* Appears in court and performs other functions at the discretion of, or in the absence of, the County Attorney.

POSITION SUMMARY

Duties Description Under the direct supervision of the Executive Attorney or a
Supervising Attorney for Criminal Enforcement, the incumbent
provides legal advice to Criminal Investigations Division (CID)
staff located within the assigned District Office. Specifically, the

* In cooperation with the audit and investigations staff, assists in
determining case selection in addition to the planning of the

* Ensures that taxpayers' and witness' constitutional rights are
not violated.
* Renders advice on current or proposed investigation and audit

* Assists in the development of statewide projects to detect
criminal tax fraud.

other information from taxpayers, corporations, or their legal
representatives.
* Assists staff in developing strategies to obtain records from
third parties.
2. Gathers evidence for referral of cases to prosecutorial
agencies.
3. Assists in the drafting of accusatory instruments and search
warrant applications.
4. Prepares detailed case reports.
5. Maintains contact with the New York State Attorney General's
office, local district attorneys, and the United States Attorney's
office, on cases slated for prosecution:
* Supplies any additional information as needed.
* Prepares auditors and investigators to act as expert witnesses.
* Tracks the disposition of referred cases.
6. Meets with prosecuting attorneys as necessary to assist with
the prosecution of cases.
7. When requested, become cross-designated as assistant
district attorneys.
8. Recommends changes in policies or procedures, or changes in
tax fraud legislation, based on research, analysis, and evaluation
of new federal and state legislation, and on court decisions.
9. Provides legal assistance to staff of other Department
programs regarding interrelated issues and activities related to
tax fraud investigations or other CID programs.
10. Works with Office of Counsel to assist in the provision of
legal advice to non-CID employees located within the District
Office.
11. Performs other related duties as required.
12. Adheres to the Department's time and attendance rules.
Minimum Qualifications Admission to the New York State Bar and three years of post -
New York State Bar experience as an Attorney, one year of
which must have involved the defense or prosecution of crime.

WORKING HOURS: This position will work a minimum of 20 hours per week. This position is part-time.
SALARY/COMPENSATION: The pay rate for this position is $15.50 per hour.
QUALIFICATIONS:
To be considered, all candidates must meet the minimum qualifications outlined in the Onondaga County Civil Service job description for this title.
The successful candidate will be required to pass a fingerprint-based background check, at the cost of $102.50 to the candidate.

The Access to Justice Project is a partnership between LawNY and AmeriCorps, Americas most preeminent volunteer service program, which seeks to address the legal needs of clients with low income by expanding the level of legal assistance available and helping them to access the legal system in order to achieve economic benefits, decent housing, health care and other critical basic needs. In addition, members work to recruit and support community volunteers and enhance efforts at collaboration with local human services agencies.
AmeriCorps members provide intake and screening services for income-eligible persons seeking legal assistance with civil law problems and outreach to underserved populations. They are offered the opportunity for direct, substantive legal experience, excellent training and a chance to make a critical difference for low-income and vulnerable populations and their communities.
Member Benefits:
Members receive a living allowance of $2,000 Monthly for the duration of the contract term. They may also be eligible for aid in obtaining basic health coverage, housing and food assistance, an educational award, childcare expenses, and deferment of student loans.
The successful candidate will serve a contract term of 6 months (900 hours) with the possibility of renewal depending upon continued funding.
This position is based out of our Geneva office. For a 6 month contract, the term of service must begin anytime between 11.1.2025 and 5.1.2026.
Member Qualifications:
Members should have at least two years of college or equivalent experience. Prior experience working with clients with low income is preferred but not required. Must live within commutable distance to the specified office.
