Marie Montgomery is a Senior VP/Controller at Health Net Inc. and Chief Financial Officer at L.A. Care Health Plan and is based in Los Angeles, California. Terry Brown is Chief Human Resources Officer of L.A. Care Health Plan. In this role, Mr. Brown is responsible for all Human Resource functions including total rewards, learning and career services, talent acquisition, business support and the Center for Organization Excellence. Prior to this appointment, Mr. Brown served as L.A. Care’s Sr. Director of Total Rewards, responsible for L.A. Care’s compensation, benefits and support services.

Mr. Brown joined L.A. Care after spending more than 25 years in human resource consulting. During this time, he served in leadership roles in several leading consultancies including Pearl Meyer & Partners, Sibson Consulting and Compensation Resource Group, Inc. assisting management and boards of directors with human resource strategy and operational human resource issues.

Mr. Brown has an MBA, from the University of Southern California and a Bachelor of Science in Biological Engineering from Mississippi State University.

Tom MacDougall is Chief Information and Technology Officer at L.A. Care Health Plan. In this capacity, he is responsible for all technology strategy and delivery across the enterprise. MacDougall joined L.A. Care Health Plan in 2018 as Chief Technology Officer, a role in which he and his team solidified the enterprise technical architecture and data management functions serving as the foundation for a multiyear roadmap to deliver on the vision of the L.A. Care leadership over the next three years.

Mr. MacDougall brings more than three decades of technical and executive leadership to this role. Before joining L.A. Care, he was an executive at Qcentive, and prior to that, held executive positions with Optum for nine years. At Optum, he led the recovery for the MA Health Connector for the first open enrollment of the Affordable Care Act (ACA). Additionally, he led the Exchange Operations Center for the second ACA open enrollment period, ensuring the availability of the Healthcare.gov website and the operability of all of its components and services.

As Chief Operating Officer at L.A. Care Health Plan, Ms. Reed is responsible for leading all of L.A. Care’s core service operations, including the Customer Solution Center, Utilization and Care Management operations, Claims Adjudication, and Payment Integrity. Ms. Reed possesses additional responsibility for key enterprise functions, including Information Technology, Enterprise Program Management, Business Process Improvements, Advanced Analytics, and Operational Assurance, and leads enterprise-wide change initiatives initiated to support continuous improvements, innovation, and growth.

Ms. Reed has over 15 years of healthcare operations and compliance experience, and joined L.A. Care in 2016, as the Deputy Chief Operating Officer. Prior to joining L.A. Care, Ms. Reed served as Director, Organizational Governance at AmeriHealth Caritas, where she designed a business operations governance program to provide a structured approach to driving operational change across all markets by enhancing transparency, planning, and execution of organizational activities. Ms. Reed serves as a board member for Young and Healthy Pasadena, an organization aimed at protecting and improving the physical and mental health of uninsured and underinsured children, in the greater Pasadena, California area, and their families.

Ms. Reed is a native of Philadelphia and earned her Bachelor of Arts degree in political science, from the University of Pennsylvania.

Linda Greenfeld is Chief Product Officer at L.A. Care Health Plan. In this role, Ms. Greenfeld drives product strategy to ensure product integrity, financial sustainability and service excellence. Ms. Greenfeld leads the product, sales and marketing teams in the continuous evaluation of the market and evolution of product line tools and capabilities that enhance product performance resulting in an improved member experience, growth and retention.

Noah Paley is the Chief of Staff at L.A. Care Health Plan. He is responsible for overseeing the organization’s network operations, delegation oversight, communications, and government affairs teams. Mr. Paley also leads the implementation of a matrix management model that integrates operations to support all lines of business in the most efficient and effective manner.

Before joining L.A. Care, Mr. Paley served in various roles at AmeriHealth Caritas in Philadelphia, most recently as Director of Performance Management. In this role, he led the design of an enterprise-wide strategy and implementation to standardize and streamline provider enrollment and data management. He also led the enterprise-wide business process organization focused on driving operational excellence.

In addition to working as a business developer and consultant on a wide variety of commercial projects, Mr. Paley also practiced law in Vermont and Wisconsin. During his tenure as an associate and partner at Dinse, Knapp & McAndrew, one of Vermont’s top law firms, he concurrently served as a business and health care law instructor for the Vermont Bar Association. In Wisconsin, Mr. Paley was an associate attorney at Murphy & Desmond, where he conducted policy analysis and strategic planning for the state’s gubernatorial administration and served as a legislative advocate for state and national clients.

Prior to practicing law, Mr. Paley worked as a newspaper journalist and literary magazine editor.

Mr. Paley earned a Bachelor of Arts degree in Journalism from the University of Wisconsin-Madison and a Juris Doctorate from the University of Wisconsin Law School.
