JV Area Lead and other Project leadership personnel. Assure that KCI team leads assign inspection and testing staff using the daily production log of the activities that will be performed each day for the Area assigned. Review and approve daily manhour reports for inspection and testing staff each day. Assign activities for inspection staff to identify in report that correlates to the KCI Schedule of Values (SOV) and pending changes (PCOs). On-Site Equipment: Assign equipment to inspection and testing staff and verify that the equipment use-age follows all ASTM standards for proper use, storage and maintenance. Assure that all equipment is tracked and maintained in a secure manner and that access is limited to equipment in order to maintain in good working order. Assure that equipment is not re-assigned ad hoc and that equipment is accounted for at all times. Assure that all on-site testing equipment is calibrated in accordance with ASTM standards for that equipment. Coordinate calibration documentation with project administrative staff for weekly/monthly submission to the JV. Meetings: Conduct weekly staff meetings with staff in order to convey communication protocols for verbal and written deficiencies, ensure timely submission of daily reports by inspection staff and Area Lead. Assure accurate and complete reporting using VDOT checklists. Assure that inspecting and testing staff have access to project documentation, plans, specifications, standards and regulations. Participate in all preparatory meetings in Area assigned and participate in other quality related meetings such as weekly project-wide quality meeting, weekly internal quality meeting, KCI internal staff meetings, and quality internal meeting with the JV. Other Duties: Serve as resident expert in quality control processes and procedures for work assigned such as welding, concrete testing, asphalt inspection, field densities. Assist in resolving disputes or ambiguities between VDOT standards and other ASTM or industry standards for work assigned. Directly reports to Regional Practice Leader. Serves as a Practice Leader in Construction Management, Transportation North Discipline. Continue to build a sustainable construction engineering and inspection practice in the Hampton Roads region Responsible for staff development, project execution, and procurement of contracts for CEI and other related services * Essential Duties and Responsibilities are the basic job functions that an employee must be able to perform, with or without reasonable accommodation. Duties, Responsibilities & Other Experienced Quality Control Manager/Engineer for land bridges and roadway widening on I64 for the Hampton Roads Bridge Tunnel expansion project. Quality Managers solve construction quality problems in the field, and establish an effective working relationship with contractors, VDOT and other inspectors. Assist in inspections to ensure compliance with contract plans, specifications, and special provisions on all phases of construction associated with highways. Assist in the preparation of contract change orders and estimate inspector resources required. Manage sub consultants to coordinate the inspection sampling and testing of construction materials and activities to monitor compliance with contract specifications. Prepare and review daily, weekly, and monthly reports as required. Ability to work independently, perform duties in the construction field office, and effectively make decisions concerning construction quality in progress and resolve at the lowest level in the field when possible. It is a management, supervision and leadership position that will direct and oversee the inspection and material testing efforts on eleven land bridges and the connecting roadway widenings in Hampton Roads I64 corridor. Must have solid experience in construction methods, inspection, materials testing, daily report writing, VDOT documentation, specifications and standards. VDOT certifications or in-depth knowledge of same are required. Candidates should have experience applying engineering concepts to solve complex problems and have ability to plan, organize, and schedule daily inspection operations and to make independent decisions. The successful candidate will possess strong working knowledge of highway bridge and road construction procedures in heavy traffic and must be able to communicate effectively with co-workers, departmental personnel, contractors, developers, local and state officials, and the public. About this Opportunity Virginia's DOT Safety Service Patroller's play a key critical role in safeguarding motorists traveling the interstates by ensuring roadways are clear of debris, reporting highway maintenance issues and assisting stranded motorists. Our SSP program operates 7 days a week, 365 days per year, serving a critical role in the delivery of safety and mobility to the motoring public. As this is a 24/7/365 operation center, schedules are dictated by operational need and stated in advance and will include on call duties. Schedules may vary and individuals selected will be required to successfully complete certification training. The responsibilities of the SSP include, but are not limited to: Establishing temporary traffic control for emergency responders and providing scene assistance. Detecting incidents and disruptions in traffic. Clearing obstructions and debris from the roadway. Support reversible roadway and high-occupancy vehicle gate and tunnel operations to ensure safe and incident-free lane change functions.
