Job Summary
The Core Systems Configuration Analyst III is responsible for the more complex technical and analytical work related to the maintenance, update, etc. of the configuration of the L.A. Care Health Plan Core Systems applications, and databases (e.g., QNXT Migration Utility, Claims Workflow, Claims Test Pro, NetworX Pricer, etc.). This position serves as a subject matter expert who has the ability to proactively identify and independently rectify issues and opportunities for configuration improvements. As the subject matter expert, this position performs peer review and applies advanced skillset to ensure quality of the work product. This position collaborates closely with peers and management within the department as well as throughout and outside of the organization to troubleshoot and facilitate the maintenance and update of the most complex configuration of the various modules of our core systems, applications, and databases as well as facilitate end-to-end interdepartmental and enterprise projects. This position also provides well thought-out recommendations for vendor enhancement of the core products.
Duties
Manage complex benefit dictionaries, evidence of coverage tables, provider contractual obligations (including capitation and fee-for-service contracts), Division of Financial Responsibility (DoFR), etc. and related documentation. Serve as a subject matter expert for configuration change management testing and related best practices. Facilitate production controls and system configuration data codification.
Monitor and review systems edits, response time issues, etc. and conducting related advanced root cause analysis to identify issues and provide well thought-out recommendations for resolution. Identify and facilitate the implementation/enhancement of systems, process improvements, and best practices.
Interface and collaborate with peers within and outside of the department and the organization to support configuration management best practices, systems enhancement processes, management of the system configuration life cycle management project/program plans, tracking of configuration change operational issues and resolution.
Perform peer review for all levels of staff and apply advanced skillset to ensure quality of the work product.

Bachelor's Degree in Business Administration or Healthcare Administration
In lieu of degree, equivalent education and/or experience may be considered.

Experience
Required:
At least 5 years of experience in a Systems Configuration, Claims or other Operations department in a healthcare organization.
Advanced knowledge of and experience with interpreting and analyzing complex pricing mechanism and contractual terms with providers, delegated groups and related contractual scenarios.
Knowledge of and experience with utilizing SDLC and related change management methodologies, standards, and best practices.
Advanced knowledge of and experience with current Commercial, Medicare, and Medicaid rules and regulations and core systems code and data sets, etc.
Preferred:
At least 5 years of experience working with a California Medi-Cal managed care plan or commercial health plan, medical group, or management services organization.
Skills
Required:
Advanced understanding of managed care operations (including but not limited to, claims processing; provider contracting, network and data management; complex pricing mechanisms; etc.) and the systems that support these operations.
Knowledge of Systems Development Life Cycle (SDLC) procedures in planning the systems configuration.
Advanced understanding of the application of the Division of Financial Responsibility (DoFR) to claims processing.
Strong communication, analytical, organizational, and time management skills.
Able to manage projects and initiatives end-to-end.
Able to meet strict, tight deadlines with a high level of accuracy.

Job Description
In the Department of Technology, Office of Cybersecurity, the Technology Resiliency Specialist plays a key role in the preparation and execution of the Technology Disaster Recovery and Business Continuity/ Continuity of Operations Plans.
Major functions in this role include (and are not limited to):
Work with City departments to plan, design, and test the resilience solutions for all critical City systems to support the citywide technology resilience program
Conduct detailed Technology Risk assessment and Business Impact Analysis
Review City departments completed Technology Risk and Business Impact Analysis for completeness
Develop resilience reports that identify gaps and recommendations from Technology Risk assessment and Business Impact Analysis
Maintains knowledge on the current and emerging developments/trends for IT Disaster Recovery technology and resilience solutions
Collaborate with technical engineering teams to understand the evolving architectures to plan, design and test the resilience solutions
Review and provide recommendations for client departments Technology Disaster recovery Plans and Business Continuity/ Continuity of Operations Plans
Develop and maintain Business Continuity/ Continuity of Operations Plans for the department and each division
Review the completeness of technology recovery plans and procedures for critical technology systems and applications for completeness
Design, plan, coordinate and execute technology resilience test/exercise with recovery teams for all critical technology systems and applications
Support natural, human-caused and technology disaster/emergencies during the activations of Emergency Operations Center/Department Operation Center
Appointment Type:
This Temporary Exempt (TEX), Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.
Work Location
Incumbent will conduct the majority of work at the Department of Technology,
(1 S Van Ness, Ave San Francisco, CA 94103)
. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.
Nature of Work
The Department may offer a hybrid work schedule. Traveling within San Francisco may be required.
Qualifications
Education: An associate degree in computer science, computer engineering, information systems, or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Experience: Three (3) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Completion of an Industry certification in BCP is preferred

Must have experience and demonstrated proficiency in BC/DR program execution, managing process change projects, and knowledge of the disaster recovery program lifecycle

Job Description
In the Department of Technology, Office of Cybersecurity, the Technology Resiliency Specialist plays a key role in the preparation and execution of the Technology Disaster Recovery and Business Continuity/ Continuity of Operations Plans.
Major functions in this role include (and are not limited to):
Work with City departments to plan, design, and test the resilience solutions for all critical City systems to support the citywide technology resilience program
Conduct detailed Technology Risk assessment and Business Impact Analysis
Review City departments completed Technology Risk and Business Impact Analysis for completeness
Develop resilience reports that identify gaps and recommendations from Technology Risk assessment and Business Impact Analysis
Maintains knowledge on the current and emerging developments/trends for IT Disaster Recovery technology and resilience solutions
Collaborate with technical engineering teams to understand the evolving architectures to plan, design and test the resilience solutions
Review and provide recommendations for client departments Technology Disaster recovery Plans and Business Continuity/ Continuity of Operations Plans
Develop and maintain Business Continuity/ Continuity of Operations Plans for the department and each division
Review the completeness of technology recovery plans and procedures for critical technology systems and applications for completeness

Appointment Type:
This Temporary Exempt (TEX), Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.

Qualifications

Experience: Three (3) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Position Duties
The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.

The Enterprise GIS teamoperatesout of the Department of Public Works but works across thecityto coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. Certifications and Licenses:

DESCRIPTION
THE DEPARTMENT: The Alameda County Probation Department is an essential element of the County's system of public protection and human services. The Department's role is to reduce the impact of crime in the community by providing accurate, comprehensive and timely information and recommendations to the Courts, providing community-based sanctions and treatment for offenders, and working cooperatively with law enforcement agencies and community organizations with similar objectives. The Department provides a wide range of mandated and discretionary investigative, advisory, and supervisory services to adult and juvenile probationers pursuant to State law and the County Charter. THE POSITION: Under general direction, to analyze department business system needs, and produce, maintain and update software systems to meet those needs. Information Systems Analysts are responsible for gathering requirements, defining problems and recommending solutions, writing program and database design specifications, modifying existing systems and providing production support for users and their systems. Information Systems Analysts may also prepare instructional material for department staff, act as project manager on projects; and performs related duties as required. DISTINGUISHING FEATURES: This is the fully functioning Systems Analyst classification in the Information Systems class series. Incumbents are competent to work independently in designing, developing, testing, implementing, and maintaining software systems and programs. Activities include analyzing information business requirements, recommending technology solutions, preparing automated system specifications, designing logic flow diagrams, screens, file structures, reports, forms and menus, performing quality assurance testing, and developing system documentation. Information Systems Analysts may supervise journey-level, technical or clerical staff.
