Duties, Responsibilities & Other
Essential Duties and Responsibilities*:
The Quality Assurance Manager (QAM) is responsible for implementing, managing, and documenting all Quality Assurance (QA) activities on VDOT transportation and infrastructure projects. The QAM ensures that all work performed by the contractor, subcontractors, and testing personnel complies with VDOT standards, specifications, the project's QA/QC Plan, and contract requirements. This position is independent from the construction production team and reports directly to executive management and/or the Owner/VDOT as required.
Develop, maintain, and execute the Quality Assurance Plan (QAP) for VDOT compliance.
Oversee QA inspection and testing for all project elements, including roadway, structures, utilities, and environmental controls.
Ensure that all materials and work are tested and documented in accordance with VDOT Materials Division Manual of Instructions (MOI) and project specifications.
Validate and sign off on QA reports, daily inspection reports, testing results, and Non-Conformance Reports (NCRs).
Ensure accurate recordkeeping.
Provide weekly and monthly QA summaries for internal leadership and VDOT representatives.
Serve as the primary point of contact for VDOT regarding QA matters.
Conduct and participate in field audits, VDOT reviews, and third-party assessments.
Monitor contractor compliance with safety, environmental, and construction standards.

Qualifications
Education and/or Work Experience Required:
Requires a minimum of 12 years of relevant experience with a High School Diploma or GED or 10 years with a Bachelor's Degree in relevant field.

Strong organizational and time-management skills, with the ability to prioritize tasks and manage multiple projects simultaneously.
Excellent communication and interpersonal skills, with the ability to effectively interact with clients, team members, and stakeholders.

Your Key Responsibilities
- Manages project technical tasks including completing design work, calculations, writing specifications and technical reports on a wide range of civil infrastructure projects generally involving sanitary & storm sewer, water main design, pump stations, wastewater resource recovery facilities, water treatment facilities, and stormwater management/drainage plans.
- Coordinates design and report deliverable packages for submission to clients and/or approval authorities.
- Coordinate with the Project Manager and attend meetings with the client, team members and sub-consultants.

- Assist in the preparation of engineering project documents, client presentations, client contact and communication pertaining to specific project deliverables.

- Evaluates, selects, specifies, and engineers process mechanical systems or products for a project.
- Conducts quality assurance and quality control on own projects.
- Assist in the review of shop drawings and submittals, responds to request for information, prepares site observation reports, and performs other contract administration tasks.
- Participate in basic cost estimating under the direction of technical leaders to support engineering projects.

Your Role:

Your Key Responsibilities

Proposal Summary
MSI is pursuing a five-year contract to provide research and support services to the U.S. Department of Labor (DOL), Bureau of International Labor Affairs (ILAB). DOL/ILAB is commissioning research support services to produce high-quality, timely Congressional and Executive Order reports on forced labor, child labor, and other labor policy priorities. Our team will deliver rigorous data analysis, policy research, technical editing, and communications support, while also strengthening ILAB's capacity through training, stakeholder engagement, and specialized supply chain and trade-related studies.
Position Summary
To augment the core project team, MSI requires a pool of short-term technical experts to support the delivery of work on forced labor, child labor, and other adjacent research issues. Specifically, this SOW solicits expressions of interest and qualifications for the following three roles:
• Child Labor & Forced Labor Specialist
• Human Trafficking Specialist
• Supply Chain Specialist
Short-term experts will be engaged on an as-needed basis-typically for assignments of 2-8 weeks each-to provide deep technical input, rapid desk reviews, methodological guidance, and in-country advisory support.
Responsibilities:
Technical Review & Methodology
• Review and advise on research instruments (questionnaires, interview guides, sampling protocols) for inclusion of child-labor, forced-labor, trafficking, or supply-chain tracing elements.
• Conduct desk reviews of national legislation, ILO/UNESCO statistics, trade data, and academic literature.
• Provide methodological memos on best practices and ethical safeguards for working with vulnerable populations and survivors.
Advisory & Capacity Building

Parsons is looking for an amazingly talented **Environmental Project Manager** with a PE or PG to join our team! In this role you will oversee projects with a focus on an array of environmental projects, ensuring successful execution of scope, schedule, and budget. You will collaborate with clients, coworkers, property owners, manage subcontractors, and provide technical leadership while supporting business development efforts and proposal activities.
**What You'll Be Doing:**
+ **Project Management:** Lead the planning, execution, and delivery of remedial design and construction projects, including managing scope, schedule, budget, and resources.
+ **Technical Oversight:** Work on heavy civil/environmental projects such as Phase 1 and Phase 2 site assessments, soil vapor sampling, indoor and outdoor air sampling, contaminated soil excavation, soil borings, soil logging, monitoring well installation, vapor well installation, and abandonment.
+ **Documentation:** Prepare and review technical reports, remedial design work plans, design reports, technical specifications, and drawings.
+ **Business Development:** Develop qualification packages and proposals, including scope, schedule, and budgets, to support Parsons' growth in California.
+ **Client Engagement:** Build and maintain strong relationships with clients, ensuring their needs are met and projects exceed expectations.
+ **Team Leadership:** Mentor and guide junior staff, fostering professional growth and collaboration.
+ **Regulatory Compliance:** Serve as a technical leader and provide consulting services on regulatory compliance, leveraging your expertise in environmental rules and regulations.
+ **Thought Leadership:** Prepare and present technical papers and reports to showcase Parsons' expertise in the field.
**What Required Skills You'll Bring:**
+ **Education:** Bachelor's degree in civil, geotechnical, or environmental engineering, or a related technical/business field.
+ **Experience:** Minimum of 10 years of experience in remedial design and construction oversight, with a strong focus on civil and earthworks projects.
+ **Technical Skills:** Proficiency in Microsoft Word, Excel, Outlook, Project, and PowerPoint.
+ **Professional Skills:** Detail-oriented team player with excellent written and oral communication, analytical, organizational, and time management skills. Having job ownership, the ability to coach others, and the ability to receive coaching are also desirable.
+ **Licensure:** Professional Engineer (PE) or Professional Geologist (PG) license is highly desired.
+ **Certifications:** Current 40-hour HAZWOPER training is preferred.
+ **Travel:** Willingness to travel intermittently based on project needs.

Job Description
AECOM has a position available for an experienced Environmental Compliance Specialist to join our Environmental Health and Safety (EHS) & Air team located in Germantown, MD. This position will manage and complete environmental compliance related tasks, programs and plans to ensure compliance with all federal, state, and local regulations and support programs and projects associated with environmental due diligence. The successful applicant will have a working knowledge of federal, state, and local regulations, environmental permitting, and strong technical writing capabilities.
Competency in environmental regulatory programs including the CAA, RCRA, EPCRA, and CWA (NPDES, SPCC, and SWPPP)
Provide technical support to internal and external customers related to environmental projects, processes, audits, and compliance.
Ensure policies and procedures for the general operation of the business unit's compliance programs.
Competency in environmental due diligence; must qualify as an ASTM 1527-21 Environmental Professional and be able to write, review, and sign Phase I Environmental Site Assessment reports.
Ability to develop and manage Phase II environmental site investigations including water, soil, and air sampling, investigation techniques, and procedures.
Effectively communicate with all levels of a project team and attend client meetings, as requested.
Client facing experience in building client relationships and assisting in business growth.
Ability to organize, oversee, support, and mentor junior level employees and client personnel.
Project management experience. Successful candidate is expected to complete training and obtain AECOM's Project Manager Certification within 1 year of employment.

Duties, Responsibilities & Other
KCI Technologies is hiring a Structural Engineer-in-Training interested in Building Structures to join our team in Baltimore.
The engineer shall perform structural analysis, complete design tasks, and develop construction drawings for concrete, wood, and steel structures that are related to buildings or other types of vertical construction.
New design will encompass a variety of building types including, but not limited to: community centers, low-to-mid-rise construction, multi-family residential over podium, and high-rise construction (approximately 30-40 stories), along with other unique specialty structures.
Assignments will include, but are not limited to: design and analysis, utilization of engineering design software, documentation (using BIM software), process study, research investigations, report preparation, on-site inspections, and other activities requiring knowledge of structural design principles and techniques commonly employed in unique structural applications.
The Structural Engineer-in-Training will:
Perform analysis and design of various structural engineering tasks.
Document the project design in deliverables to be used for construction.
Prepare reports to convey results of analysis, feasibility studies, field work, and other technical tasks pertinent to the structural design of a project.
Inspect existing buildings, with other staff Engineers, and document observations and condition assessment findings.
Communicate effectively with coworkers, clients, contractors, and other disciplines.
Work collaboratively with internal and external partners on multidisciplinary design and engineering projects to develop innovative solutions.
Review input from Project or Technical Managers and makes the necessary adjustments and corrections to work product.
Perform work in a timely and effective manner within assigned schedules and budgets.
Assist on all phases of design as well as the construction administration and bid phases of work.
Field experience is preferred but not required
EIT certification is preferred. Ability to acquire within 1 year is required.
