Kitchell seeks an experienced and dedicated Program Manager to join our Southern California region in Los Angeles and build a long-term career at one of the most innovative and growth-oriented building companies in the United States. Responsibilities * Manages all aspects of project planning and development in programs, including Engineering and Construction; Technical Support; Bidding Strategy; Schedules; Budget; Funding source and allocations; Grants Management; Prioritization of Work; and Finalization and Closeout * Reviews, analyzes, and interprets complex project design and construction budgets, schedules, and costs to ensure conformance with authorized scope, time and dollar requirements * Supervises project planners in developing projects' scope, schedule, and budget making sure that the goals and vision of the stakeholders are reflected * Develops funding strategies for each of the projects within a program, including leveraging funds with state match grants, private grants, and identifying non-profit partners, etc. Resolves or reduces cost overruns by performing value engineering * Reviews project data and develops executive reports for stakeholders and proposes new projects in specific programs as required * Manages the financial closeout of programs by ensuring project documents are finalized and financial reports have been reviewed and in accordance with the guidelines of the funding sources, following substantial completion * Acts as liaison and provides necessary documentation for closed-out projects under litigation and participates in depositions whenever necessary * Reviews and assesses program strengths and limitations and makes recommendations for areas requiring improvement, including program reporting and process * Resolves technically complex issues for architects, engineers, and/or other lower-level project managers * Coordinates the formulation of policies and procedures related to Construction Programs, including the development of funding policies, requests for appropriation, and alterations and improvements of new programs * Coordinates and recommends updates to construction specification guidelines * Engages in community and stakeholder meetings regarding high profile projects, summarizes meeting agenda and prepares reports related to project progress for distribution * Participates in job meetings and job walks and reviews project documentation to ensure compliance with program requirements * Maintains lessons learned in all programs and participates in providing trainings to staff for program and project improvements * Mediates conflicts between project staff with regards to scope, materials and other requirements and offers solutions; assists with dispute mediation between various project staff * Participates in change order negotiations and assists with contract review process Education and Experience * Graduation from a recognized college or university with a bachelor's degree, preferably in Architecture, Engineering or Construction Management is required (Work experience may substitute for education) * 10 or more years full time paid professional experience in the management and administration of various programs and projects under programs to include, scope development, planning and design, budget and funding allocation and close-out is required * 4 or more years of experience in managing programs in a public or educational agency, with full responsibility for coordinating complex activities is required * Experience in managing multiple education or public agency programs concurrently is preferred Knowledge and Skills A high understanding of the life cycle of Education market sector projects in California under the guide of the Department of the State Architect (DSA) is required Licenses and Certifications * A credential as a Certified Architect in the State of California is preferred * A Construction Manager (CCM) credential is preferred * A LEED Professional Accreditation is preferred * A valid California driver's license with an acceptable motor vehicle record, free from suspensions or restrictions is required Travel Requirements This position is executed on site in person at the client's downtown Los Angeles, CA office. Atkinson is seeking an experienced Senior Estimator to support our Southern California operations. The Estimating/Preconstruction Department is responsible for preparing budgets and bids for all Atkinson projects, and for continuous preconstruction on awarded projects that are in the development phase. The responsibilities of the Estimating/Preconstruction Department include compiling qualified bidders lists; issuing invitations to bidders; soliciting bids; preparing estimates for all Atkinson work, quantifying and pricing labor and materials; receiving bids; and reviewing bids to prepare total project costs. Clark is seeking an experienced Systems (MEPF) Preconstruction Engineer with a preferred expertise and focus in electrical and low voltage systems to support our LA/OC Offices. **Responsibilities:** + Lead various aspects of the MEPF systems (electrical and low voltage experience is preferred) preconstruction process with internal team members, trade partners, designers, engineers, and project stakeholders to deliver a design that is on budget, on schedule, and compliant with program standards + Analyze drawings, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for projects + Drive value analysis process by identifying opportunities on projects and sharing insights on how to make the design more cost effective, efficient, and constructable + Leverage personal knowledge base and experience to collect and analyze cost data, identify options, provide recommendations and solutions to budget and design issues as they arise + Conduct document reviews during the development of Construction Documents to verify compliance with program, design intent and pace of advancement + Lead stakeholder decision meetings, design progress meetings, value analysis sessions and design conferences related to the MEPF systems + Support the preconstruction lead in the development of design deliverables and workflow during the design process, including critical decisions regarding design packaging to support subcontracting and permitting + Collaborate internally with project managers, preconstruction managers, other trade cost estimators, and field leadership to develop overall project cost and schedule + Develop trade partner RFPs and RFQs for a best value trade partner evaluation and selection + Solicit trade partner and/or vendor quotes and evaluate them for scope, qualifications, risks and opportunities + Lead meetings with trade partners to identify and resolve scope gaps/double-ups, schedule opportunities/challenges and design options + Perform risk and contract management responsibilities as required on bids + Assist in developing a strategy to achieve small, minority and/or disadvantaged business participation + Maintain a database of estimated and actual costs and lead times + Examine construction sites to account for unusual or challenging conditions in the estimate **Qualifications:** + Undergraduate or graduate degree in engineering, architecture, construction management, a related discipline, or relevant work experience + 4+ years of construction, estimating, and/or cost control related experience + Field experience is desirable + Knowledge of Building Connected, Microsoft Excel, and Bluebeam Software.
