Within two years of his appointment as Executive Director, Mr. Garrett guided the City of Long Branch Housing Authority to its first redevelopment project since 1970 with a $20 million HOPE VI approval. In the eight years since, the Authority has been awarded with seven Tax Credit Awards totaling over $72 million to build 429 rental units, 8 home ownership units and a state of the art community center, while also leveraging COAH Funding of $1 million and two grants from the Federal Home Loan Bank of New York to assist in development of those same projects. His vision and foresight expands to his roles as Executive Director and CEO of two subsidiaries, Maestro Community Development Corp. and Shore Point Management and Maintenance Group, under the guise of which his agencies have received SAC approval for the demolition of 136 family units at Woodrow Wilson Homes, as well as NJHMFA Awards of $32 million dollars for Phase I and II(122 units) for the development of the future three (3) phase site. The completed project will yield 168 total units. He also successfully sought the Historical designation of a 1930 school building acquired by LBHA in 2009, which has since seen Maestro CDC been awarded NJHMFA Tax Credit Award/Historical Tax Credit Award of $15 million for the rehabilitation and new construction of 65 units of senior housing as the first phase of a two phase project to build 117 senior units total. The LBHA has also been awarded a $6 million Bond dedicated to modernization efforts, as well as a 100 troubled unit multi-family senior building by HUD, which resulted in the property management of 63 privately owned units. In July of 2012, Mr. Garrett and the City of Long Branch Housing Authority were designated by the HUD Newark Field Office as the Interim Executive Director and Recovery Team for the Asbury Park Housing Authority, a troubled agency consisting of 586 units and 278 vouchers.
