Skills and Experience
* Broad knowledge of export laws and regulations and best practices of export controls and sanctions of the US, Wassenaar and other countries laws such as Singapore SGCA, Germany BAFA, primarily US Department of Commerce's Export Administration Regulations and US Foreign Trade.
* Proven experience in export transaction review, export and re-export license requirement, partner due diligence (including MEU/MIEU) and restricted party screen.
* Strong analytical skills, including the ability to manage data from multiple sources and interpret requirements and regulations to management and in teams' settings with collaborative functional groups.
* Ability to develop trusting relationships across Qualcomm, including within corporate functions, business teams and external sources.
* Effective communication and presentation skills to convey information accurately to the cross functional groups such as Sales Operations, Logistics and Customs teams etc.
* Collaborate with multiple teams such as Export Compliance and Government Affairs, team members and business groups to develop and implement creative solutions.
Job Responsibilities
* Review and manage shipment requests (sales orders/miscellaneous shipments) which meets export compliance regulation and license requirement.
* Agile partner distribution request review.
* Improve Operations process and analyze risk assessment.
* Execute post shipment audit and EEI audit
* Maintain Export & Sanctions Compliance operations standard operating procedures (SOP) to meet the most updated practice or regulation changes.
* Drive Operations automation projects with multiple system teams (Trade Export System, ERP, Sales Force, QSales).
Required Qualifications
* Minimum 5 years' working experience, which includes no less than 2 years' direct working experience in international trade and compliance related fields, and Operational experiences are preferred.
* Working knowledge of US, EU export control regulations, including the Export Administration Regulations (EAR), US Foreign Trade Regulations and Wassenaar Arrangement Regulations, especially Categories 3, 4, 5 (Part I and II) of the CCL.
* Bachelor's degree or above in Legal, International Business, Business Administration, Commerce, Computer Science, Engineering and/or business equivalent experience.
* Working knowledge / experience in telecommunications, information security, cryptography, electronics, integrated circuits, and computer export controls.
Minimum Qualifications:
* Bachelor's degree in Business, Finance, Accounting, Human Resources, or related field.
Preferred Qualification
* Additional multilateral regimes and regulations of the countries where Qualcomm operates.
* Familiarity with Oracle, E2Open, SAP, Agile, SharePoint, Sales Force, Dow Jones search tools.

**Position Description:**
The successful candidate will have solid work experience in the defense industry with past work experience in the areas of contracting, international trade and/or legal. The position will be responsible for integrating export/import regulations into business processes; applying for all DDTC and BIS licenses and ensuring legal compliance to maximize business outcomes for the Global C2 Solutions Business Unit.
**Specific areas of responsibilities include:**

The **International Trade Compliance Analyst** position will be responsible for ensuring compliance with U.S. Export and Import control laws and regulations; applying for all necessary Export and Import authorizations; providing training to employees and guidance/interpretation of the international trade compliance regulations.
**Key Responsibilities:**

Northrop Grumman Defense Systems is seeking an experienced Principal International Trade Compliance Analyst/Sr. Principal International Trade Compliance Analyst to join our team in Elkton, MD or Rocket Center, WV. This position will report to the Manager of International Trade Compliance (ITC) of Propulsion Systems & Controls Business Unit and will require the ability to work on-site in one of the specified locations.
The International Trade Compliance Analyst position will be responsible for ensuring compliance with U.S. Export and Import control laws and regulations; applying for all necessary Export and Import authorizations; providing training to employees and guidance/interpretation of the international trade compliance regulations.
Key Responsibilities:
Work with various functional areas to determine their export/import needs, and develop and implement appropriate strategies to meet business requirements and ensure full compliance with all regulatory agencies
Prepare and submit necessary export/import authorization requests required to support international programs within Armament Systems
Review and approve international travel requests, foreign visit requests, and export/import transactions.
Provide guidance and interpretation of US government regulations including the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
Assist in the development and implementation of trade compliance policies and procedures, such as internal control plans for approved authorizations
Manage all post approval activities such as recordkeeping, reporting requirements, approvals for data exports and international shipping authorizations
Perform compliance assessments of license and agreement files and assist as necessary in any investigations of potential compliance violations
Support and implementation of corrective actions that result from export/import compliance violations
Prepare and deliver to programs, export and import internal control plans and proviso reviews
Conduct export/import training and provide formal and informal communication/guidance to internal and external customers regarding all conditions of the export and import authorizations
Assist in the review of export and import clauses in international new business contracts and provide recommendations
Review of program contractual statements of work to assist in the development of the work scope for each export/import authorization(s)
Make formal presentations in meetings, training environments and respond to questions from management, employees, customers, and vendors related to export/import compliance.
Negotiates export/import control issues with internal and external customers and resolves issues in a win/win manner

The role will also provide global support to operations in other countries where the company has a presence, participating in the standardization, coordination, and execution of international initiatives related to anti-corruption, international sanctions, anti-money laundering, and privacy. The person in this role will serve as the Compliance Officer and perform the associated duties before the Superintendence of Companies (SAGRILAFT and PTEE).
FUNCTIONS:
* Comply with the functions, responsibilities, and duties of the Compliance Officer established in External Circular 100-000016 of December 24, 2020 (SAGRILAFT) and its subsequent updates, as well as the obligations set forth in External Circular 100-000011 of August 9, 2021 (PTEE) and its amendments. This includes, among other activities, managing and administering the SAGRILAFT and PTEE systems, supervising and executing controls, and preparing and submitting applicable regulatory reports (AROs, ROS, Report 75, monitoring reports, communications to the Superintendence, reports related to PTEE, etc.).
* Participate in global compliance projects, supporting the drafting or review of policies, manuals, controls, and risk assessments for different countries.
* Support the implementation and ongoing update of local compliance programs and crime-prevention models aligned with global standards.
* Coordinate the identification, assessment, and mitigation of compliance risks (corruption, fraud, sanctions, conflicts of interest, and local and international regulatory compliance).
* Conduct due diligence analyses.
* Lead training and awareness activities in Colombia and collaborate in the adaptation and dissemination of global training programs.
* Support regional projects related to the harmonization of anti-money laundering and counter-terrorism financing prevention procedures (AML/CFT).
* Administer the Privacy Program in Colombia and collaborate with the global team on the standardization of data protection practices.
* Participate in data inventory management, DPIAs, and contractual reviews at the regional or global level.
* Contribute to the coordination of security incidents with multinational impact, following corporate guidelines.
* Ensure that international data transfers comply with global and regulatory requirements for each jurisdiction.
* Prepare KPI reports and presentations for senior management.
* Perform the functions of Compliance Officer as required by applicable clauses.
