Job Summary

Following the Tribal Resolution to create LLTC, courses were offered for two years in extension from the University of Minnesota at Duluth, Bemidji State University, Itasca and Brainerd Community Colleges. In 1994, the college was accorded status as a Land Grant Institution by the United States Congress. Also in 1994, seventeen graduates completed their Associate of Arts degrees and Associate of Applied Science degrees. By the spring of 1995, the number of graduates had increased to twenty-four. The college moved classrooms and administration to the former Cass Lake High School building in the fall of 1994, resulting in an increased student enrollment of 196. These students were enrolled in two-year Associate of Arts transfer degree programs, or in two-year technical programs leading to an Associate of Applied Science degree, or in one-year vocational programs.
The Leech Lake Tribal College (LLTC) includes approximately 60 faculty, staff, administrators, and about 150-200 students. Most of our students come from the Leech Lake Reservation.
LLTC was accredited as a post-secondary Vocational School in 1993 and later awarded candidacy status with the Higher Learning Commission (HLC) of the North Central Association in 2002 for its associate degree programs and continued candidacy in 2004. Leech Lake Tribal College is seeking visionary educational leader who fosters community both inside and outside the college, especially with tribal communities and institutions, but also those entities that enrich the college and its students. The president will serve as the Chief Executive Officer and is responsible for the total operation of the college reporting to its Board of Trustees. Celebrating over 80 years on the shores of Lake Bemidji, the School of Music at BSU prepares students to become independent and creative musicians within a liberal arts setting. The School of Music offers Bachelor of Science degrees in Music Education (vocal and instrumental), Bachelor of Arts degrees in General Music, and Bachelor of Music degrees in Vocal Performance, Instrumental Performance, Piano Performance and Pedagogy, Master of Music Education, and an Arts Management Certificate.
Ensembles are open to students of all majors and provide engaging performance opportunities including regional and international tours, the annual JazzFest, guest clinician workshops and master classes, woodwind and piano festivals, and a fully staged opera production.
BSU is one of only four schools in Minnesota, and a limited number worldwide to bear the distinction of being an All-Steinway School. BSU currently owns more than 50 Steinway and Boston (a Steinway subsidiary) pianos.

Bemidji State University and Northwest Technical College lie amid the lakes and forests of northern Minnesota. Bemidji State occupies a wooded campus along the western shore of Lake Bemidji while Northwest Technical College lies just three miles east, near Bemidji's robust industrial district.
The city sits between Minnesota's three largest American Indian tribal nations: the Leech Lake Band of Ojibwe, the Red Lake Nation and the White Earth Nation. WORK PERFORMED/JOB FUNCTIONS: Assist in the administrative functions of the office to ensure delivery of services and programs to staff, Court, clients, and the community. Assist in the development/enforcement of departmental policies and procedures. Assure timely reports are submitted to the Court. Monitor departmental compliance with policies as they pertain to the Department of Corrections, Cass County Probation Department, and Cass County Personnel Policies. Assure appropriate documentation of expenses, incomes, and statistical data. Implement decisions finalized by the Court, Probation Director, and the Department of Corrections. Participate in professional training and committee work requested by the Probation Director. Participate in staff meetings. Supervise juveniles and adults who have been placed under supervision, to include contact in the community environment, as outlined by our supervision policy. Complete Pre-Sentence Investigations, Pre-Dispositional Studies, Social Histories; Youth Level of Service Inventory (YLS), Dynamic Risk Assessment (DRA), and Level of Service Inventory-Case Management Inventory (LS-CMI) Risk Assessment. Complete the requirements of the Victim Rights Law and facilitate the collection of restitution as ordered by the Court.
Act as a referral source for all juvenile delinquency and adult criminal cases before the Court. Maintain data in the current CSTS software system by documenting client contacts and the reasons for each contact. Provide background information to the criminal justice system on present and past clients. Develop a set of behavior rules (case plan) for each case assigned to the department and enforce those rules with appropriate and legal sanctions for violations. Secure placement for all juveniles before the Court as needed, i.e., foster home, group home, and treatment institutions. Provide liaison support to foster homes and group homes within the County. Provide 24-hour support to the County on all matters concerning clientele and be prepared to respond as situations present. Screen all cases considered for placement to be sure the requirements of current law are being met. Represent the department in most delinquency hearings before the Court. Assist clients in acquiring employment, housing, educational services, etc. Be a resource to local schools in providing information on resources, counseling, and the criminal justice system.
Enforce all requirements of the Constitution of the United States and the State of Minnesota. This position has the general powers of a peace officer with people placed on probation. Establish and supervise job sites for community service work. Meet with community members and other criminal justice personnel as necessary to maintain an information network to collect information for the Court. Maintain a comprehensive and contemporary knowledge of correctional philosophies and the use of evidence-based practices. Acquire a minimum of 50 hours of approved training per calendar year for professional development. Establish an office work schedule to be approved by the Director that meets the needs of our clients and professional responsibility in the county. Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES: Requires extensive knowledge of criminal and juvenile law, along with the modern principles and practices of a probation department (correctional field services delivery).
