Job Description
We are seeking individuals with experience in public health laboratory operations to serve as Regional Coordinators. This role acts as the primary liaison between local Public Health Laboratories (PHLs) and central program leadership, providing coordination, training, and compliance support.
Key Responsibilities:
Serve as the main point of contact for assigned PHLs, ensuring effective communication and coordination.
Conduct weekly check-ins and quarterly site visits; submit follow-up reports in a timely manner.
Provide updates on PHL operations, technical needs, and compliance with regulatory requirements.
Support grant-related activities, including reporting, technical assistance, and on-site project assessments.
Coordinate and track required training sessions for PHL staff; assist with training materials, onboarding, and technology platforms.
Assist in developing and updating Continuity of Operations Plans (COOP) for PHLs.
Qualifications:
Bachelor's degree in a scientific field required.
Minimum of 3 years of experience in a public health or clinical laboratory setting.

Responsibilities
Manages lab technicians, coordinating staffing needs and daily work schedules.
Performs technical review of all laboratory-generated data.
Prepares or reviews final laboratory reports and furnishes them to the client upon approval by the project manager.
Communicates with contractor, supervisor and/or project manager of problems and deviations from plans and specifications.
Ensures complete and comprehensive communication with project manager and other staff to insure the effective management of the project.
Maintains laboratory quality control to ensure the accuracy of test results.
Oversees the acquisition of new field and laboratory equipment for the office location.
Oversees and coordinates laboratory equipment maintenance and calibration.
Maintains and updates laboratory accreditations and serves as the liaison with the accreditation agencies.
Maintains and updates regulatory licenses for nuclear testing equipment,and serves as the Assistant Radiation Safety Officer for the office location.
Manages facility maintenance for the laboratory location
Qualifications
Education, Experience, and Skills:
Requires a high school diploma or equivalent.
Minimum 5 years of experience in construction testing and related laboratory testing.
Must have experience with ASTM, AASHTO and Caltrans testing procedures for soils, aggregates, asphalt, concrete and masonry, and rebar. Current certifications or obtaining certifications will be required.
Demonstrates ability to accurately perform testing according to recognized standards.
Communicates and interfaces effectively with clients and co-workers.
Possesses effective written, interpersonal and communication skills with the ability to work as part of a team involving staff, clients and outside agencies.
Strong problem-solving skills, including identifying data quality issues.
Proficient with Microsoft Office (Word and Excel).
Ability to make good decisions using sound, professional judgment with minimal supervision.
Physical ability to perform labor-intensive work including but not limited the safe handling and transport of concrete samples, soil samples, and other lab related materials.
Excellent interpersonal skills, including teamwork and problem-solving skills.
Electronic report preparation (Microsoft Office) and technical writing.
Must have valid driver's license and an insurable driving record.
Ability and willingness to learn new electronic report documentation platforms.
Certifications/Licenses (Must possess one or more of the following):
ACI Laboratory Testing certifications or equivalent
Caltrans certifications or testing experience

The pay range for this California position is $32.00- $40.00 per hour; however, base pay offered may be higher or lower depending on job-related knowledge, skills, and experience of the candidate. Working Conditions
Using a dissecting microscope and laptop/desktop computer for most of the work day, five (5) days a week, in a laboratory setting. Involves sitting most of the time but may involve walking or standing for brief periods. Involves regular handling of preservative chemicals including formaldehyde and ethanol, which requires the wearing of personal protective equipment including gloves and masks/respirators. Training is provided in the proper handling and disposal of hazardous chemicals. Field conditions may involve a variety of inclement weather conditions including rough seas, high temperatures, cold & fog, and occasional exposure to wildfire smoke. Field days will involve early starts, and late returns and may involve long commutes to the field location. Research vessels often work in remote locations and crews may be asked to spend 8 hours or more outdoors. Must be able to carry up to 40 pounds. Must possess a valid driver's license. Driving may be for long distances, often in heavy traffic and early in the morning. Wearing a Department of Fish and Wildlife uniform is required as a condition of employment while conducting field work and public work duties. This position is located at the Bay Delta Region office in Stockton, California.

Laboratory staff can be expected to work in areas where hazards associated with, but not limited to blood-borne pathogens. Biological materials, hazardous substances and radioactive material exist and are handled. Appropriate training is provided regarding these hazards and staff is expected to adhere to all health and safety policies, at all times, whether they are in writing or verbalized by either management or the Health and Safety Officer.
While performing the duties of this job, the employee is frequently required to stand: to handle or feel: to talk and to hear. The employee occasionally is required to walk, sit: reach with hands and arms and stoop, kneel, crouch or crawl. The employee may lift and or move up to 15 pounds on occasion. Specific vision abilities required by this job include close vision, depth perception and ability to adjust focus. No color visual deficiency.
Education and Experience Requirements
o Valid driver's license with a good driving record and ability to drive safely.
o Familiarity with lab process and workflow.
o Previous experience with phlebotomy and laboratory testing preferred.
o High school degree or equivalent.
o Any certification/licensure needed per state requirements.
o State of California only - qualify as testing personnel for waived testing, a minimum of licensed medical laboratory technician or licensed vocation nurse.
