The primary responsibility of the Land Development Manager is to manage the daily field and office operations of the land development function. As part of those responsibilities, the Land Development Manager oversees daily Land construction operations in the field and also helps the Land Acquisition Team to determine any potential issues on any sites in consideration.
Essential Functions/Responsibilities
Management of project-specific land development from planning and entitlements through the completion of infrastructure including off-site and on-site work and amenities.Conducts daily builder activities, including design review, permits applications and submissions, and other functions to ensure continuity from planning through community completion.Responsible for schedules and insuring the workmanship of all work by inspecting and approving subcontractor's work.Ensures all contracted vendors meet the proper insurance requirements and manages pay hold reporting to accounting for the land operations.Ensures that the work complies with City or County requirements and applicable codes.Works directly with the Division Vice President / Land Development Director to Manage control functions including cost/budget controls, budget reconciliation, cash flow projections, and activity/program scheduling and monitoring compliance and obligations of tract map conditions, exactions and bond processing.In coordination with the Division Vice President / Land Development Director and Development Director, Administration of any and all consulting teams in preparation and processing of land use documents and related infrastructure design/improvement plans & project budgets.Conducts inter agency discussions in conjunction with the Director of Development by serving as a liaison/processing for all levels of required entitlements-to-use, site development plans/documents and related merchant builder approvals.Maintains records of all changes on the Community projects, such as change order and/or purchase orders.Responsible for inspections and corresponding paperwork.Responsible for SWPPP management and compliance.Continue to foster previous relationships with industry contacts for the market to facilitate the Land Development Construction Operations.Preparation and processing of contracts, change orders, check requests and invoices, and bonds as necessary.Approves all subcontractor invoices with regard to work completion and quality.All other duties as assigned

Job Summary
The Land Development Project Manager, reporting to the Senior Vice President of Land Development, will manage and lead infrastructure and horizontal improvement projects that will support urban mixed-use, master-planned districts. The Project Manager will work as the project's responsible individual to manage internal and external resources on multiple projects within a singular district development. Ultimately, the Project Manager's duties are to organize and manage all aspects of projects to ensure projects are completed on time, within budget and deliver economic value, social benefits, and sustainability outcomes. This requires relevant land development experience (civil engineering, budgeting, land economics, environmental, planning and placemaking, transit, etc.).

Responsibilities
Contribute to the development of strategy, planning and execution of projects related to initiatives and programs assigned by the Senior Vice President and/or other team leaders Facilitate a collaborative working environment with project teams, including internal team members and necessary consultants Manage the day-to-day responsibilities as the project's responsible individual on multiple active land development projects within a singular district development Keep team leaders and stakeholders informed of progress and changes through written or verbal communication Develop and manage project documentation, inclusive of project budgets, schedules, charters, agreements, and consultant deliverables Develop project charters that provide an overall vision of the project goals and objectives to project team and stakeholders Establish detailed schedules and budgets of activities, milestones, and deliverables of the project team, and identify resources available Identify resources needed and work with the team leader to hire necessary consultants and assign work Coordinate and align work assignments across project team members Understand, propose, and work within land development project budgets and cashflows Perform risk analyses for cost, schedule, operations, and design project aspects and identify possible risk mitigation strategies

Land Development
Manage the planning, design, and delivery of infrastructure and horizontal improvement strategies and projects, including energy, transportation, water, waste and digital communication systems, that are developed in coordination with internal and external stakeholders Manage project close-out process for completed work, including commissioning, inspection, progressive bond exoneration, reimbursement for public facilities, permit close-out, and acceptance and/or conveyance Take a leading role in entitlement efforts for project due diligence Participate in the master planning process (built form and public domain) issues Work with a multi-disciplinary team, including planners, engineers, surveyors, landscape architects, environmental consultants, and land use attorneys, in the design and delivery of site grading, waterfront improvements, civil utilities, roadway systems, transit facilities, and public parks Closely collaborate with the Environmental Manager to implement environmental remediation and mitigation measures for the project Manage the mapping and subdivision process for the creation of new public right-of-ways, public and private easements, development parcels and open space parcels Understand, track, and make team leaders aware of mitigation measures and regulatory policies that may impact the delivery of infrastructure and horizontal improvements Contribute to the cost/benefit analysis, business model development, and regulatory review of innovative approaches to the various district infrastructure systems including energy, transportation, water, waste and digital communication systems Conduct lifecycle sustainability assessment of land development activities Participate in meetings with necessary public and private entities to facilitate the resolution of infrastructure design and implementation issues Manage approvals for development and construction of infrastructure including certain planning applications, contractual approvals, construction permits and other required approvals Assist with preparation of regulatory submissions and applications to support implementation of the solutions Analyze business and user needs, then documents project/product requirements Understand key indicators in the local market (utility rates, regulatory models, District Systems competitors) and keep abreast of upcoming end user and regulatory requirements Effectively communicate proposed master planning, land development guidelines and intent of project elements to internal and external stakeholders Undertake and participate in strategic community consultation Other duties as assigned

Qualifications
Bachelor's degree in an engineering related field- preferably a degree in civil engineering, environmental engineering, or construction management Minimum 2 years development management experience in land development in high density urban mixed-use development, inclusive of planning, entitlement, design, and construction of infrastructure and horizontal improvements Experience in project coordination or management activities in a fast-paced environment Proven ability to assess risks and identify solutions while being flexible in changing environments Excellent listening, communication, interpersonal and documentation skills Organizational skills and high attention to detail Ability to navigate complex and highly public projects with many stakeholders Proficiency in Microsoft applications including Outlook, Project, Excel, and Word
