Job Summary
The Procurement Systems Analyst II is responsible for the day-to-day administration and maintenance of the procurement system to ensure the system functionalities align with the end-to-end procurement process from vendor onboarding through sourcing, contracting, and the procure-to-pay cycle. This position applies logic and accuracy to troubleshoot system issues to determine root cause and viable solutions, develops test plans, coordinates User Acceptance Testing (UAT) and validation, and documents test results. This individual supports short and long term operational and business initiatives for the Procurement Department, and has primary responsibilities that include implementing new systems and/or processes that comply with the organization's policies, participating in system enhancement and upgrade efforts, performing analyses to identify opportunities for optimizing the procurement operation, developing user-friendly training materials, and providing training to internal and external stakeholders. When performing this role, the Procurement Systems Analyst II actively seeks guidance, consultation, and/or approval from other members of the procurement team, legal team, business owners, and other departments as needed.
Duties
Provide system implementation support such as reviewing functional specifications and application design documents for accuracy, mapping business requirements (including processes, flow diagrams, and use case scenarios) to functional specifications, writing test scripts and documenting the results, participating in User Acceptance Testing (UAT), and coordinating with other business units to participate in UAT.
Administer the procurement system to ensure user access adheres to segregation of duties and the organization's policies, timely action is taken to troubleshoot and resolve system issues, potential fixes/enhancements are tested and validated in the Test environment (with test results documented), applicable approval(s) are obtained prior to deploying fixes/enhancements in Production, validation of the fixes/enhancements occur once they are deployed, and system upgrades and/or patches are installed and current.
Assist with migrating data from legacy systems to new systems and validating the accuracy and quality of the migrated data.
Develop and maintain procedures for various aspects of the Procurement operation.
Create and maintain training materials.
Conduct user training for internal and external audiences.
Analyze and synthesize data gathered from different applications to generate meaningful reports for distribution within and outside of the Procurement Department.
Draft clear communications to distribute to internal and/or external stakeholders.
Assist with process and system improvement efforts.
Perform other duties as assigned.

Experience in administering and maintaining SAP Ariba or other procurement systems (e.g., Jaggaer) to ensure efficiencies in the end-to-end procurement process from vendor onboarding through invoice processing.
Experience in performing system implementation activities including, but not limited to, gathering and documenting business requirements to map to functional specifications, developing test scripts, and performing UAT to validate test scripts and document results.
Experience in conducting root-cause analysis to implement sustainable process and/or system improvements.
Experience in developing training materials (using diverse media) for internal and external stakeholders.
Experience in organizing and conducting in-person and virtual training sessions for different audiences.
Preferred:
Prior experience in performing various procurement functions such as onboarding and optimizing vendor base, negotiating purchases, administering and/or managing contracts, controlling maverick spends, and managing cradle-to-grave RFx activities.
Prior experience in executing successful procurement system implementations and/or conversions.
Prior experience in integrating SAP Ariba with other SAP and/or non-SAP applications.

THE POSITION

Senior Geographic Information Systems Analyst is the advanced level in the GIS Analyst series, requiring extensive analytical and diagnostic skills. The incumbent performs difficult systems development, technical support, troubleshooting, and operations and programming activities, as well as providing lead direction and training to lower level analysts.

Role description
Under general direction, this position is responsible for analyzing, scoping, and overseeing the implementation of technology systems that enhance organization efficiency and effeteness.. Key responsibilities include understanding user needs; gathering requirements; conducting needs analysis, cost-benefit analysis, and feasibility studies; performing structured systems analysis and design; assessing technology and software; and analyzing telecommunications needs. The Solutions Analyst serves as a critical bridge between programmatic innovation and technical execution. SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Incumbents may serve as a lead worker, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
WORK SCHEDULE:
The normal work week is Monday through Friday 8:00 am-6:00 pm with every other Friday off. This position may required to be on an on-call (stand-by) rotation and you may be required to be available to work additional hours as needed to respond to workload needs. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay. The City does not offer hybrid or remote work.

PURPOSE:
Under the general direction of the Director of Admissions and Recruitment, the Admissions Systems Analyst provides systems support/maintenance, business process analysis, and project management support for the primary Student Information Systems, Oracle Campus Solutions-Student and OnBase content management software and applications. Working closely with the Admissions Systems Analyst, the Analyst will focus on maximizing the use of systems and applications within the Enrollment Management and Student Affairs (EMSA) division.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
Systems Maintenance Support: Independently provides higher level application support for student information systems and applications such as Campus Solutions-Student (Oracle/Peoplesoft), On Base Document Management, Webadmit, Cal State Apply Application system (WebAdmit), Business Reporting (OAS), and Customer Relationship Management systems (Salesforce). Provides support to additional student systems as assigned. Addresses common problems of limited scope and refers moderate to complex problems to higher level analysts. Performs higher level analysis, configuration, integration, testing, validation, implementation and maintenance of processing systems. Supports upgrades and patches with a review and understanding of vendor release notes, the development with the support of the Admissions Systems Analyst and uses of test plans and the coordination of end-user testing. Develops required business process, system or technical documentation to maintain systems. Acts as the first point of contact for upgrades and issues to the OnBase Document Management system. Acts as first point of contact for production troubleshooting issues and provides liaison support between end-users and IT. Disseminates system information to the Admissions department. Creates operational queries and reports to sustain production activities.
Business Process Analysis & Project Planning: Independently consults with end-users to understand business processes (business process mapping), identifying gaps, defining business problems, analyzing data, and collaborating on possible solutions. Gathers end-user requirements and clarifies expected outcomes to resolve business problems. Conducts research, evaluates industry examples and models, consults with senior analysts and IT programmers, as needed, prepares preliminary project proposals and reviews proposals with end-users or buy-in and support. Confirms expected outcomes and project scope prior to creating a project plan in conjunction with the Director of Admissions and Recruitment and Admissions Systems Analyst.
Project Management: Assists in developing, executing and monitoring project plans through to completion. Consults with Admissions Systems Analyst to develop a project plan to clearly communicate project expectations: milestones, tasks, contributor roles, dependencies and timelines. Works diligently to complete assigned tasks on time.
Training: Creates campus training materials such as processing guides, quick guides and job aides. Also provides training to Admissions staff, campus staff and/or faculty for process related processes including but not limited to: PeopleSoft OASIS, Webadmit, Cal State Apply (WebAdmit), OnBase, and Business Reporting (OAS).
Supervision: Direct supervisor to back-end (processing) student assistants. Approval of work hours. Approval of time off request and schedule changes and review for completeness and accuracy. Monitor student assistants' performance of assigned tasks. Leads or consults with hiring of new student assistants.

MINIMUM QUALIFICATIONS:
Equivalent to a bachelor's degree in a related field and two years of relevant experience. SPECIALIZED SKILLS:
Knowledge of Enrollment Services applications. DEFINITION

CLASS CHARACTERISTICS
This is the advanced journey level class in the Information Systems Analyst series. Incumbents perform work of a professional nature, utilizing skills that require an advanced understanding of complex analytical procedures and processes while working with a significant amount of independent authority and judgment. As assigned, some positions may exercise technical supervision over lower level staff; however, these supervisory duties are ancillary in nature and are not considered to be the primary purpose of the class. The program assignment will determine the emphasis of an incumbent's duties as described below. This class is distinguished from the Information Systems Analyst II level by it's requirement for specialized, functional or technical expertise beyond the journey level. Incumbents perform the more difficult and responsible types of duties assigned to classes within the series including systems analysis, development and direct client/maintenance support to large and complex systems and applications.
This class is distinguished from the Information Systems Analyst IV in that the latter provides highly advanced systems analysis, design and development support to one or more departments with highly complex systems and programs. Incumbents at the Information Systems Analyst IV level may also serve in the capacity of database administrator or as a project lead on a component of assigned information systems projects.
TYPICAL DUTIES
* Performs professional level specialized and complex duties to support information technology systems in assigned area; areas of responsibility include the analysis, evaluation, design, programming, development, testing, implementation, documentation and maintenance of large and complex systems, networks, programs and applications across multiple platforms and technologies.
* Designs and develops components of current or new systems; serves on assigned projects for large and complex systems; in conjunction with project team members, analyzes user requirements and recommends technology solution; reviews and evaluates current and third party systems and applications; determines method of integrating new programming code into existing programs to meet user needs; develops data flow diagrams and other systems documentation; creates program specifications; designs data structures, screens, file structures, reports, forms, and menus; develops optimum system configurations; locates and downloads existing system data; develops and implements testing plan; performs quality assurance duties; determines whether new program meets the client's business and technology requirements; recommends changes as needed.
* Serves as resource and provides highly specialized support to maintaining existing systems; assesses, reviews and conducts research on system operational problems and functionality; provides technical solutions to client on alternative systems or applications.
* Performs a variety of complex analytical duties in planning, developing, installing, implementing, integrating, testing and evaluating the County's local and wide area networks; installs, configures and manages servers; coordinates the installation and maintenance of computers, circuits, data communications equipment, printers and other peripheral equipment.
* Investigates, analyzes and resolves network-related problems; resolves compatibility problems; troubleshoots network failures, router problems and telecommunications problems; recommends and implements changes and improvements.
* Monitors network security and performance; identifies unauthorized access and potential security risks; measures volume and performance of network traffic; identifies utilization and performance issues; recommends improvements to security and network performance.
* Develops, implements and maintains the County's Internet and Intranet sites; recommends design and layouts; writes code; creates database connections; develops written technical procedures; implements interactive website components; provides Internet training for County staff.
* Performs technical writing duties in the development and production of system documentation, instructional and procedural manuals.
* Identifies training issues and coordinates training sessions for client users on assigned systems or applications; develops training schedule; designs training manuals; conducts training sessions.
* Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of information technology.
* May exercise technical supervision over lower level staff; assists in selecting, training, motivating and evaluating assigned staff; provides or coordinates staff training; works with employees to correct deficiencies.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited four-year college or university with a major in computer science, information systems, mathematics, business administration or a related field.
Experience: Two years of increasingly responsible professional, analytical computer programming and application development and related systems work in an information systems environment.
Substitution #1: Possession of an approved information systems technology certificate, or completion of an approved information systems training course may substitute for all or part of the above required education. A list of approved certificates and/or courses shall be maintained within the Human Resources Department.
Substitution #2: Additional qualifying experience may substitute for the above required education on a year-for-year basis to a maximum of two years.
Special Requirement: The above required experience and any certification used to qualify under substitution pattern #1, may need to be within the assigned specialist or functional area.

Vacation: Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.

Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Sick leave incentive: An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one- half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year.
Bereavement Leave: 3 days of paid leave for the death of qualifying family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children's school activities.
Selection Procedures
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.
Testing Accommodation: Candidates who require testing accommodation under the Americans with Disabilities Act (ADA) must call Human Resources Division at ************** prior to the examination date.
Veteran's Points: Eligible veterans, unmarried widows and widowers of veterans of the United States Armed Forces who have been honorably discharged and who have served during wartime shall be given veteran's points in initial appointment to County service. Eligible veterans receive 5 points and eligible disabled veterans receive 10 points. Disabled veterans must submit a recent award letter stating a 10% service connected disability issued by the United States Veterans Administration. Note: A copy of your DD214 showing the discharge type must be received in the Human Resources by the date of the examination.
Acceptable wartime service dates:
* September 16, 1940 to December 31, 1946
* June 27, 1950 to January 31, 1955

Eligible Lists: Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for nine months, but may be extended by the Human Resources Director for a period which shall not exceed a total of three years from the date established.
Certification/Referral: Names from the eligible list will be referred to the hiring department by the following methods.
* Rule of the Rank: The top rank or ranks of eligibles will be referred for hiring interviews. The minimum number of names to be referred will be equal to the number of positions plus nine, or 10% of the eligible list, whichever is higher. When filling nine or more positions in a department at the same time, the top rank or ranks will be referred and the minimum number of names shall be two times the number of positions to be filled or 10% of the eligible list, whichever is higher. This applies only to open competitive recruitments.
* Rule of Five: The top five names will be referred for hiring interviews. This applies only to department or countywide promotional examination.
* Rule of the List: For classifications designated by the Director of Human Resources, the entire eligible list will be referred to the department.
Physical Exam: Some classifications require physical examinations. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for physical examinations administered in its medical facilities.
Pre-Employment Drug Screening Exam: Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment. Final appointment cannot be made until the eligible has passed the drug screen. The County pays for the initial drug screen.
Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grand parent, grand child or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when;
* They are related to the Appointing Authority or
* The employment would result in one of them supervising the work of the other.
Department Head may establish additional limitations on the hiring of relatives by departmental rule.
