The County of Kings invites applications for the position of Director of Public Works. This executive-level position offers an outstanding opportunity for a proven leader to oversee a broad range of critical County services, including Administrations, Roads and Bridges, Parks and Grounds, Fleet Management, Building Maintenance, and Engineering. Under the administrative direction of the County Executive Officer, the Director provides strategic leadership, policy guidance, and operational oversight to ensure the effective delivery of high-quality public works programs that support the County's infrastructure, public spaces, and long-term sustainability. The ideal candidate will demonstrate exceptional management, communication, and collaboration skills, with a commitment to public service, innovation, and organizational excellence.
MANAGEMENT LEVEL I BENEFITS
This position includes Management Group I benefits, which features CalPERS retirement (plan and tier placement determined at benefits selection) and fully paid PPO health, dental, vision, and chiropractic insurance for employees and eligible dependents. Employees are also eligible for the Deferred Compensation Plan, with the County contributing one dollar for every three dollars contributed by the employee, up to $3,500 per year. Vacation accrual ranges from 12 to 20 days per year, based on years of service, and the County Executive Officer may authorize an adjusted accrual rate for employees hired from other public agencies to reflect prior service. In addition, this position includes 80 hours of management leave (pro rated upon hire date), which may be cashed out at the employee's option. Employees receive 11.5 scheduled paid holidays per year, plus an additional 3.5 days when the County participates in holiday closures, and 10 to 12 days of accrued sick leave per year with unlimited accrual. Other benefits include $50,000 term life insurance and access to the onsite Health Center Monday through Friday for employees and eligible dependents, without the need to use sick or other leave for personal appointments. Uniform allowances and longevity pay is available for safety classifications after 5, 10, and 15 years of service.

EMPLOYMENT AT WILL
The Director of Public Works, a department head, is an "at-will" position, which is not included in the County's classified service and is exempt from merit system status. As an at-will employee, the incumbent may be terminated with or without cause or notice at any time by the County Executive Officer as the appointing authority.

* Assumes full management responsibility for all Public Works Department programs, services, and activities including engineering design of County roads, bridges and other public works facilities; right of way acquisitions, official land surveys, County road, bridge and building construction and maintenance; automotive and road construction equipment repair; and operation, development and maintenance of County parks, grounds and facilities.
* Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the Department; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
* Manages and participates in the development and administration of the department's budget; directs the forecast of additional funds needed for staffing, equipment, and supplies; directs the monitoring of and approves expenditures; directs and implements budgetary adjustments.
* Selects, trains, motivates, and directs Department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns.
* Monitors and implements legal, regulatory, technology and societal changes and court decisions that may affect the work of the department; determines equipment acquisition, training programs and procedural changes to ensure retention of qualified staff and the provision of services to the community in an effective, efficient, and economical manner.
* Oversees the development of consultant requests for proposals for professional services and the advertising and bid processes; evaluates proposals and recommends project award; coordinates with legal counsel to determine County needs and requirements for contractual services; negotiates contracts and agreements and administers same after award.
* Oversees, coordinates and ensures the successful execution of capital improvement projects from initiation through completion; serves as the primary point of contact and oversees the completion of all capital improvement projects, ensures that final inspections and assessments are conducted and that all project documentation is completed.
* Coordinates with department staff on the maintenance, repair, and construction of County roads; engineering and design of roads and other public works infrastructure; maintenance and inventory of the County vehicle and equipment fleet; land use and acquisition; and maintenance and operations of County facilities.
* Reviews existing facilities and projects in progress.
* Confers and coordinates activities with the Board of Supervisors, Administrative Officer, and other County department officials Reviews and approves cost accounting documents and reports, plans and specifications.
* As appointed by the County Executive Officer, performs the duties of Road Commissioner as required by law, depending on qualifications.
* Represents the department to other County departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues.
* Conducts a variety of departmental organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate.
* Participates in and makes presentations to the Board of Supervisors and a wide variety of committees, boards, and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works.
* Directs the maintenance of working and official departmental files; prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Board of Supervisors.
* Responds to public inquiries and complaints and assists with resolutions and alternative recommendations; serves as a spokesperson for the Department at a variety of community events, meetings, and other public relations activities.
* Ensures staff observe and comply with all County and mandated safety rules, regulations, and protocols.
* Performs related duties as assigned.
EDUCATION AND EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
* Equivalent to a bachelor's degree from an accredited four-year college or university with major coursework in engineering, public administration, business administration or a closely related field.
Experience:
* Five (5) years of supervisory or administrative experience in a major public works setting which has included program planning, development, budget preparation and analysis, and administration.
LICENSES AND CERTIFICATIONS
Licenses:
* Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
Certifications:
* Possession of registration as a Civil Engineer in the State of California.
SPECIAL REQUIREMENTS
Qualify for security clearance through a background investigation and fingerprint check. Must be willing to attend meetings outside regular working hours; work irregular hours as required; travel within and outside the County.

Finalists will be expected to provide three professional references. A background investigation will be required for all final candidates. As an Adaptive Physical Educator you will accelerate student outcomes in Grades K-12 by delivering designated physical education services aligned to each learner's individualized education plan (IEP) - on time, on schedule, and to standard. This role elevates instruction through evidence-based curriculum and community-based learning consistent with IEP intent; builds individualized schedules that advance service goals; and documents progress with rigorous, data-driven reporting.

‖ Qualifications Required:
Bachelor's degree or higher in education or a closely related field of study.
Licensed currently or in the process of obtaining an adaptive physical educator (APE) credential.
Licensed currently or in the process of obtaining a special education credential preferred.
Ability to obtain and maintain certification in company approved crisis management (PCM) training.
Prior experience working with adaptive physical education services, preferably in an alternative, special education and/or behavioral health program setting.
Prior experience and/or knowledge in special education services and compliance, particularly for students with autism related disabilities, emotional disturbance and/or behavioral disorders.
Prior experience and/or highly knowledgeable in working with students with individualized education plans (IEP's).
Well-versed in applied behavior analysis (ABA), positive behavior interventions and supports (PBIS), effective teaching strategies, classroom management systems, data-based decision making, functional behavior analysis (FBA) and behavior intervention plans (BIP's).
Proficiency in providing motivation and having critical conversations with students that help move them toward realistic goals.
Ability to think and act quickly and calmly in an emergency and make independent decisions.
Advanced oral and written communication, organization, conflict resolution, multitasking, problem solving, and decision-making ability.

As a core Community Nutrition and Health statewide program, the Expanded Food and Nutrition Education Program (EFNEP) provides community education classes for income-eligible youth and adults, which promote nutrition and physical activity as a means of maintaining a healthy lifestyle free from chronic disease. By focusing on improving diet quality, increasing physical activity, assuring safe food-handling practices, and strengthening food resource management skills, EFNEP supports families with children to make meaningful healthy lifestyle changes. EFNEP also partners with community stakeholders to make changes to the surrounding community context, known as "policy, system, and environmental change efforts" which result in deeper, long-term positive impact for even more youth and families. EFNEP is federally funded by the United States Department of Agriculture as part of a long-standing network of community-based nutrition education programs across the country.
Position Summary:
Join our statewide and national network of nutrition and health educators who receive high-quality training and hands-on support so that together we can make a positive difference in our communities.
This position's primary foci are to conduct, manage, and evaluate a nutrition education program to create a healthier school and community environment.
The Community Education Specialist 2 position will perform the full range of program implementation duties. Incumbent will coordinate, manage, and deliver nutrition education with community-based adults and/or youth in partnership with local public health and community organizations. This includes training, guiding, and supporting schoolteachers who volunteer to support health education in their classes by providing them with education, information and resources; evaluating program implementation; collecting and compiling enrollment information, assuring proper documentation, collecting evaluation data from teachers and participants; performing data entry for reporting; and writing reports in compliance with funding requirements.
The Community Education Specialist 2 will build and maintain an informal network of partners, align nutrition education projects with approved curricula and educational materials, develop news releases and news articles, and maintain knowledge and competence about the subject matter.

Manage the 4-H youth development program (YDP), events and activities and ensure compliance with best practices of positive youth development, diversity, equity, and inclusion (DEI) best practices, policy and procedure. Purpose:
The Associate Director/Academic Coordinator II will provide statewide coordination and leadership for activities of the UC ANR Policy Institute. Specifically, this position will collaborate with the Director to develop new sources of funding including preparing grant applications and engaging with donors. The Policy Institute will also connect affiliated researchers to work across specialty areas, serve as a resource for UC academics interested in expanding policy-relevant work and communications, and will establish a policy advisory board to help identify priority research areas, grant opportunities, and partnerships. The Policy Institute will also conduct original research and real-time economic analyses to remain relevant and responsive to timely, critical issues.

Clientele. The UC ANR Policy Institute's clientele is necessarily broad given that it conducts a wide variety of activities, from conducting original research, calculating real-time economic analyses, and communicating science with policymakers. The Associate Director/Academic Coordinator II will primarily work with UC researchers and local, state, and federal policymakers, as well as partner organizations and stakeholders.
Major Duties and Responsibilities:
Provide statewide coordination for activities of the UC ANR Policy Institute.
Lead and contribute to effective communication efforts (e.g., develop and maintain websites, social media, blogs, and other media).

Write policy briefs and support academics in writing policy briefs.

Reporting Relationship:

CLASS CHARACTERISTICS
This is a management classification responsible for managing a division in the Agricultural and Weights and Measures Department. The incumbent is responsible for developing and implementing policies and procedures for assigned division, including short- and long-term planning, budget administration and reporting, and coordination of key programs/projects with other County divisions and departments and external agencies. Positions apply advanced management principles and strategic thinking to decisions that impact the organization as a whole and the public being served. Positions generally serve as advisors and contributors to executive management on policies, procedures, and major County initiatives.
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
* Plans, manages, and oversees the daily functions, operations, and activities of the Agricultural and Weights and Measures Department divisions, as assigned, including, but not limited to, pesticide regulation, investigation and environmental monitoring, integrated pest management, commodity regulation, pest prevention, plant regulation, weight verification, measurement verification and transaction and product verification.
* Participates in the development and implementation of goals, objectives, policies, and priorities for the assigned division(s); continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
* Participates in the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
* Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.

EDUCATION AND EXPERIENCE
Education:
* Bachelor's degree from an accredited college or university in agriculture, biological, chemical, or physical science with a minimum of 30 semester units, or equivalent, in any of the following disciplines: agricultural science, biological science, chemical science, physical science, mathematics, and/or statistics as accepted by the California Department of Food and Agriculture.
* Candidates must meet the legal requirements of California Food and Agricultural Code 2123 and the Business and Professions Code 12203. Possession of the required licenses may be considered equivalent to the required semester units identified above.
Experience:
* Equivalent to three (3) years of technical experience in the inspection and enforcement of agricultural and/or weights and measures, with at least six (6) months of experience equivalent to an Agricultural and Standards Inspector III in Kings County or an equivalent County.

Licenses:
* Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
